GENERAL DESCRIPTION:

The Texas Division of Emergency Management (TDEM) is an emergency response entity and this status can affect working hours, travel, and change in duties as needed. Under general direction, plans and coordinates technology in the field for TDEM. Performs training at the local and state level on field operations technology solutions. Work involves providing operations technology support and related equipment in a stand-alone, network, or virtual environment. Manage and deploy disaster support command trailers with little advance notice and may require relocation to an emergency or disaster site. May assign and/or supervise the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. 

Availability for after-hours and weekend work is required. Must have the ability to operate outside of regular working hours during activations in the field, DDEOC, or State Operations Center, and able to deploy from their assigned duty station for extended periods in the aftermath of a disaster without relief or with minimal rest.

Position is assigned a fleet vehicle.

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES:

  • Perform critical and highly advanced and/or supervisory (senior-level) emergency management technology support which may include installation, operations, maintenance, monitoring, administration, and other services for Field Operations Technology.
  • Provide customer support for critical information systems and related equipment in a stand-alone, network, or virtual environment under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
  • Coordinate operations technology support as well as audio/visual hardware and emergency management technology support.
  • Advise users and analyzes user requirements concerning emergency management technology.
  • Develops and creates procedures and training manuals and conducts presentations and briefings based on supported emergency management technology.
  • Establish and ensure that appropriate security controls over emergency management technology are maintained.
  • Prepare briefings, reports, and evaluations on field operations technology efficiency and utilization.
  • Review daily data communication transactions, problems, remedial actions taken, and installation activities.
  • Review and provide advice regarding the procurement of emergency management technology services and equipment.
  • Troubleshoot, diagnose, and resolve complex emergency management system related problems.
  • Driving assigned vehicles which may include hauling a disaster support command trailer.
  • Provide first aid or emergency medical services (EMS) at any time (except during periods of external employment), within the scope of the employee’s certification (if any) by the Texas Department of State Health Services, following the TDEM EMS Protocols and after approval to operate under the EMS Medical Director.
  • Ability to travel (75%).
  • May assign and/or supervise the work of others.
  • Perform related work as assigned.
  • Face-to-face and person-to-person interactions are required.
  • Maintains a regular course of attendance during assigned work schedule and work extended hours as needed.
  • Availability for after-hours and weekend work is required. MINIMUM QUALIFICATIONS:

Education – Bachelor’s degree in applicable field from an accredited four-year college or university or an equivalent combination of education and experience.

               

Experience – Eight (8) years of experience in related field. 

Preferred Experience – Administration of WebEOC or related emergency management systems or equipment for emergency and disaster support. Preferred experience may include audio/visual systems, communications systems (tactical, radio, visual, emergency and telecommunications), information technology systems (administration, network, technical support, server support), mobile (iOS) systems support or experience in field work equipment (fleet vehicles, trailers, mobile command trailers/centers, tractors and other related heavy duty equipment).

*Additional work experience of the type described above may be substituted for the education requirement on a year-for-year basis. Thirty (30) semester hours is equivalent to one (1) year of experience. A completed advanced degree may be substituted in lieu of work experience.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Ability to anticipate, identify, process, and apply technology-based applications and provide decisive problem solving.
  • Ability to operate audio/visual systems, mobile management applications and other solutions.
  • Ability to responsibly handle sensitive and confidential information and situations adhering to applicable laws/statutes/policies related to access, maintenance, and dissemination of information.
  • Ability to be innovative when trouble shooting and problem solving.
  • Knowledge of methods to prioritize, plan, organize and carry out multiple technical projects which frequently are underway simultaneously.
  • Knowledge of crisis management systems such as WebEOC.
  • Ability to deploy from normal duty station for extended periods (weeks to months), sometimes with limited notice or relief, before, during and/or in the aftermath of an emergency or disaster.
  • Ability to work extended or non-traditional hours such as evenings, weekends, special events, etc. for emergency operations.
  • Ability to work under adverse and extreme weather conditions including, but not limited to rain, wind, fog, high and low temperatures, ice, snow, and dust.
  • Ability to independently maneuver uneven terrain and standing water or other austere conditions and move around damaged structures.
  • Ability to perform duties in a safe manner, avoiding shortcuts that have potential adverse results/risks, and adhering to compliance with safety standards and best practices.
  • Proficiency in MS Office.
  • Ability to convey technical information in lay terms that can be understood by people with a variety of educational and working backgrounds.
  • Ability to perform effectively under relatively constant, high stress, high volume and firm schedule situations.
  • Ability to communicate with tact and diplomacy.
  • Ability to maintain the security and integrity of critical infrastructure, which may include communications systems, computer networks and systems, cybersecurity systems, electrical grid, hazardous waste treatment system, or water treatment system. 

REGISTRATION, CERTIFICATION OR LICENSURE:

  • Must possess a valid Texas driver’s license or ability to obtain one at hire.
  • Complete and obtain certification in IS-100, IS-200, IS-700, IS-800 and Professional Development Series or Emergency Management Professionals Program Basic Academy FEMA courses within twelve (12) months of employment and any other training as determined.
