About the Role

The Manager, Project Controls is responsible for establishing, leading, and maintaining the project controls framework across all gas projects. This role ensures projects are planned, monitored, and reported consistently with respect to schedule, scope, risk, and performance metrics. The Manager provides governance, analytics, and decision support to Project Management to ensure projects align with organizational objectives.

Responsibilities and Essential Job Functions:

• Establishes and enforces standardized project controls processes, tools, and methodologies across the project portfolio.
• Assist with potential bidder prequalification, bid solicitation, analysis, negotiation, and contract award.
• Identify cost trends and develop actions to maintain project financial performance.
• Owns and oversees the enterprise project controls and documentation platform, ensuring consistent use for project tracking, reporting, risk management, and audit readiness.
• Analyze project progress and communicate impacts to project leadership.
• Defines and maintains standards for project controls workflows, dashboards, data integrity, and reporting, partnering with Project Management and other departments to ensure alignment with controls requirements.
• Develop dashboards, KPIs, forecasts, and management reports that provide actional project information.
• Provides oversight of project work orders, ensuring proper project setup, accurate cost coding, and effective cost tracking.
• Supports review of invoices to ensure contractors follow protocols for approval.
• Oversees change management processes, evaluating cost, schedule, and risk impacts and ensuring proper documentation and approvals.
• Ensures projects are properly documented within systems of record to mitigate risk, support audits, and meet regulatory and governance requirements.
• Lead project controls team and influence project stakeholders while communicating complex cost, schedule, and risk information clearly to leadership.

Requirements

Education / Experience:

• Bachelor’s degree in Business Administration, Management, Construction Management, or related areas of discipline.
• 7+ years of related experience working in a similar role, including experience in a senior or lead role capacity working with construction projects.

Knowledge, Skills, and Abilities:

• Proficiency in Microsoft Office and Monday.com.
• Excellent verbal and written communication skills with the ability to communicate effectively and professionally across all levels of the organization.
• Strong leadership skills with the ability to manage and motivate teams.
• Excellent interpersonal skills with the ability to work with personnel at all levels both internally and externally.
• Ability to be flexible to effectively deal with changing priorities and timelines through analytical problem solving.
• Knowledge of capital project budgeting, cost forecasting, commitments, actuals, accruals, and variance analysis.
• Knowledge of critical path scheduling, milestones, schedule forecasting, and schedule risk.  
• Knowledge of project governance and the roles of engineering, construction, operations, procurement, finance, and project management.

Preferred Qualifications:

• Experience working in natural gas or utilities construction.
• Experience in Monday.com is highly preferred.
