The Financial Management Services Department, Purchasing Division, is seeking a Buyer I to conduct and support a wide range of procurement activities for goods, services, and citywide operational needs. This role is responsible for coordinating and executing formal and informal solicitations in compliance with all applicable purchasing laws, regulations, and City policies.
Minimum Qualifications:
- Bachelor’s degree from an accredited college with major course work in business or public administration, purchasing, materials management, marketing, economics, accounting, or related field
- No Experience Required
- Possession of a valid Texas Class C Driver’s License
Preferred Qualifications:
- Experience with City Purchasing Policies and Procedures
- Knowledge of applicable federal, state, and local procurement laws, regulations, and codes
- Experience using PeopleSoft purchasing modules
- Proficiency with Microsoft Office applications
- Certified Professional Public Buyer (CPPB)
Buyer I Job Responsibilities Include:
- Preparing and issuing formal and informal solicitations, including requests for quotes (RFQts), Invitations to Bid (ITBs), and Requests for Proposals (RFPs)
- Assisting departments in refining scopes, specifications, and requirements to ensure solicitations accurately reflect operational needs
- Coordinating with City Departments, vendors, other divisions, and outside agencies to resolve routine and moderately complex procurement issues and maintain timely service delivery
- Conducting and coordinating pre‑proposal or pre‑bid meetings with vendors and internal stakeholders
- Facilitating evaluation processes, including scoring, documentation, compliance reviews, and communication with evaluation committees
- Overseeing solicitation timelines, vendor communications, addenda, and procedural compliance throughout the procurement cycle
- Monitoring assigned procurement activities and expenditures to ensure compliance with City policies and procedures
- Supporting contract development and execution, ensuring all documentation is complete, accurate, and aligned with City standards
- Preparing award recommendations for Mayor and Council consideration and assisting with agenda documentation
- Coordinating purchasing activities with other City departments, divisions, and external agencies, including inter‑local and cooperative purchasing agreements
- Providing customer service, administrative support, and procurement guidance to internal and external stakeholders
- Adheres to assigned work schedule as outlined in Department and City attendance policies and procedures and ensures all behaviors comply with the City’s Personnel Rules and Regulations.
- Communicating regularly with departments regarding contract expiration dates to avoid contract lapses
- Performing other related duties as assigned
