The Role:
The Senior Facility Manager / Site Facilities Head provides strategic and operational leadership for all facilities, utilities, infrastructure, and site services supporting a complex manufacturing environment. This role is accountable for the safe, reliable, compliant, and cost-effective operation of critical facility systems, including electrical power, gas, water, wastewater treatment, fire protection, security, and site services.
The position leads a multi-disciplinary organization of facility professionals, engineers, technicians, and contractors, ensuring operational excellence while supporting business growth, manufacturing continuity, and future site expansion.
In this role you will:
Provide strategic and operational leadership for all facility infrastructure and utility systems supporting a complex manufacturing site.
Lead, develop, and manage a multi-disciplinary facilities organization, including engineers, technicians, operators, and contractors.
Ensure full compliance with regulatory requirements, safety standards, environmental regulations, and permit conditions.
Oversee the operation, maintenance, and reliability of critical utility systems, including electrical, gas, water, wastewater, and fire protection systems.
Develop and implement maintenance and asset management programs to ensure system reliability and operational continuity.
Lead facility capital projects, including infrastructure upgrades, capacity expansion, equipment installation, and major maintenance initiatives.
Manage facility operating and capital budgets, while identifying opportunities for cost optimization and energy efficiency improvements.
Direct security, landscaping, and other site services to ensure a safe, secure, and well-maintained facility environment.
Partner with internal stakeholders and site leadership to support manufacturing operations, business objectives, and future growth requirements.
Lead emergency response and business continuity efforts to minimize operational disruptions and ensure facility readiness.
Traits we believe make a strong candidate:
Bachelor's degree in Chemical, Mechanical, Electrical Engineering, or a related discipline.
10+ years of experience in facilities, utilities, plant engineering, or manufacturing operations, including leadership responsibilities.
Proven people leadership experience managing multidisciplinary teams in a manufacturing environment.
Strong knowledge of facility and utility systems, including electrical distribution, HVAC, gas, water, wastewater, fire protection, and building management systems.
Demonstrated experience driving operational excellence, regulatory compliance, and continuous improvement initiatives.
Experience managing facility budgets, capital projects, contractors, and external service providers.
Strong stakeholder management skills with the ability to influence and collaborate effectively across all levels of the organization.
Excellent communication, problem-solving, decision-making, and organizational skills.
Experience working with government agencies and regulatory authorities is preferred.
Wastewater treatment plant and boiler operation experience is preferred.
Proficient in English.

Security Supervisor Certificate (保安監督人) / Fire Safety Manager Certificate (防火管理人)

P - Act as a first-line production team builder to lead daily production activities and complete the tasks safely, on schedule and products quality in spec.
A - Be a focal point who works with internal Purchasing, Quality and Engineering departments for relevant supports and resources needed management.
C – Leverage advanced technologies and best practices on process flow, maximize materials utilization rate, increase productivity and reduce energy consumption.
E – Dedicate on production taskforce management and work streams implementation to fulfill manufacturing excellence work process.
