AMERCO Real Estate Company (AREC) is seeking a full-time Entitlement Project Manager to coordinate zoning, land use, entitlement, and permitting activities for real estate development projects from initial due diligence through project approval. This position is responsible for both project coordination and jurisdictional coordination, working closely with internal real estate and development teams, municipalities, consultants, engineers, attorneys, and other project stakeholders to identify development requirements, obtain necessary approvals, address regulatory issues, and keep projects moving forward.
The position requires strong knowledge of land use regulations, zoning ordinances, development standards, entitlement processes, and municipal review procedures, as well as strong project management, communication, organizational, and problem-solving skills. As an individual contributor, the Entitlement Project Manager will independently coordinate assigned entitlement projects, manage multiple projects, stakeholders, and deadlines, and drive projects through the jurisdictional approval process by coordinating with internal teams, consultants, and regulatory agencies. The position does not require direct supervision of employees and will work directly under the supervision of the AREC management team, including the Planning and Zoning Manager and the President of AREC.
Responsibilities include, but are not limited to:
- Coordinate assigned entitlement and permitting projects from initial due diligence through final approval.
- Coordinate directly with jurisdictions regarding zoning, land use, entitlement, permitting, development standards, application requirements, and review processes.
- Research and interpret municipal zoning codes, comprehensive plans, development regulations, and applicable permitting requirements.
- Conduct zoning and entitlement due diligence and identify development requirements, potential constraints, and approval risks.
- Prepare and review zoning analyses, code studies, land use narratives, entitlement applications, variance requests, conditional use applications, and other project documentation.
- Coordinate project activities among internal real estate, development, construction, and other teams to maintain project schedules and address outstanding requirements.
- Coordinate with jurisdictions throughout the review process, including planning, zoning, engineering, building, fire, transportation, and other regulatory departments.
- Coordinate architects, civil engineers, surveyors, environmental consultants, traffic consultants, geotechnical professionals, attorneys, and other project consultants as needed.
- Manage jurisdictional submittals, review comments, responses, revisions, public hearings, conditions of approval, and other entitlement requirements.
- Track project schedules, application requirements, agency deadlines, fees, review comments, and outstanding action items.
- Review plans and supporting materials for consistency with applicable zoning and development standards.
- Identify potential entitlement issues and coordinate with internal and external stakeholders to develop practical solutions.
- Participate in meetings with municipalities, consultants, property owners, and internal project teams.
- Maintain organized project documentation, correspondence, approvals, applications, and entitlement records.
- Provide regular project status updates and communicate potential schedule, regulatory, or approval risks.
- Support acquisition and development teams with preliminary zoning and entitlement assessments for prospective properties.
- Coordinate multiple projects simultaneously while maintaining priorities, schedules, and deliverables.
- Assist with other land use, zoning, entitlement, and development-related projects as needed.
Qualifications
- Bachelor's degree in urban planning, land use planning, real estate development, public administration, or a related field preferred.
- 3+ years of experience in land use planning, zoning, entitlements, real estate development, permitting, or a related field.
Requirements:
- Working knowledge of zoning ordinances, development regulations, entitlement processes, and municipal approval procedures.
- Experience with project coordination and jurisdictional coordination for real estate development projects.
- Experience communicating directly with municipal planning and development departments.
- Strong written and verbal communication skills.
- Strong research, analytical, organizational, and project coordination skills.
- Ability to interpret zoning codes, development standards, site plans, and related technical documents.
- Ability to manage multiple projects, priorities, stakeholders, and deadlines with limited supervision.
