The NATO Cyber and Digital Transformation (CDT) Division, led by the Assistant Secretary General (ASG), ensures ICT coherence across NATO’s 50+ civil and military bodies, serving over 25,000 users. Reporting to the Secretary General, the ASG oversees enterprise directives and advises on IT acquisition and services.
In 2026, NATO's ASG is prioritizing digital transformation, cloud migration, and becoming a data-centric organization. This strategic effort focuses on modernizing processes, harnessing AI, and integrating business services to build a more coherent organization. By optimizing business workflows, NATO aims to enhance operational efficiency, strengthen security, and achieve seamless cloud adoption.
To achieve this, CDT is seeking support in managing and coordinating a Business Services Program aimed at bringing coherence and modernizing the NATO Enterprise Business Services landscape. This initiative is part of the NATO Digital Transformation Implementation Strategy, which promotes improving processes and leveraging digital echnologies. The project addresses the need for greater alignment and improvement of processes across the NATO Enterprise to support ongoing digital transformation efforts. An initial study has been conducted and a plan has been prepared. The goal is to build upon this foundation by following up on the next steps by managing the transformation office to coordinate the delivery of business transformation across NATO Enterprise.

Role Background
Operations and Exercises (OPEX) Centre is accountable to support Alliance Operations, Missions (AOM) and exercises during peacetime, crisis and conflict, by providing NCIA lead liaison, planning and coordinating functions. Acting as the primary Agency's interface to the customer, OPEX Centre is coordinating the NCI Agency efforts provided by the Business Areas, the CSUs and other Agency organizational elements. OPEX Centre has a requirement for Subject Matter Expert (SME) to be embedded with RPMO team, the team, in support development and streamlining the planning and funding process for operations, missions and exercises in 2026 and beyond. The part of the 2026 effort to be covered within this RFQ will be mainly focused on deep assessment of all NCIA OEs involvement of support to operations, missions and exercises.
The required expertise, will supplement the current level of expertise within the OPEX RPMO Team. The Contractors requested in this RFQ must be ready to quickly integrate with the current OPEX RPMO Team, taking up duties and responsibilities. The work required will be based on Intended Business Outputs and Outcomes, and defined Deliverables, as described in the following Sections.

Role Background
NATO is undergoing a transformative adaptation to accelerate its digital transformation and cybersecurity posture, aligned with the Digital Transformation Implementation Strategy (DTIS). These efforts are led by the NATO Assistant Secretary General for Cyber and Digital Transformation, who oversees coherence across the NATO Enterprise ICT capabilities and services while serving as the single point of authority for cybersecurity. The Cyber and Digital Transformation Division (CDT) is tasked with executing and enforcing Enterprise-wide coherence, ensuring alignment across NATO’s initiatives, overseeing implementation and impact, and advancing work to meet NATO’s strategic objectives outlined in NATO 2030. The position is currently within Capability Coherence Section. The ACPV (Asset, Configuration, Patching, and Vulnerability) Initiative is a foundational cybersecurity project aimed at strengthening situational awareness, ompliance, incident response capabilities, and vulnerability management across NATO. This initiative is also one of NATO’s largest data-centric programs, creating a strategic framework to feed future innovations such as cybersecurity scorecards, data exploitation platforms, governance systems, and other Enterprise tools. CDT is committed to executing this program within an evolving digital environment while fostering coherence across its people, processes, and technologies. Role Background
Opposition Force (OPFOR) SMEs simulate, coordinate and arrange all opposing actors during exercise execution. OPFOR SMEs ensure that OPFOR force composition, Joint Plan and Scheme of Manoeuvre are realistic and additionally mimic anticipated actions of an opposing force. OPFOR SMEs directly coordinate OPFOR concepts of operations to challenge allied-partner nation actions (BLUFOR) and associated major maritime, air and land formations, campaigns and decision making. OPFOR cells sit side-by-side with other functional areas in the scripting of content, to include JEMM and as required during execution, coordinate with EXCON RCs, to edit and adjust content to help guarantee maximum training value and pathway to achieve exercise-training objectives (TOs). OPFOR needs to ensure they understand BLUFOR plans and act accordingly and be prepared to dynamically scrip.

Role Background
The JWC Higher Control (HICON) group acts as a response cell (RC) during the preparation and execution of the operational phases of (CRP, MEL/MIL, EMPLOYEX) JWC-directed exercises. HICON represents and mimics the political military command and control echelons that sit above the training audience’s (TA’s) military only command and control echelon. These replicated organizations can include political-military entities (e.g. the North Atlantic Council and nations, Military Committee, International / International Military Staff, or other international organizations). For exercises in which SHAPE itself engages as a strategic warfighting HQ Training Audience (TA), an additional requirement for HICON is to contribute in a “teach/coach/mentor role” for SHAPE Staff engaged in exercises (e.g. MDSOC1, J3, J5)

OPFOR SMEs directly coordinate OPFOR concepts of operations to challenge allied-partner nation actions (BLUFOR) and associated major maritime, air and land formations, campaigns and decision making. The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.

The program
Assistance and Advisory Service (AAS)
The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.
To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

Role Background
The NATO Communications and Information Academy (NCI Academy) located in Oeiras, Portugal currently delivers NATO technical and operational training on a variety of hardware and software systems. In the light of these activities, the NCI Academy is looking to outsource the delivery of name of the course training, as well as the development and updates of the training materials, the management of course iterations and to provide SME support to NATO and National HQ as required. The contractor shall make available personnel capable of providing the services specified in this Statement of Work (SoW). The intent is to obtain the services of appropriate subject matter experts who can deliver training and update training materials.
The work shall involve JTS/FAST training delivery to customers from the NATO Command Structure, NATO Force Structure, NATO member MODs, and Partners-for- Peace units and shall be conducted at the NCI Academy in Oeiras, and optionally at any of the NATO or National locations.

The NATO Joint Warfare Centre (JWC) is a NATO establishment focused on improving the Alliance's operational capabilities through training and exercises. Located in Stavanger, Norway, the JWC plays a critical role in preparing NATO forces for future challenges by:
The JWC supports NATO's overall strategic objectives by ensuring that its forces are well-prepared and capable of responding to various global threats and challenges.
The program
To deliver each full exercise cycle the JWC relies heavily on an Exercise Control (EXCON) structure. EXCON staff members are drawn from several backgrounds and units including JWC staff, NATO component commands, Training Audience (TA) Headquarters, Partner Nations and other augmenters’ positions. EXCON has both direction and control functions which allow it to establish the conditions needed by the TA to achieve the exercise aim and objectives. EXCON size and structure is flexible and is shaped to the requirement of each phase of exercise delivery. When it is not possible to fill a position from military sources, the JWC has the option to source a contractor to fill a position. Not all contracted positions are required for each phase of each exercise.
Background
The JWC Grey Cell (GYC) and SIDECON RC are exercise response cell (RC) where GYC acts on behalf of non-NATO entities, countries and SIDECON on behalf of NATO countries/allies. During the planning process, they can be requested to contribute to all phases of JWC-directed exercises (ref Bi-Sc75-003). Grey Cell also represents organizations outside of the NATO command structure and additionally supports Cross Cutting Topics. National government or local governmental representatives are imbedded in both Grey and SIDONCE cells
