Job Description:
Parsons is looking for an amazingly talented Senior Instrumentation Engineer to join our team in Qatar! In this role, you will lead the supervision of instrumentation, control and automation works on a major roads, infrastructure and drainage programme. The works include surface-water and foul-sewer pump stations, attenuation tanks, rising mains, drainage networks and associated PLC, SCADA, HMI, monitoring, protection and control systems.
What You'll Be Doing:
Lead the consultant-side supervision of instrumentation, control and automation works across both work packages, with particular responsibility for pumping-station systems.
Review the Contractor’s instrumentation and control shop drawings, calculations, material submittals, method statements, Inspection and Test Plans, control philosophies, cause-and-effect documents and technical submissions.
Supervise the installation, interfacing, testing and commissioning of field instruments on pump inlets, outlets, rising mains, tanks, chambers and associated infrastructure.
Verify the installation and operation of level, flow, pressure, vibration, conductivity and other monitoring and protection devices required by the approved design.
Review PLC, SCADA and HMI architecture, panel arrangements, input and output schedules, communications, alarms, interlocks, data logging and reporting requirements.
Verify that hardwired and software interlocks provide the required pump protection and safe operation, including low-level, no-flow, high-pressure and flood-alarm functions.
Review interfaces between field instrumentation, VFD or soft-starter panels, main PLCs, local SCADA, remote systems and associated electrical and mechanical equipment.
Coordinate instrumentation requirements with the mechanical, electrical, civil, structural, process, SCADA, communications and commissioning teams.
Witness factory inspections, Factory Acceptance Tests, Site Acceptance Tests, loop checks, calibration, point-to-point testing, functional testing and integrated system testing.
Review the Contractor’s testing and commissioning procedures, schedules, readiness documentation and system integration plans.
Monitor installation quality, cable termination, tagging, calibration, configuration, preservation and protection of instrumentation and control equipment.
Review technical queries, proposed substitutions, software or configuration changes and site constraints, and provide recommendations to the Resident Engineer and supervision team.
Raise and track site observations and Non-Conformance Reports, review corrective actions and verify satisfactory close-out.
Review operation and maintenance manuals, training materials, spare-parts schedules, special tools, software, asset data, as-built drawings and handover dossiers.
Support performance demonstrations, operator training, final handover and inspections during the maintenance period.
What Required Skills You'll Bring:
Bachelor’s degree in Instrumentation Engineering, Control and Automation Engineering, Electrical Engineering, Electronics Engineering or an equivalent relevant discipline.
More than 14 years of post-graduate professional experience, including at least 10 years of experience in a similar senior instrumentation, control or automation role.
Professional experience in the Middle East is required.
Substantial experience working for an engineering consultant or Engineer’s Representative on major infrastructure, drainage or pumping-station construction-supervision assignments.
Demonstrable experience supervising instrumentation, control and automation systems for surface-water, stormwater, wastewater or foul-sewer pumping stations.
Experience with PLC, SCADA, HMI, industrial communications, field instrumentation, alarms, interlocks, data logging and automated pump-station operation.
Experience with level, flow, pressure, vibration, conductivity and other process-monitoring and protection instruments.
Experience reviewing shop drawings, instrument schedules, input and output lists, control philosophies, cause-and-effect documents, material submittals, method statements and Inspection and Test Plans.
Practical experience witnessing Factory Acceptance Tests, Site Acceptance Tests, calibration, loop checks, point-to-point tests, functional tests and integrated system testing.
Experience coordinating instrumentation interfaces with mechanical, electrical, SCADA, communications and control systems.
Thorough knowledge of applicable Qatar Construction Specifications, Authority ICA requirements, contract requirements and relevant international instrumentation and control standards.
Ability to manage and coordinate a specialised instrumentation function and independently perform complex professional assignments requiring the application of specialist principles.
Professional registration or chartered status is preferred.
MME engineering certification is required for personnel deployed under the contract. An overseas recruit who does not hold the certification at mobilisation must obtain it within the period permitted by the contract.
Fluent written and spoken English, with strong technical reporting, correspondence, presentation and stakeholder-communication skills.
Full computer literacy and the ability to use relevant engineering, configuration, reporting, document-control and project-information systems.
