The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi and Mae Hong Son provinces

Job Overview/Summary: Reporting directly to the MEAL Coordinator, the MEAL Manager will strengthen the MEAL efforts, approaches, and systems to foster learning and accountability for our clients; support IRC's global and measurement ambitions of Strategy 100, IMPACT program quality standards, and the Country Strategic Action Plan.

The MEAL Manager will play a key role in ensuring design and implementation of information management systems and supporting the program monitoring and evaluation framework. The position oversees data management including data collection tools, database systems, and data visualization. The MEAL Manager also supports the strengthening of client responsiveness systems across Thailand programs.

This position operates within the Thailand MEAL team, supporting programs across multiple sectors and geographic locations along the Thailand-Myanmar border.

Major Responsibilities:

Leadership and Partnership

  • Manage all technical aspects of MEAL data and information management across Thailand programs; respond to program needs; foster high standards and practices for quality data, analysis, and reports; enable accountability to clients, partners, and donors through robust client feedback and response systems.

  • Improve M&E/MEAL systems and approaches and foster learning

  • Collaborate with MEAL teams within and outside IRC to support harmonization of MEAL systems and approaches, sharing capacity and experiences. 

  • Serve as focal point for information management systems, ensuring: reliable and accurate data collection; functioning systems to store, maintain, and protect data in line with data protection protocols; and mechanisms to disseminate information products internally and externally.

Technical Oversight

  • Lead the MEAL system and processes in harmony with the MEAL Country and Global Strategy throughout the project cycle, including:

    • Use learning, evidence, and data from previous projects to inform project proposal design.

    • Develop logical framework, MEAL plans, digital data collection tools, processes for online data management.

    • Set up and maintain beneficiary tracking systems and databases; orient project staff on tools and protocols.

    • Establish and ensure timely data flow, quality checks, and audits, and updating of data visualization.

    • Conduct data quality audits to identify and resolve issues affecting data quality.

    • Supervise MEAL field activities.

    • Undertake regular analysis of monitoring data and work closely with program coordinators and managers to facilitate decision-making for real-time program adaptation.

    • Ensure effective storage of assessments, surveys, evaluations, and organizational knowledge in shared folders; promote learning across the organization.

  • Support in the design, method, and conduct of surveys such as baseline and end line, and the commission of evaluations in coordination with colleagues and partners.

  • Develop and strengthen client feedback mechanisms; maintain the feedback registry; analyze complaints and feedback trends; and present findings in project cycle meetings to inform program adaptations.

  • Join and contribute to IRC’s effort in meeting its internal and external accountability commitments through the implementation of sound accountability, client feedback, and response mechanisms.

  • Produce quality reports and information products, dashboards, and data visualizations to support learning, decision-making, and donor reporting requirements.

  • Perform other duties as assigned by the supervisor

Human Resources

  • Coordinate, lead, mentor, and support the Data Officer and other MEAL staff as assigned; foster timely and high-quality achievement and an inclusive and respectful team climate.

  • Participate in the recruitment and onboarding of country MEAL officers, assistants, and (if relevant) external consultants.

  • Promote the growth and development of others in IRC teams and partners in MEAL; support capacity-building initiatives for team members and partner organizations to strengthen knowledge and skills in MEAL and data management.

Internal: Technical Coordinators and Managers; Operations; Grants Team; Head of Office; relevant Regional/HQ-based colleagues.

External: Partner organizations and their M&E staff; government counterparts; clients; external consultants (supervision in partnership with technical coordinators as relevant).

Job Requirements:

MEAL Managers have:

  • A University degree in a relevant field (such as statistics, data management, computer science, social science, public health, development economics, or related) a technical degree together with additional relevant work experience may substitute for education.

  • A Minimum of 5 years of working experience in Monitoring, Evaluation, Accountability and Learning and information management systems functions, preferably in humanitarian or development contexts.

  • Technical skills in setting up MEAL processes, logical frameworks, data analysis, and information management systems including database design and data visualization.

  • Strong understanding of accountability and proven ability to build and manage client feedback systems.

  • Proficiency with mobile data collection (CommCare, Kobo, ODK Collect), Microsoft Excel, and Power BI. Knowledge of Tableau, GIS, or statistical software (SPSS, Stata) are assets.

  • Demonstrated ability to train and build capacity of staff and partners.

  • Strong analytical, problem-solving, and organizational skills; able to prioritize and multi-task.

  • Willingness to travel to field areas along the Thailand-Myanmar border (approximately 30%).

  • Fluency in English (written and spoken) required; proficiency in Karen and/or Burmese strongly preferred.

Working Environment: The position will be based at the IRC office in Mae Sot District, Tak Province, with the possibility of travel to other areas of work in different provinces.
