The ExxonMobil-NTU-A*STAR Corporate Lab at ERI@N (Energy Research Institute @ NTU) is a S$60 million research collaboration between NTU, A*STAR, and ExxonMobil, focused on advancing lower-emissions technologies in areas such as biomass conversion, carbon capture, hydrogen production, and carbon-incorporated concrete. We are seeking a Project Manager to oversee all phases of the Corporate Lab's research portfolio. The role encompasses full project lifecycle management across five research programmes, including budgeting, accounting, financial reporting, preparation of progress and annual reports for the Implementing Agency (NRF) and ExxonMobil, and coordination with all key stakeholders — Principal Investigators, A*STAR, NRF, and ExxonMobil. The Project Manager will also lead governance meeting coordination, KPI/milestone tracking, and IP outcome reporting, and will directly supervise the Project Officer.
Key Responsibilities:
- Serve as the primary point of contact and coordination hub between the Corporate Lab's Principal Investigators, ERI@N management, NTU's Research Support Office (RSO), the Implementing Agency (NRF), A*STAR (ISCE²), and ExxonMobil stakeholders for all project management and administrative matters.
- Oversee end-to-end project management across all five research programmes of the Corporate Lab — encompassing project initiation, planning, execution, monitoring and control, and closure — in alignment with IAF-ICP grant conditions and NTU's project management frameworks.
- Lead the preparation, consolidation, and submission of all progress reports, annual reports, milestone reports, and final reports to the Implementing Agency (NRF) and ExxonMobil, ensuring accuracy, completeness, and adherence to reporting schedules.
- Manage the Corporate Lab's budget across all research programmes: prepare detailed budget plans and forecasts, monitor expenditure against approved budgets, process budget revisions and reallocations, perform financial reconciliation, and ensure compliance with NTU and IAF-ICP financial governance rules.
- Oversee all accounting activities including raising purchase orders, reviewing claims and reimbursements, managing vendor and consultant payments, and liaising with NTU's Finance Office to ensure timely and accurate financial reporting.
- Prepare and manage all formal correspondence with the Implementing Agency (NRF), A*STAR, and ExxonMobil, including official notifications, requests for extensions or amendments, audit responses, and intellectual property (IP) disclosures.
- Coordinate and support the organisation of Corporate Lab governance meetings, including Governing Board meetings, Technical Review meetings, and Annual Review meetings — preparing agendas, minutes, action logs, and presentations.
- Track and report on all key performance indicators (KPIs), milestones, deliverables, and IP outcomes (technical disclosures, patents, prototypes, publications) across the five research programmes.
- Identify project risks, develop mitigation strategies, and escalate critical issues in a timely manner to ERI@N management and the PI team.
- Ensure full compliance with NTU institutional policies, NRF grant conditions, and regulatory requirements throughout the life of the Corporate Lab, including timely submission of audit documentation and project closeout reports.
- Supervise and mentor the Project Officer / Senior Project Officer in their day-to-day tasks, ensuring proper delegation and quality of work.
Job Requirements:
- Bachelor's or higher degree in Science, Engineering, Business Administration, or related field.
- Minimum 3 years of experience in research project management or grants administration.
- Prior experience with Singapore government-funded research grants (NRF, A*STAR, IAF-ICP) is preferred.
- Strong budget management and financial reporting skills.
- Excellent written and verbal communication skills; ability to interface with academic, government, and corporate stakeholders.
- Proficiency in MS Office and project management tools.
