GENERAL SUMMARY

Responsible for supporting and executing administration of the corporate-wide Employee Concerns Program to promote a positive compliance culture and minimize risk and misconduct.  Receive and respond to various worker concerns, investigating or referring matters as appropriate.  Support research and responses to Nuclear Regulatory Commission (NRC) allegation requests for information (RFIs).  Collaborate with key functional areas to ensure nuclear safety culture efforts are strong and support the Compliance and Concerns organization.

PRINCIPAL ACCOUNTABILITIES

Energy Northwest’s Employee Compliance and Concerns Program (ECP) involves a blend of relationship building for all employees, leadership support and encouragement, and regulatory relations and communication.   The ECP professional will provide support to staff and station leadership to assure a healthy nuclear safety culture agency wide, particularly to staff that have a connection to nuclear business.  Ensure actions to satisfy regulatory nuclear safety culture requirements are identified, addressed, and resolved to reduce the potential for negative impacts to Energy Northwest's confidence and trust with employees, the regulator, and the public.

Responsibilities include:

  • Advocate and support maintaining a compliance program consistent with the federal guidelines.

  • Consult with management on compliance and concerns matters. 

  • Conduct networking and benchmarking with other utilities and ECP professional groups.

  • Design and administer site-wide surveys, training, and communications pertaining to the compliance and concerns programs.

  • Receive and investigate worker concerns on a variety of matters including technically complex issues in accordance with the compliance and concerns programs.  Consult subject matter experts or refer issues as appropriate to other organizations (e.g. Human Resources, Industrial Safety).

  • Receive, research, and respond to Nuclear Regulatory Commission (NRC) allegation requests for information.

  • Facilitate and support efforts to promote a healthy nuclear safety culture (e.g. nuclear safety culture assessments, Nuclear Safety Culture Monitoring Panel, NRC PI&R, EN News Articles, Ask EN reviews feedback).

  • Establish, control, and maintain appropriate program records and files.

  • Maintain awareness and ensure compliance with applicable laws, regulations, and guidelines (e.g. 10CFR50.5 and 50.7, Section 211 of Energy Reorganization Act, NEI 09-07).

  • Support the application of sound leadership principles, expectations, and techniques.

  • Promote ethics and compliance culture through training and engagement with staff.

  • Perform activities in lieu of the Compliance and Concerns Manager when delegated.

  • Perform as a member of an Emergency Response Team (ERO).

  • Perform a pre-outage or outage assignment.


REQUIRED EDUCATION & EXPERIENCE

Required education/training includes:

  • A Bachelor’s degree from an accredited college or university.

  • National Association of Employee Concerns Professionals Certification, or the ability to acquire certificate within 12 months.

Required experience includes:

  • Seven years' experience in nuclear related operations.

  • Experience with the corrective action program 10CFR50 Appendix B or a similar corrective action program within a nuclear environment.

  • Minimum of at least three years of implementing and/or conducting cause evaluations or investigations.


Pay Range

$126,362.00 - $157,952.00 Annual

The salary listed represents the pay range for this position. Starting pay is calculated from the minimum of the salary range and actual individual placement within the range is determined based on the candidate's experience, education, skills, and abilities related to the role. The level and final offer will also take into account the candidate's overall qualifications.


Incentive Compensation

This position is eligible for an annual at-risk compensation (ARC) incentive plan. Incentives are earned based on agency performance against defined metrics and goals which follow eligibility rules within the ARC plan document.
