Key Responsibilities

IDEAS Next Generation will bring DISA’s telecommunications contract writing into compliance with DoD Business Enterprise Architecture, Procurement Data Standards (PDS), and Purchase Request Data Standards (PRDS), with end-to-end procure-to-pay integration across DMP, FAMIS, and GEX. The Subject Matter Expert brings direct DISA IDEAS experience and serves as the domain authority for this modernization, translating DISA PSD contracting processes into requirements the Appian development team can build.

Responsibilities

• Serve as the domain authority for DISA telecommunications contracting on IDEAS Next Generation
• Lead workflow mapping with DISA PSD and BSPMO subject matter experts, starting in Sprint 0, including gap analysis and epics traced to regulatory requirements
• Define requirements for telecommunications contract functionality, including action types, pricing schedules, non-recurring charges, monthly recurring charges, other charges and credits, tariff processes, AutoMod, and Mass Mod
• Define requirements for DISA’s catalog of services and contract vehicles (IQO, IDIQ, BPA, FFP) and associated workflow routing rules
• Guide the design of procure-to-pay handshakes (HS1, HS2, HS3, HS9) with DMP, FAMIS, GEX, EDA, and FPDS under current PDS and PRDS versions
• Shape the strategy for migrating legacy contracts from IDEAS O&M to IDEAS Next Generation
• Approve acceptance criteria, and support user acceptance testing, end-to-end BEA testing, and user training
• Transfer IDEAS and DISA telecommunications contracting knowledge to the Horizon team so the capability is sustained in-house

Required Qualifications

1. Direct, hands-on experience with DISA IDEAS (O&M or Next Generation) in a functional, analyst, or technical role
2. 8+ years in DoD contracting or DoD contract writing systems (e.g., IDEAS, CON-IT, EPS, SPS, PD2, or GAMS)
3. Working knowledge of DISA telecommunications contracting processes (PSD or DITCO)
4. Working knowledge of FAR/DFARS, PDS, PRDS, and DoD procure-to-pay integrations (GEX, EDA, FPDS)
5. Experience translating contracting processes into user stories and acceptance criteria in an Agile environment

Preferred Qualifications

• Former DISA contracting officer or contract specialist
• DAWIA or FAC-C certification
• Experience with DMP and FAMIS financial handshakes
• Appian certification or experience working alongside Appian development teams
