Scheduler I Position Summary:
The Scheduler I is an entry-level member of the Scheduling & Controls team supporting the planning, development, and maintenance of Critical Path Method (CPM) schedules for heavy civil infrastructure projects, including bridges, highways, rail, and transit. Working under the direct supervision of a Senior Scheduler or Scheduling Manager, the Scheduler I applies established department policies and procedures in Oracle Primavera P6 to help build bid and baseline schedules, keep project schedules current, and produce the schedule reports that project teams and owners rely on.
This position is the first step on the department's scheduling career path — the next rung is Project Scheduler. It includes structured, hands-on training in P6, scheduling standards, and owner submittal requirements, with responsibility expanding as proficiency is demonstrated.
This role will focus on our Mid-Atlantic Region (Pittsburgh, Baltimore and Virginia). Location TBD.
Duties and Responsibilities:
Bid Schedule Development (Small to Mid-Size Projects)
- Review contract documents, plans, and specifications and prepare a summary of schedule-related requirements and constraints, including milestones, phasing, work-hour and seasonal restrictions, permits, utility and right-of-way dates, and liquidated damages.
- Develop KMZ (Google Earth) site models and work-zone graphics to support means-and-methods and phasing discussions.
- Prepare summary schedules, schedule exhibits, and presentation material for proposals and pursuit meetings.
- Assist in developing detailed CPM bid schedules in Oracle Primavera P6, including WBS, activity coding, calendars, logic, and durations.
- Support the estimating team with quantity-to-duration calculations and production-rate checks as directed.
Baseline Schedule Development (Small to Mid-size Projects)
- Participate in project kickoff and schedule development meetings.
- Under the supervision of a senior scheduler, collaborate with the project manager, project engineers, and superintendents to translate the execution plan into a resource-realistic P6 baseline schedule.
- Perform schedule quality checks before submittal (logic, open ends, constraints, lags, negative float, and DCMA-style metrics) and document the results.
- Assist in preparing the baseline schedule narrative and submittal package, and in preparing responses to owner review comments.
Schedule Updates, Look-Aheads, and Monthly Reporting:
- Collect progress status from project teams and enter actual dates, remaining durations, and percent complete in P6 at the established data date.
- Assist with weekly schedule updates and the preparation and review of two- to four-week look-ahead schedules.
- Assist in preparing monthly schedule update submittals, including schedule comparisons, change logs, critical path and float review, and the update narrative.
- Prepare schedule reports, Gantt layouts, and exhibits for project teams, executive reviews, and owner submittals.
- Maintain schedule files, XER/XML backups, and version history in accordance with department file-naming and document-control standards.
Risk, Change and Claims Support:
- Assist the Project Manager and Senior Scheduler in identifying potential schedule risks and contribute to risk assessments and mitigation planning.
- Support time impact analyses and recovery schedules by gathering documentation, building fragnets, and preparing comparison exhibits under direction.
- Track key dates for delay events, RFIs, and change orders as directed to support change management and claims documentation.
Professional Development:
- Complete the department's Scheduler training program and apply department policies, procedures, and work instructions consistently.
- Progressively take ownership of assigned schedules as proficiency is demonstrated.
Requirements:
- Bachelor's degree in Construction Management, Civil Engineering, or a related field, or equivalent heavy civil field experience.
- 2 – 3 years of experience in heavy civil construction (field engineering, project engineering, or scheduling support), or equivalent internship/co-op experience on heavy civil projects such as bridges, highways, rail, or transit.
- Field knowledge of heavy civil construction and a basic understanding of how work is sequenced in the field.
Skills:
- Experience with Oracle Primavera P6 preferred; a basic understanding of CPM scheduling concepts (logic, durations, critical path) is expected, and training will be provided.
- Knowledge and experience with Microsoft Excel, Word, and PowerPoint.
- Ability to manage multiple assignments and priorities in a fast-paced, deadline-driven environment.
- Strong attention to detail, organization, and problem-solving skills.
- Clear written and verbal communication skills.
- Self-starter who takes direction well, asks questions, and works effectively as part of a team.
