[What the role is]
Based within the Design & Development Group, the Senior Environmental Specialist will provide technical leadership and professional advice on environmental and ecological matters to support the planning, design and delivery of development projects.[What you will be working on]
- Prepare and review technical requirements and tender specifications for EIA, EMMP and other environmental consultancy services, including supporting the procurement process, technical evaluation of proposals and management of environmental consultants.
- Manage environmental studies, including EIAs and EMMPs, and coordinate with environmental consultants, government agencies, internal teams and external stakeholders to ensure the timely and effective completion of EIA studies, reports and associated deliverables.
- Review and evaluate EIA and EMMP reports to ensure technical robustness, completeness and alignment with project, regulatory and environmental requirements, and follow through on the implementation of key environmental recommendations and mitigation measures.
- Develop and maintain an EIA and ecological database by consolidating environmental and biodiversity data from previous EIAs, monitoring programmes, research projects and other relevant studies. Undertake ecological data analysis to support environmental assessment, land use planning and evidence-based decision-making.
- Provide expert advice and technical inputs on ecological and environmental matters across various stages of development, including preliminary land use planning, project design, construction and implementation, and advise on appropriate avoidance, mitigation and enhancement measures.
- Liaise, advise and engage with multiple stakeholders at both strategic and technical levels, including government agencies, consultants, project teams and other stakeholders, to address environmental issues, navigate competing requirements and develop practical solutions that balance development needs and environmental considerations.
- Support nature group and public engagement on environmental matters, including the preparation and communication of technical information, environmental findings, proposed mitigation measures and responses to environmental feedback in a clear and accessible manner.
- Keep abreast of developments in environmental policies, regulations, biodiversity conservation practices and emerging environmental assessment methodologies, and contribute to the development of internal standards, guidelines, good practices and organisational capability in environmental and ecological planning.
[What we are looking for]
- Relevant education qualification in Ecology, Environmental Science, Environmental Management, Biology, Geography or a related environmental discipline.
- At least 5 years of relevant experience in environmental assessment and management, including demonstrated experience in the preparation, management and/or technical review of EIAs and EMMPs.
- Strong technical knowledge of ecology and biodiversity, with the ability to interpret ecological survey findings, assess potential environmental impacts and recommend appropriate avoidance, mitigation and enhancement measures.
- Strong analytical capability, including the ability to consolidate, interpret and analyse ecological and environmental datasets to support environmental assessment, land use planning and evidence-based decision-making. Experience with GIS and other ecological or spatial data analysis tools would be advantageous.
- Good understanding of environmental policies, regulatory requirements and environmental assessment processes, preferably within the Singapore development and planning context.
- Strong stakeholder management and negotiation skills, with demonstrated ability to engage and work effectively with government agencies, technical specialists, consultants, project teams and other internal and external stakeholders at both strategic and technical levels.
- Excellent written and verbal communication skills, with the ability to critically review technical reports, prepare clear and concise recommendations, and communicate complex environmental and ecological issues effectively to both technical and non-technical audiences.
- Strong project management and organisational skills, with the ability to manage multiple environmental studies and workstreams concurrently, prioritise competing requirements and deliver work within project timelines.
- Ability to exercise sound professional judgement and work independently, while collaborating effectively within multidisciplinary teams to develop practical and balanced solutions to environmental and development issues.
