Managing Consultant – Construction Environmental Manager

ERM is seeking an experienced and motivated Managing Consultant – Construction Environmental Manager to support the delivery of major infrastructure projects during the construction phase. This role offers the opportunity to be at the forefront of project delivery, providing on-site environmental leadership and ensuring construction activities are undertaken in compliance with environmental commitments, consent requirements, and regulatory obligations.

Working across sectors including electricity transmission and distribution, renewable energy, hydrogen, solar, and onshore wind, you will play a critical role in helping clients translate environmental commitments into practical construction controls, ensuring projects are delivered responsibly, sustainably, and in line with regulatory expectations.

As a senior member of the team, you will act as the environmental lead on site, working closely with construction teams, contractors, clients, environmental specialists, and regulators to manage environmental risk and drive a culture of environmental excellence throughout project delivery.

The Role

As a Construction Environmental Manager, you will lead environmental compliance and environmental management activities during construction. You will act as the primary environmental point of contact on-site, ensuring environmental requirements are effectively implemented, monitored, and communicated across all project activities.

You will work closely with project teams to identify environmental risks, resolve compliance issues, and ensure mitigation measures and monitoring commitments are delivered effectively throughout construction.

Key Responsibilities

  • Lead the delivery of Construction Environmental Manager services on major infrastructure and energy projects during construction.

  • Act as the primary environmental representative on-site, providing advice and support to construction teams, contractors, and project management personnel.

  • Ensure construction activities are undertaken in accordance with consent conditions, environmental permits, licences, approved management plans, and project commitments.

  • Support the implementation and management of Construction Environmental Management Plans (CEMPs) and associated topic-specific environmental management plans.

  • Monitor compliance with environmental commitments, mitigation measures, and legal obligations throughout the construction phase.

  • Conduct regular site inspections, compliance audits, and environmental monitoring activities to identify risks and drive continual improvement.

  • Lead investigations into environmental incidents, non-conformances, complaints, and near misses, ensuring appropriate corrective actions are implemented.

  • Maintain environmental compliance records and provide clear documentation demonstrating adherence to project requirements.

  • Support the management of environmental risks relating to areas such protected species, water quality, waste management, pollution prevention, noise, air quality, and biodiversity.

  • Deliver environmental inductions, toolbox talks, and awareness sessions to promote environmental best practice across the project workforce.

  • Coordinate environmental monitoring programmes and oversee the implementation of mitigation and enhancement measures.

  • Liaise effectively with clients, contractors, environmental specialists, regulators, and other stakeholders regarding environmental performance and compliance.

  • Prepare compliance reports, environmental performance dashboards, audit findings, and management updates for project leadership teams and regulators.

  • Support regulator inspections, client audits, and independent compliance reviews.

  • Mentor and support junior environmental professionals within project teams.

  • Contribute to business development activities, proposal preparation, and the continued growth of ERM’s construction environmental management services.

Through your work, you will contribute to the successful delivery of projects that support the transition to a more sustainable future.

What We're Looking For

  • Experience in construction environmental management, environmental compliance, environmental advisory, or project environmental delivery within the UK infrastructure sector.

  • Degree (or equivalent qualification) in Environmental Management, Environmental Science, Geography, Ecology, Engineering, or a related discipline.

  • Experience supporting or leading environmental management activities during the construction phase of major infrastructure projects.

  • Strong understanding of environmental legislation, regulatory compliance requirements, and environmental management systems.

  • Experience implementing and monitoring Construction Environmental Management Plans (CEMPs) and associated environmental controls.

  • Knowledge of Environmental Impact Assessment (EIA) commitments and the practical implementation of mitigation and monitoring measures during construction.

  • Experience undertaking environmental audits, inspections, compliance assessments, and incident investigations.

  • Strong understanding of environmental topics including pollution prevention, ecology, biodiversity, water quality, waste management, noise, air quality, and protected species management.

  • Experience working collaboratively with contractors, construction managers, engineers, project managers, and environmental specialists.

  • Excellent stakeholder management and communication skills.

  • Strong organisational skills and the ability to manage multiple priorities in a dynamic construction environment.

  • Full UK driving licence and willingness to travel and work on project sites as required.

Desirable

  • Experience working on transmission and distribution, renewable energy, hydrogen, or other major infrastructure projects.

  • Professional membership of a relevant institution (IEMA, CIWEM, CIEEM, CEnv or equivalent).

  • Internal or Lead Auditor qualification.

  • Knowledge of ISO 14001 Environmental Management Systems.

  • Experience supporting regulatory inspections and engagement with organisations such as the Environment Agency, Natural England, NatureScot, Natural Resources Wales, or local authorities.

  • Line management, mentoring, or supervisory experience.

  • Experience working within principal contractor or EPC contractor environments.
