Summary

The Construction Project Management Office leads the planning and delivery of PGE’s capital construction portfolio, including transmission, substation, distribution, generation and grid modernization work. The department brings together project management, program management, construction management and project controls to coordinate scope, schedule, budget, risk, resources and stakeholder alignment from early development through closeout.

The Construction PMO’s mission is to deliver safe, reliable, affordable and resilient infrastructure through disciplined project execution, transparent communication, data-informed decision making and strong partnerships with internal teams, contractors, agencies, customers and communities.

The Project Manager leads capital construction projects within PGE’s Construction PMO. The Staff level manages medium-scale projects or defined scopes of larger projects with accountability for safety, scope, schedule, budget, risk, stakeholder communication and execution. The Senior level builds on the Staff requirements by leading larger, more complex or higher-risk projects, resolving major issues, influencing decisions across organizations and mentoring less-experienced project managers.

*This position may be filled at the Staff (P3) or Senior (P4) level, based on the successful applicant’s qualifications, experience and interview results.

Key Responsibilities

  • Manages capital construction projects across transmission, distribution, substation, generation and grid modernization work; at the Staff level, manages medium-scale projects or defined scopes of larger projects, and at the Senior level, leads larger, more complex or higher-risk projects.
  • Leads project planning and execution from development through permitting, engineering, procurement, construction, commissioning and closeout, with increasing complexity, independence and organizational influence at the Senior level.
  • Owns safety, scope, schedule, budget, risk, quality, compliance and customer commitments, and escalates or resolves issues based on project impact, complexity and authority level.
  • Partners with internal teams, contractors, consultants, suppliers, agencies and community stakeholders to align resources, decisions and project delivery.
  • Supports procurement and contract administration, including RFPs, technical specifications, bid evaluation, contracts, change management and invoice or payment coordination.
  • Works with Project Controls to maintain schedules, forecasts, cost plans, cash-flow projections, risk registers and performance reports, using data to identify trends, variances and corrective actions.
  • Identifies cost, schedule and scope variances; leads corrective actions, issue resolution and recovery planning, with Senior-level work expected to address more complex or cross-functional barriers.
  • Communicates status, risks, decisions and next steps through meetings, dashboards, reports, presentations and electronic communications for internal and external stakeholders.
  • Leads matrixed project teams, reinforces accountability, supports timely decisions and improves project management practices; at the Senior level, mentors less-experienced project managers and helps strengthen PMO standards.
  • Represents PGE with agencies, utilities, property owners and public stakeholders, with Senior-level work expected to include more sensitive, complex or high-impact stakeholder engagement.

Qualifications

Required, Staff level (P3):

  • Education: Requires a bachelor’s degree in engineering, construction management, business, project management or a related field, or equivalent experience.
  • Experience: Typically, five or more years of progressively responsible experience in project management, construction management, engineering, utility operations, capital delivery or related infrastructure projects, including demonstrated ability to manage project scope, schedule, budget, risk, stakeholder communication and issue resolution.
  • Valid Driver’s License required.

Required, Senior level (P4):

  • Education: Meets Staff-level education requirements.
  • Experience: Typically, eight or more years of progressively responsible related experience, including demonstrated leadership of larger, more complex or higher-risk infrastructure projects.
  • Valid Driver’s License required.
  • Additional Senior Requirements preferred: Demonstrated ability to meet Staff-level requirements while leading complex cross-functional teams; resolving major project issues; influencing decisions across organizations; managing sensitive stakeholder impacts; improving project management practices; and mentoring less-experienced project managers.
  • Strong project management skills, including safety leadership, risk management, scope control, scheduling, communication, change management and PMBOK-aligned practices, with the ability to apply these skills at a Staff or Senior level based on project complexity. PMP certification preferred.
  • Working knowledge of utility infrastructure, including generation, transmission, substations, distribution, engineering, construction, commissioning, maintenance and asset management.
  • Familiarity with utility accounting, procurement, budgeting, forecasting, financial controls and reporting.
  • Demonstrated ability to lead cross-functional teams, build effective relationships and communicate clearly with employees, customers, contractors, agencies and other stakeholders.
  • Proficiency with Microsoft Office, SharePoint, project management systems, dashboards and collaboration tools.

Physical, Schedule/Attendance and Cognitive Demands

Physical Capabilities:

  • Driving/travel/commute: In-office (at least 3 days/week) with additional travel within service territory. Occasional (one to two times a month or less) overnight travel inside/outside the service territory
  • Computer use (use computer regularly for entire work shift)
  • Lifting/pushing/pulling: Up to 10 lbs.

Schedule/Attendance:

  • Ability to work long hours, variable schedules and during severe weather; must meet regular, reliable, predictable, full-time attendance standards.

Cognitive:

  • Meet deadlines, response times and accuracy standards.
  • Follow through on decisions and apply good judgment to new but similar work situations.
  • Communicate, solve problems and collaborate effectively under stress.
  • Adapt to frequent change and apply constructive feedback.
  • Process new information and apply it consistently to work tasks.
