ThinkWell is a prospective awardee for a five-year G2G Readiness and Independent Verification Activity in Uganda. Subject to successful negotiation, signing of the award agreement, and availability of funding, ThinkWell will implement the activity to support Uganda's transition toward increased Government-to-Government and performance-based financing for health. 

Working closely with the Government of Uganda and relevant stakeholders, the activity will assess the readiness and risks of government entities proposed to receive direct donor funding and independently verify achievement of agreed health service delivery and health systems milestones. 

This recruitment is being undertaken in anticipation of the award. Any offer of employment or engagement for this position will be contingent upon ThinkWell's successful award and signing of the agreement, availability of funding, and any required donor approvals. 

Position Summary 

The Monitoring and Evaluation Verification Specialist(s) will undertake hands-on field verification of reported health service delivery and health systems results across the different levels of Uganda's health system. Working as part of multidisciplinary verification teams, the Specialist will review and reconcile source records, routine health information, program and administrative records, and other supporting evidence to determine whether reported milestone achievements are accurate, complete, consistent, traceable, and supported by verifiable evidence. Verification assignments may be conducted at community level, health facilities, districts and local governments, referral hospitals, the Ministry of Health, and other relevant national-level entities. The role requires strong practical monitoring and evaluation, data quality, source data verification, documentation, and field assessment skills. 

Key Responsibilities 

1. Verification Preparation and Field Planning 

• Participate in required verification orientation and training and become familiar with assigned milestones, indicators, verification protocols, tools, and evidence requirements. 

• Review available reports and data for assigned milestones and contribute to prioritization, sampling, and planning of field verification activities. 

• Prepare for verification assignments by reviewing relevant indicator definitions, data sources, reporting systems, source documents, and verification templates. 

2. Field-Based Source Data and Evidence Verification 

• Conduct hands-on verification at the level relevant to each assigned milestone, including communities, health facilities, districts and local governments, referral hospitals, the Ministry of Health, and other national-level entities. 

• Review and verify relevant source documents and records, including routine HMIS records, electronic systems, patient and service records, laboratory and pharmacy records, program documentation, administrative records, and other evidence applicable to the milestone. 

• Sample, recount, reconcile, and trace reported results to underlying source records and supporting evidence in accordance with approved verification methods. 

• Compare reported results with verified evidence and document discrepancies, missing evidence, inconsistencies, and other findings using approved verification tools. 

• Conduct observations, interviews, record reviews, and other field verification procedures as required by the assigned milestone. 

3. Data Quality and Reconciliation 

• Assess the accuracy, completeness, consistency, timeliness, and traceability of data and evidence supporting reported results. 

• Reconcile information across source documents, routine information systems, program reports, administrative records, and other relevant data sources. 

• Apply approved data validation and discrepancy classification procedures and maintain clear audit trails for verification findings. 

• Participate in clarification and reconciliation of discrepancies with relevant personnel while ensuring that the final verification determination remains independent and evidence based. 

4. Verification Documentation and Quality Assurance 

• Accurately record verification evidence, findings, source references, discrepancies, and observations using approved tools, checklists, and logs. 

• Submit complete and timely verification data and supporting documentation for quality assurance and consolidation. 

• Respond to quality assurance queries and correct or clarify verification records where required. 

• Maintain confidentiality, data protection, and professional standards throughout the verification process. 

5. Reporting, Debriefing and Follow-up 

• Prepare and submit reported-versus-verified indicator or milestone summaries and other required verification outputs. 

• Contribute to concise narrative summaries of verification findings, key discrepancies, observations, and issues requiring follow-up. 

• Participate in entry meetings, daily team debriefs, technical reviews, exit meetings, and other verification-related meetings. 

• Clearly communicate evidence-based findings and support resolution of verification queries while maintaining objectivity and the integrity of the verification process. 

Requirements

Education and Professional Experience 

• Degree in monitoring and evaluation, statistics, epidemiology, public health, health informatics, social sciences, or another relevant field. 

• Demonstrated practical experience in monitoring and evaluation, data quality assessment, source data verification, health program monitoring, performance monitoring, or related field-based verification activities. 

• Experience working with health-sector data and routine health information systems and reviewing source records used to generate reported health results. 

• Experience conducting field-based data verification, data quality assessments, supportive supervision, monitoring visits, evaluations, audits, or similar exercises. 

• Experience working with government health institutions, health facilities, districts, programs, or other stakeholders within Uganda's health system is desirable. 

Technical and Verification Skills 

• Strong practical skills in source data verification, data quality assessment, record review, recounting, reconciliation, and documentation of verification evidence. 

• Ability to interpret indicator definitions, reporting requirements, data collection tools, and verification criteria and apply them consistently during field verification. 

• Ability to review and reconcile information from routine health information systems, electronic records, registers, patient and service records, laboratory and pharmacy records, program reports, administrative records, and other relevant sources. 

• Ability to identify and clearly document data discrepancies, missing evidence, inconsistencies, and data quality issues and maintain an appropriate audit trail. 

• Ability to use standardized electronic or paper-based verification tools accurately and consistently. 

• Ability to synthesize field evidence and prepare clear reported-versus-verified summaries and concise verification findings. 

• Good understanding of health service delivery and the organization of Uganda's health system across community, facility, district, referral, and national levels.
