Position Summary

Credence has an immediate need for a Security Manager – Development Planning at the senior who will be primarily responsible for supporting The Integrated Development Office (IDO) is responsible for defining and overseeing early systems acquisition prototyping, experimentation, and mission engineering; executing enterprise-focused and integrated early systems engineering and systems acquisition. 

Responsibilities include, but are not limited to the duties listed below:

• Apply knowledge of program protection, technology control, system security engineering, and related DoD Instructions (DoDIs) and Air Force Instructions (AFIs) to provide technical security services supporting the development, acquisition, and sustainment of weapon systems, subsystems, and associated support systems.
• Assist with integrating information security, industrial security, personnel security, COMSEC, resource protection, force protection, and antiterrorism requirements into early program activities.
• Support all aspects of acquisition program security throughout the program life cycle.
• Support program protection planning by defining methods and actions needed to protect weapon systems throughout their life cycles and integrating flexible, cost-effective, threat-based security processes, plans, and procedures from Pre-Milestone A through the final program phases.
• Develop acquisition program security practices and policies addressing acquisition, physical, personnel, documentation, information, industry, and communications security; plan and implement security-related surveys, assessments, and studies.
• Develop and update security classification/declassification guides, system security management plans, Program Protection Plans (PPPs), security risk analyses, OPSEC plans, security vulnerability and countermeasures analyses, security CONOPS, program security directives, technology assessment and control plans, and other system security engineering documents required by applicable military standards and DoD/Air Force guidance.
• Prepare acquisition security sections of program documentation and incorporate security requirements into statements of work, statements of objectives, requests for proposals, Contract Data Requirements List (CDRL) items, and development planning project contracts.
• Assist development planning teams with designing cost-effective approaches for integrating security requirements into development planning and weapon system task orders.
• Identify critical program information, resources, and systems; recommend protection measures; and evaluate procedures for handling Critical Program Information, Systems, and Resources (CPI/S/R) and classified material up to Top Secret/SAP/SCI for incorporation into program protection documentation.
• Integrate U.S. export and technology control laws, DoD and Air Force policy and instructions, and other applicable guidance into Program Protection Plans.
• Analyze procedures for handling, controlling, storing, and disposing of classified or critical weapon system hardware, including installed components; report findings and recommend appropriate actions.
• Review program threats, conduct vulnerability analyses, define functional requirements for effective ground security systems, and recommend physical security countermeasures and corrective actions.
• Plan, design, review, analyze, and report on tailored security plans for systems during test and evaluation; recommend changes to security test procedures as required.
• Serve as security advisor and facilitator to the system security working group and other security-related integrated product teams in preparing security standards.
• Support computer certification and accreditation activities.
• Review and evaluate contractor and Government-prepared documentation, software, hardware deliverables, and classified data submissions for compliance with contract terms, applicable laws, regulations, instructions, guidance, and security classification/declassification guides.
• Evaluate program security information and weapon system hardware throughout the life cycle, including studies, analyses, plans, procedures, production, test plans and results, transportation, technology, storage, and end-item disposition.
• Maintain databases tracking the receipt, storage, inventory, disposition, visits, and clearance levels associated with classified information; perform data entry, updates, reporting, inspection, inventory, logging, storage, documentation, transmittal, and internal distribution.
• Participate in audits of Government classified holdings to ensure proper accountability.
• Inspect and protect areas where classified information is stored and design and establish associated security procedures and policies.
• Develop and deliver security awareness and other security education programs.
• Review and verify qualifications for access to Special Access Programs (SAP).
• Develop, implement, and maintain a COMSEC program.
• Provide security support to source selections.

Requirements

• Must have an active or current Top-Secret security clearance with Sensitive Compartmented Information (TS/SCI) eligibility.
• Knowledge and experience support all aspects of acquisition program security throughout a program’s life cycle.
• Experience managing program security with Government, prime contractor, and subcontractor personnel and establishing sound practices and policies for acquisition, physical, personnel, and documentation security.
• Experience updating security classification guides and preparing system security documents and acquisition security sections of program documentation.
• Experience reviewing weapon system contractor deliverables and evaluating program information and hardware throughout the program life cycle.
• Experience planning and implementing security-related surveys, assessments, and studies.
• Master’s or Doctorate degree in a related field and ten (10) years of experience in the respective technical or professional discipline, including five (5) years in the DoW/DoD;
• OR bachelor’s degree in a related field and twelve (12) years of experience in the respective technical or professional discipline, including five (5) years in the DoW/DoD;
• OR fifteen (15) years of directly related experience with the certifications specified in the PWS labor category performance requirements, including eight (8) years in the DoW/DoD.
