Core Responsibilities:

The Medical Countermeasures (MCM) Coordinator manages statewide public health preparedness planning, resource logistics, and rapid asset distribution for the Public Health Emergency Preparedness (PHEP) Program. This role is responsible for ensuring full operational compliance with all federal and state MCM requirements. The primary objective is to strengthen Maine’s public health and healthcare systems, enabling a rapid response that prevents or reduces morbidity and mortality during public health incidents whose scale, rapid onset, or unpredictability stresses traditional infrastructure.

You will also:

•        Program Compliance & Reporting: Direct and ensure strict compliance with all federal and state PHEP cooperative agreement MCM requirements; compile, analyze, and distribute mandatory grant reports.

•        Contract & Resource Management: Provide direct management, performance monitoring, and operational oversight of two primary Medical Countermeasures Readiness contracts.

•        Emergency Planning: Lead the collaborative, annual review and updating of the statewide Medical Countermeasures Response Plan Annex with PHEP program staff.

•        Incident Command Leadership: Serve actively as the Logistics Section Chief within the Public Health Emergency Operations Center (PHEOC) during activations, exercises, and drills.

•        POD & Site Development: Develop, execute, and maintain open, closed, and hybrid Points of Dispensing (POD) agreements with partners statewide to ensure rapid public medication dispensing.

•        Warehouse & Logistics Infrastructure: Maintain continuous operational readiness of all MCM equipment, supplies, and emergency pharmaceutical caches across two state warehouse locations and pre-identified healthcare facilities. Supervise Logistics and Inventory Specialists.

•        Private Sector & RSS Collaboration: Partner with private sector stakeholders to develop, test, and maintain secure Receiving, Staging, and Storage (RSS) sites capable of accepting and distributing massive federal and state pharmaceutical supplies.

•        Systems Administration: Utilize, update, and maintain the CDC's Inventory Management and Tracking System (IMATS) and state tracking software to ensure total asset visibility.

•        Training & Exercises: Facilitate comprehensive MCM training opportunities for local, state, and federal partners; design and execute drills and tactical exercises to validate statewide distribution readiness.

Minimum Qualifications:

A Bachelors Degree in Public Health or Health Sciences, Health Education, one of the Behavioral Sciences, Public Administration, or Education - AND - four (4) years experience in health program planning, development, implementation, and evaluation - OR - an equivalent eight (8) year combination of education, training, and experience.

Preferred candidates will also have: 

•        Public health or healthcare emergency preparedness and response experience

•        Completed the Homeland Security Exercise and Evaluation Program (HSEEP) training program

•        Completed ICS-100, 200, 700, 800 training

•        Knowledge of and experience with the Public Health Services Act, Stafford Act, and the Maine Emergency Management Powers Act.

•        Ability to work with managers and staff to identify training needs and research information on training/meeting opportunities, or to provide outreach materials for systems in need of technical assistance

•        Ability to report for duty within 60 minutes of receiving notification of an incident requiring an emergency response
