The Electrical Systems Engineer provides specialized technical oversight, inspection, testing, and acceptance support for electrical systems associated with complex federal construction, renovation, and infrastructure projects. Serving as part of the Government's Owner's Representative team, this position evaluates electrical system installation, performance, commissioning, and operational readiness to ensure compliance with design requirements, applicable codes, and federal standards. Working closely with Government stakeholders, engineers, commissioning specialists, and construction contractors, the SME supports the successful testing, acceptance, and turnover of electrical systems.

What You'll Be Doing:

  • Provide technical oversight and acceptance support for electrical systems, including power distribution, substations, switchgear, transformers, generators, uninterruptible power supplies (UPS), lighting, grounding, and associated electrical equipment.
  • Review electrical drawings, specifications, equipment submittals, testing procedures, and commissioning documentation for compliance with contract requirements and applicable standards.
  • Conduct field inspections and technical assessments to verify electrical system installation, functionality, and readiness for testing and acceptance.
  • Witness and evaluate electrical equipment startups, factory and site acceptance testing, functional performance testing, and commissioning activities.
  • Review electrical testing results, including insulation resistance, grounding, protective relay testing, and other applicable performance verification procedures.
  • Coordinate with Government representatives, design engineers, construction managers, commissioning agents, and contractors to resolve technical issues and facilitate system acceptance.
  • Evaluate electrical system integration with mechanical equipment, building automation, emergency power, fire protection, and other facility systems.
  • Identify installation deficiencies, performance issues, and potential operational risks; recommend corrective actions and verify resolution.
  • Support the review of Requests for Information (RFIs), technical submittals, design changes, and contract modifications affecting electrical systems.
  • Review electrical system closeout documentation, including as-built drawings, operations and maintenance manuals, warranties, training records, and commissioning reports.
  • Prepare technical inspection reports, deficiency lists, acceptance recommendations, and system readiness assessments to support Government decision-making.

What Required Skills You'll Bring:

  • Bachelor's degree in Electrical Engineering.
  • Minimum of 10 years of related professional experience in electrical engineering, electrical systems construction, inspection, commissioning, or systems acceptance.
  • Professional Engineer (PE) license required.
  • Demonstrated experience with electrical building systems, including power distribution, switchgear, transformers, emergency power systems, lighting, and associated electrical equipment.

  • Knowledge of electrical system installation, testing, commissioning, and acceptance procedures.
  • Familiarity with applicable electrical codes, National Electrical Code (NEC), NFPA 70E, IEEE standards, and construction quality assurance practices.
  • Ability to evaluate electrical system performance, identify deficiencies, and recommend corrective actions.
  • Strong analytical, problem-solving, communication, and technical writing skills.
  • Ability to coordinate effectively with Government stakeholders, engineers, contractors, and multidisciplinary construction management teams.
  • Proficiency in Microsoft Office applications and familiarity with construction documentation and commissioning software.
  • Must be a U.S. citizen and able to satisfy applicable federal background investigation requirements.

What Desired Skills You'll Bring:

  • Experience supporting Naval Facilities Engineering Systems Command (NAVFAC), U.S. Army Corps of Engineers (USACE), or similar federal construction and facilities programs.
  • Experience supporting Military Construction (MILCON), federal infrastructure modernization, or mission-critical facility projects.
  • Familiarity with Unified Facilities Criteria (UFC), Unified Facilities Guide Specifications (UFGS), and applicable federal electrical engineering standards.
  • Experience with electrical systems commissioning, functional performance testing, and integrated systems testing.
  • Knowledge of medium-voltage distribution systems, substations, emergency power generation, UPS systems, and critical electrical infrastructure.
  • Familiarity with electrical testing standards, including applicable NETA, IEEE, and NFPA requirements.
  • Experience reviewing electrical testing reports, commissioning plans, and electrical system acceptance documentation.
  • Additional certifications such as Certified Commissioning Professional (CCP), Certified Building Commissioning Professional (CBCP), or relevant electrical testing and commissioning certifications.
