Primary Care Payment Transformation

General Statement of Duties

Under the general supervision of the Director of Policy, the Senior Policy Analyst will perform work related to primary care payment and delivery system transformation. They will serve as a subject matter expert on value-based primary care payment models and lead initiatives to support adoption of State-approved, quality-linked advanced alternative payment models (APMs), with a particular focus on primary care capitation and rural provider sustainability.

Illustrative Examples of Work Performed

To perform this job successfully, an individual must be able to perform the following essential duties:

Support adoption of advanced APMs by primary care practices serving patients in rural and underserved areas, with attention to financial solvency, access, and long-term sustainability. Lead the establishment and implementation of incentive payment programs to support primary care participation in APM reporting and performance. Oversee and evaluate targeted technical assistance initiatives for primary care practices transitioning to value-based payment, including contractor procurement and performance monitoring. Support development and administration of transformation funds providing financial assistance for primary care infrastructure, operational, and care delivery investments. Analyze qualitative and quantitative data related to primary care costs, utilization, quality, and population health outcomes to inform policy decisions. Prepare policy briefs, reports, and presentations for the Health Insurance Commissioner, Director of Policy, and other state leadership. Coordinate with state agencies, payers, providers, and other stakeholders to promote multi-payer alignment and integration of behavioral health and population health strategies. Monitor state and federal policy developments related to primary care payment reform and assess their implications for Rhode Island. Perform other work as required.

Required Qualifications

  • A bachelor’s degree in public policy, health policy, economics, public health, health administration, or a closely related field; and
  • Five (5) years of progressively responsible professional experience in health policy analysis, payment reform, health care delivery system transformation, or a related area.
  • An equivalent combination of education and experience.

Preferred Qualifications

  • Experience with value-based primary care payment models, including capitation or advanced APMs.
  • Experience working with primary care practices, rural providers, or population health initiatives.
  • Familiarity with Medicaid, commercial insurance markets, and multi-payer initiatives.
  • Familiarity with the AHEAD (Achieving Healthcare Efficiency through Accountable Design) Model
  • Strong analytical, writing, and stakeholder engagement skills.
