About the Programs - WMNC (Safe Water, Maternal health, New program development, Cost-effectiveness) Team

Our New Program Development Team’s primary responsibility is to conduct early-stage research of potential new programs, including literature reviews, evidence synthesis, and cost-effectiveness modelling. NPD’s work adapts as programs progress through the Accelerator pipeline: we shift from evaluating evidence to designing and piloting new programs, and eventually to launching programs at scale.

Immunization Demand Generation (IDG) is one area of emerging program development. The team will explore and test evidence-based approaches to increase timely and complete childhood immunization, including understanding barriers to caregiver demand and evaluating scalable interventions such as targeted communication, community engagement, and digital approaches such as SMS reminders. This work will involve assessing the existing evidence, identifying promising intervention models, designing context-appropriate pilots, and generating rigorous evidence on their effectiveness and cost-effectiveness in Nigeria and other relevant settings.

You will lead the implementation of the Immunization Demand Generation (IDG) pilot across two states, providing technical and programme management oversight of digital reminders, community ambassadors and targeted incentives, while coordinating government and technical partners, supervising State Coordinators, and using monitoring and learning to drive effective, scalable implementation. You will report to the Deputy Country Director (DCD) and directly supervise two State Coordinators and the CO IDG Officer, providing overall technical and programme management oversight across both implementation states.

Key Responsibilities

• Lead IDG Programme Implementation

1. Lead implementation of the IDG pilot across two states in collaboration with State Governments, LGAs, health facilities, and technical partners.
2. Develop and maintain programme guidance, SOPs, tools, and implementation materials.
3. Monitor implementation progress, risks, and resource requirements and escalate issues to the Deputy Country Director as required.

• Oversee IDG Intervention Components

1. Oversee implementation of digital reminders, community ambassadors, and targeted incentives in accordance with the approved pilot design.
2. Guide adaptation of intervention approaches based on formative research, programme learning, and implementation data.
3. Coordinate integration with relevant immunization and nutrition services where applicable.

• Manage Programme Teams and Capacity Building

1. Supervise, mentor, and manage two State Coordinators to ensure consistent implementation across both states while working with and overseeing the IDG CO.
2. Coordinate orientation and training for State, LGA, and health facility personnel involved in the pilot.
   Support State and LGA structures to apply relevant immunization standards, tools, and processes.

• Lead Monitoring, Learning, and Programme Improvement

1. Oversee baseline, routine monitoring, learning, and evaluation activities in collaboration with technical partners.
2. Review programme data to identify implementation challenges, track progress, and inform corrective actions.
3. Document and share programme findings and lessons to inform programme refinement and potential scale-up.

• Manage Government and Stakeholder Engagement

1. Maintain regular communication with national, State, LGA, health facility, and technical stakeholders regarding programme progress and implementation issues.
2. Represent Evidence Action in relevant coordination, review, and technical meetings.
3. Resolve or escalate government and stakeholder issues affecting implementation across the two states.

• Work Expectations

1. Travel domestically approximately 30% of the time, including travel to implementation states, LGAs, health facilities, and stakeholder meetings.

Requirements

• Education

1. Bachelor’s degree in public health, health sciences, social sciences, international development, or a related field;
2. Master’s degree preferred.

• Years of Work Experience

1. At least 7 years of relevant experience managing health or development programmes, preferably in Nigeria.

• Knowledge or Content Expertise

1. Knowledge of immunisation, primary healthcare, demand generation, or community engagement in Nigeria.
2. Experience working with government stakeholders at national, State, LGA, and/or health facility levels.
3. Experience using programme data and evidence to inform implementation and improvement.
   Skills or Competencies
4. Strong programme management, stakeholder engagement, communication, and problem-solving skills.
5. Experience supervising and mentoring staff and coordinating multiple partners or teams.
6. Ability to develop and implement programme tools, guidance, and processes.

• Abilities or Traits

1. Highly organised, collaborative, adaptable, and results-orientated.
2. Able to work independently, manage competing priorities, and exercise sound judgement.
3. Willingness to travel within Nigeria as required.
