Job Description:

The Security and Transport Director provides national strategic leadership for security, crisis preparedness, transport, fleet and marine safety, and continuity planning across WVPNG. The role is accountable for maintaining fit-for-purpose security systems, developing staff capability, overseeing security-related incident management, and providing timely risk advice to the National Director and SLT. The Security and Transport Director coordinates closely with operational and enabling functions while ensuring that functional ownership for employee relations, enterprise risk, property, workplace safety and financial decisions remains with the authorised responsible functions.


Major Responsibilities

  • Lead the development and implementation of the WV PNG security strategy, aligned with WVI SSR policy, WVPNG policy, the PNG context and international best practice.
  • Provide technical advice and support to the National Director on security and crisis management issues and their likely impact on World Vision operations.
  • Provide management and leadership support to the Field Security Officer, Transport Supervisor, Security Focal Points and drivers, including leading security recruitment.
  • Develop the capability and succession pipeline of security, fleet and driver staff through development plans, coaching and role-appropriate training.
  • Work with senior management to ensure security budgets are in alignment with the assessed level of risk.
  • Maintain and formally review Country Risk Ratings at defined intervals and whenever material changes occur.
  • Maintain current Security Risk Assessments and security context analyses through defined review cycles and exception-based updates.
  • Maintain, monitor and report compliance with Core Security Requirements in line with the National Office risk rating.
  • Provide security and transport risk input to the national risk register and enterprise-risk processes, and ensure significant and fast-moving risks are escalated to leadership on time.
  • Ensure security incidents are reported in the Integrated Incident Management (IIM) system and managed as per IIM notification protocols.
  • Conduct or support security-related fact-finding, evidence preservation, after-action reviews and technical analysis for security incidents.
  • Maintain and apply a documented escalation protocol for critical incidents, serious injury and fatalities, and coordinate security inputs to IMT/CMT responses.
  • Lead security and transport inputs to crisis-management and business-continuity preparedness, including exercises, after-action reviews and recovery planning.
  • Ensure lessons learnt from significant incidents are built into the risk management process to reduce repeat incidents.
  • Ensure transport policies and procedures are reviewed regularly and that the safety of staff in WV vehicles, boats, buses and motorbikes is paramount.
  • Oversee road, fleet and marine safety controls, including journey management, driver and skipper standards, accident reporting and insurance coordination.
  • Ensure all transport operations comply with Government regulations and World Vision policies, and that all WVPNG vehicles are well maintained and auditable.
  • Provide National Office oversight of all marine operations and ensure marine SOPs and policies are current and relevant to PNG.
  • Develop and implement a security capacity building plan based on the security risk assessment.
  • Identify and facilitate security training for high-risk environments, including Security Risk Management Training (SRMT) for leadership teams and Security Awareness in National Theatres (SAINT) for local staff.
  • Manage and train Security Focal Points to deliver Security Context Analysis, Security Risk Assessments and context-specific Acceptance, Protection and Deterrence strategies.
  • Ensure all drivers complete defensive driving and first aid training, and qualify local staff as Drive Safe and SAINT instructors, including Training of Trainers.
  • Ensure staff, new staff and visitors receive security briefings and orientation.
  • Conduct security analysis, map armed actors and develop scenarios to provide ongoing strategic and situational awareness of shifts in the security environment.
  • Act as the principal link between the National Office and the WV Office of Corporate Security (OCS), liaising with the Regional Security Director on local security issues.
  • Co-lead the NGO Security Coordination Network, link in with UNDSS, and maintain strong relationships with the UN, development partners, GoPNG authorities and security service providers.
  • Where relevant, support civil-military-police relations and use HISS-CAM to inform decision-making while balancing humanitarian principles and operational needs.
  • Provide crisis support to other offices as requested by Regional OCS.

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

  • Minimum five years’ relevant experience in security, resilience, business continuity, transport or crisis management in complex, high-risk or fragile operating environments, whether national or international, including demonstrated leadership experience.
  • Previous experience in the professional security arena (INGO, Corporate, Military, Law Enforcement, or Emergency Services)
  • Proven ability to transfer knowledge to security and transport team
  • Experience in liaising with various levels of Government, International Organizations and NGOs
  • Practical knowledge of tools mechanisms and procedures for Security Risk
  • Have a broad understanding of the Regional and Global security issues
  • Relevant bachelor’s degree or equivalent in Security Management, Risk Management, Strategic Studies, International Relations or Emergency Management or other management discipline
  • Working knowledge of INGO security practices
  • Direct application of security and risk management framework within complex NGO operating and organizational environments and proven experience in security risk assessments, security planning and crisis management in the humanitarian context
  • Understanding of implementing Core Security Requirements, Minimum Operating Security Standards or equivalent
  • Demonstrated ability to influence and deliver effective organizational outcomes related to all aspects of security and risk management
  • SAINT instructor certification is desirable; where not already held, the successful candidate must be willing and able to obtain it within an agreed period.
  • HEAT instructor certification is desirable; where not already held, the successful candidate must be willing and able to obtain it within an agreed period
