1. Perform the statutory duties of a Professional Safety Officer: hazard identification and risk assessment, workplace inspection, incident investigation, legal register, monthly safety report to management and to the Labour Office as required.
2. Develop and maintain the site HSSE plan, site-specific SOPs and JSAs for receiving, put-away, picking, loading, drum/IBC handling, container loading and chemical spill response; align them with BP's requirements and Toll's standards.
3. Manage the Powered Mobile Equipment (PME) safety program: operator training, competency assessment, authorisation and re-authorisation, fitness-for-duty screening records, daily pre-use checks, speed limits, pedestrian routes, seat-belt and camera (360°/mast) compliance, and withdrawal of authorisation for unsafe behaviour.
4. Conduct HSSE induction for all new staff, contractors and visiting drivers; deliver the training matrix (chemical handling, SDS, PPE, fire, spill, manual handling, defensive driving awareness) and keep training records.
5. Lead daily toolbox talks with the operation leaders, weekly safety walks and monthly safety committee meetings; track action items to closure.
6. Investigate all incidents, near misses, property damage and spills; perform root-cause analysis; report in Toll's HSSE system and to BP within the agreed time; verify corrective actions.
7. Control chemicals and dangerous goods: SDS availability, labelling (GHS), segregation, spill kits, bunding in the drum yard, waste disposal, and emergency preparedness (fire drill, evacuation, spill drill at least annually).
8. Inspect and keep records of fire-fighting equipment, emergency lighting, first-aid, racking, MHE and lifting equipment inspections; follow up defects with the Warehouse Manager and BP facility team.
9. Manage PPE specification, issue and replacement based on the site risk assessment; monitor correct use.
10. Implement Toll's safety observation / behaviour-based safety and life-saving rules; coach supervisors and leaders in safety leadership.
11. Support BP and Toll HSSE audits, ISO/management-system audits and legal inspections; maintain all permits and certificates required by law.
12. Report monthly HSSE KPIs (LTI, TRIFR, near misses, observations, training %, inspections) to the Warehouse Manager, Operations Manager and Toll HSSE.
