Job Summary

Reporting to the Head of NAM Field Services and Fulfillment, the Senior Manager, NAM Retail Channel & Fare Media Fulfillment provides strategic and operational leadership for retail channel operations, fare media and transponder fulfillment, and related support functions across Cubic Transportation Systems' North American programs.

 

The role is responsible for developing and optimizing scalable operating models, driving service, financial and operational performance, managing retail and supplier partnerships, and ensuring compliance with contractual, customer, quality, security, and regulatory requirements.

 

The ideal candidate has experience leading retail agent or distribution networks through organizational transformation. Responsibilities include negotiating and managing national retail partnerships, developing commission and incentive structures that sustain retailer engagement as market dynamics evolve, and driving the transition from proprietary retail hardware to software-based integrations on retailer point-of-sale platforms.

 

In parallel, the position oversees fare media and transponder fulfillment operations, including inventory management, personalized card production, and third-party fulfillment solutions, ensuring secure handling of customer data and successful execution of fulfillment strategies.

 

Essential Job Duties and Responsibilities

• Manage retail channel, fare media, and toll transponder fulfillment operations across NAM programs, ensuring achievement of service, customer, financial, quality, and contractual objectives.
• Develop and execute centralized retail channel and fulfillment strategies that drive operational excellence, scalability, standardization, customer experience, and business growth.
• Lead retail channel strategy, including network evolution, partner engagement, technology modernization, and initiatives that support changing payment technologies and customer access needs.
• Manage retail partner, broker, vendor, and supplier relationships, including commercial negotiations, network implementation, retailer onboarding, performance management, and operational optimization.
• Evaluate, implement, and optimize fulfillment operating models, including in-house and third-party solutions, to improve service delivery, efficiency, scalability, and cost effectiveness.
• Manage operating budgets and financial performance, identify risks and opportunities, and support achievement of business, profitability, and contract objectives.
• Establish and monitor operational, contractual, and customer performance metrics; analyze trends, identify performance gaps, and manage corrective action plans to improve results.
• Serve as the primary operational liaison for customers, retail partners, fulfillment providers, vendors, and internal stakeholders, driving alignment on performance, priorities, service requirements, and business objectives.
• Oversee fare media, toll transponder, and inventory operations, ensuring product availability, inventory accuracy, secure handling, timely distribution, and effective management of third-party fulfillment providers.
• Ensure compliance with contractual, regulatory, PCI, PII, safety, security, and company requirements across retail and fulfillment operations.
• Lead, coach, and develop managers and team members, and provide leadership support for program deployments, business growth initiatives, operational transformation, and continuous improvement efforts.

Minimum Job Requirements

• Bachelor's degree or equivalent experience, plus 12+ years of experience in retail channel management, agent network operations, fare media or card fulfillment, payment systems, or other high-volume consumer distribution environments.
• Experience in transit, tolling, prepaid services, cash-access networks, or money transfer agent networks is preferred.
• Experience leading operational teams and managers while managing retail partners, vendors, suppliers, and cross-functional stakeholders in complex, customer-focused, multi-site or multi-program environments
• Strong knowledge of retail network operations, fulfillment and distribution processes, inventory management, demand forecasting, customer service operations, contractual performance management, and outsourced fulfillment models, including third-party logistics and card bureau services. 
• Demonstrated business and financial acumen, including experience managing budgets, operational performance metrics, cost controls, profitability objectives, and data-driven decision-making.
• Proven ability to develop strategy, lead complex programs, establish and improve performance metrics, analyze operational and financial data, and implement process improvements that drive business results.      
• Strong negotiation, relationship management, and influencing skills, with the ability to effectively engage customers, agency stakeholders, retailers, vendors, suppliers, and internal business partners. Experience designing commission structures, incentive programs, or partner performance frameworks is preferred.
• Knowledge of contractual compliance, PCI, PII, operational governance, safety, security, and applicable regulatory requirements.
• Excellent communication, organizational, analytical, problem-solving, project management, and change management skills, with the ability to manage competing priorities and lead through ambiguity.      
• Ability to travel 25-50% throughout the United States and Canada.

Cubic Pay Range:

$118,000.00 - $145,000.00* + benefits.

*Our compensation reflects the cost of labor across several US geographic markets. The base pay for this position ranges from our lowest geographic market up to our highest geographic market.

The Cubic pay range for this job level is a general guideline only and not a guarantee of compensation or salary.
