Job Description

Purpose of the role

To provide data-led expert oversight and check and challenge on business and compliance matters to evidence that the organisation is operating in a compliance with Barclays legal, regulatory and ethical responsibilities. 

Accountabilities

  • Identification and assessment of compliance risks through thorough reviews of business activities, changes, processes, testing and systems to.
  • Identification and investigation of potential market abuse, including but not limited to, Insider Dealing, Unlawful Disclosure, Market Manipulation or Anti-Competitive Conduct.
  • Conduct investigation of compliance risk events or breaches. Oversight and check and challenge of corrective actions and preventative measures to avoid future occurrences.
  • Implementation of compliance policies and procedures in line with regulatory requirements and ensuring that the bank’s internal policies are aligned with international standards, including jurisdictional requirements.
  • Collaboration with 1LOD, other relevant Compliance teams and legal, and relevant risk management functions to facilitate a comprehensive approach to compliance and risk management.
  • Identification, investigation and oversight of potential money laundering, terrorist financing or other financial crime.

Assistant Vice President Expectations

  • To advise and influence decision making, contribute to policy development and take responsibility for operational effectiveness. Collaborate closely with other functions/ business divisions.

They will identify new directions for assignments and/ or projects, identifying a combination of cross functional methodologies or practices to meet required outcomes.
  • Consult on complex issues; providing advice to People Leaders to support the resolution of escalated issues.
  • Identify ways to mitigate risk and developing new policies/procedures in support of the control and governance agenda.
  • Take ownership for managing risk and strengthening controls in relation to the work done.
  • Perform work that is closely related to that of other areas, which requires understanding of how areas coordinate and contribute to the achievement of the objectives of the organisation sub-function.
  • Collaborate with other areas of work, for business aligned support areas to keep up to speed with business activity and the business strategy.
  • Engage in complex analysis of data from multiple sources of information, internal and external sources such as procedures and practises (in other areas, teams, companies, etc).to solve problems creatively and effectively.

Join us as an Assistant Vice President - Compliance Testing and RBS Oversight Compliance, Barclays Bank PLC, India, where you will provide independent second-line oversight of the Bank’s Compliance obligations under the Reserve Bank of India (RBI) Risk Based Supervision (RBS) framework and lead risk-based Compliance reviews across Barclays Bank PLC, India Branch. You will coordinate accurate and timely supervisory submissions, independently assess regulatory obligations and supporting controls, identify and escalate weaknesses, and drive sustainable remediation. You will also support broader Country Compliance priorities through targeted Verification Checks, deep dives and regulatory reviews.

To be successful in this role, you should:

  • Have strong knowledge of the Indian banking regulatory environment and RBI requirements, with the ability to interpret regulatory obligations and assess their applicability to the business.
  • Demonstrate experience in Compliance testing, regulatory reviews, assurance, audit, risk or regulatory reporting within a bank or regulated financial institution.
  • Be able to independently assess control design and effectiveness through walkthroughs, population analysis, sampling and evidence-based testing.
  • Have strong analytical and data-quality skills, with the ability to identify inconsisteanananncies, trends, root causes and emerging or thematic risks.
  • Demonstrate professional scepticism and sound judgement, with the confidence to challenge stakeholders, resolve differences of view and escalate material risks appropriately.
  • Have strong written and verbal communication skills, with the ability to produce clear regulatory submissions, review reports, management information and senior-management updates.
  • Be highly organised and able to manage multiple regulatory reviews, supervisory submissions, stakeholder dependencies and deadlines simultaneously.
  • Demonstrate a strong focus on sustainable remediation, including clear issue articulation, risk classification, action tracking and validation of closure evidence.
  • Work collaboratively across first-line, second-line and assurance functions while maintaining Compliance’s independent judgement and oversight.
  • Maintain high standards of integrity, confidentiality, accountability and regulatory record keeping.

Essential Skills/Basic Qualifications:

  • Substantial experience in Compliance testing, regulatory reviews, assurance, audit, risk or regulatory reporting within a bank or other regulated financial institution.
  • Strong understanding of RBI regulations and the Indian banking regulatory framework.
  • Experience with review planning, walkthroughs, sampling, evidence assessment, workpapers, issue writing and remediation validation.
  • Ability to independently assess regulatory obligations, controls and supporting evidence and form defensible conclusions.
  • Strong stakeholder management, influencing and challenge skills.
  • Strong analytical, problem-solving and data-quality capabilities.
  • Excellent written and verbal communication skills.
  • Strong programme management, organisation and attention to detail.

Desirable Skills/Preferred Qualifications:

  • Experience with RBI Risk Based Supervision, Tranche I, II and III submissions or supervisory returns.
  • Experience supporting RBI inspections, supervisory engagements and regulatory information requests.
  • Postgraduate degree or relevant professional qualification in law, compliance, finance, accounting, audit, risk management or business administration.
  • Familiarity with data analytics, workflow or automation tools used for regulatory reporting and Compliance testing.
  • Experience working with India, APAC and global Compliance teams in a matrixed environment.
  • Experience identifying thematic or systemic risks and driving enterprise-wide remediation.
