We're seeking someone to join our team as the Regulatory Change Management Officer in U.S. Banks Non-Financial Risk to lead the identification, analysis, and communication of regulatory change for the U.S. Banks, partnering across Non-Financial Risk, Financial Risk, Legal, and the first line of defense to turn regulatory developments into actionable well-documented outcomes.

In the Legal & Compliance division, we assist the Firm in achieving its business objectives by facilitating and overseeing the Firm's management of legal, regulatory and franchise risk. This is a Vice President level position within the Bank NFR Strategy & Regulatory Oversight team, which is responsible for advancing the U.S. Banks' non-financial risk agenda-driving regulatory change management, governance and oversight of firmwide strategic initiatives, and the shared-services processes that keep the Banks aligned with each Bank's Risk Governance Framework and heightened regulatory expectations.

What you'll do in the role:

- Manage the Morgan Stanley Regulatory Change Management program for the U.S. Banks, including tracking regulatory developments applicable to the U.S. Banks, creating regular reports and actioning regulatory developments issued by the federal banking regulators, the CFPB and the SEC, CFTC, and NFA for swap-related activities
- Maintain and sustain governance oversight for the end-to-end regulations management process
- Maintain and manage the inventory of laws, rules, regulations and regulatory and legislative change proposals
- Develop, implement and maintain a process to collect, analyze and document key inputs and key stakeholder feedback regarding the regulation change management process
- Maintain a quality review program to provide assurance over the regulatory change process
- Communicate regulatory changes to potentially impacted Non-Financial Risk, Financial Risk, Legal and business partners and other stakeholders
- Liaise with Bank Compliance Risk Framework, Advisory, and Testing teams on the development and implementation of regulatory requirements from rule changes to law, rules, regulations that impact the U.S. Banks. What you'll bring to the role:

- Bachelor's degree required;
- CRCM; MBA or JD from an accredited school desired.
- 8+ years of compliance and/or regulatory experience, with knowledge of the financial service industry, regulatory requirements, and experience in analyzing business risk and best practices
- Familiarity with banking regulations from OCC, FDIC, CFPB and Federal Reserve including but not limited to ECOA/Regulation B, Fair Housing Act, TILA/Regulation Z, Margin Stock Lending/Regulation U, Fair Credit Reporting Act/Regulation V, FDPA, TISA/Regulation DD, Regulation CC, Regulation E, Regulation W, and UDAAP
- Familiarity with regulations affecting swap dealers, a plus
- Exceptional reasoning and analytical skills
- Strong attention to detail and the ability to effectively follow up on outstanding items; the ability to produce and own high-quality, error-free deliverables in a fast-paced, deadline-sensitive environment is essential to this role
- Excellent communication skills, both verbal and written; must be able to effectively communicate and establish strong working relationships with colleagues and stakeholders of all levels of seniority
- Ability to analyze and assimilate a variety of data and produce well-designed and meaningful presentations/reports
- Strong problem-solving skills with an ability to streamline processes and strengthen operating effectiveness
- Excellent organizational skills
- Team player with a strong work ethic and passion for excellence
- Strong technical skills required to create and maintain reporting and project management tools (SharePoint, Excel, etc.)

Please note that the location listed for this role is temporary. The position’s work location will transition to 1445 Ross Ave, Dallas, TX 75202 at a future date. In-Person interviews will be required for the role.

Expected base pay rates for the role will be between $108,000 and $162,000 per year at the commencement of employment.  However, base pay if hired will be determined on an individualized basis and is only part of the total compensation package, which, depending on the position, may also include commission earnings, incentive compensation, discretionary bonuses, other short and long-term incentive packages, and other Morgan Stanley sponsored benefit programs.
