Job Summary

Reporting to the AVP, Supply Chain, the Manager, Business Enablement is accountable for establishing and maintaining the governance, performance, and business enablement frameworks that support NAV CANADA's Real Estate, Fleet, and Records Management portfolios. The role provides strategic leadership to ensure policies, standards, processes, systems, and accountabilities are effectively integrated, consistently applied, and aligned with corporate objectives.

The incumbent leads the development of portfolio strategies, performance measures, governance practices, and business improvement initiatives that enhance asset stewardship, regulatory compliance, operational resilience, reporting and decision-making. Acting as a trusted advisor to senior leadership, the role influences portfolio direction, investment priorities, and resource planning while fostering collaboration and alignment across functions to achieve organizational objectives.

In this role you will:

Portfolio Governance & Strategy

  • Develop and implement portfolio strategies, governance frameworks, policies, and performance measures aligned with corporate objectives.
  • Provide strategic oversight across the Real Estate, Fleet, and Records Management portfolios to ensure compliance, accountability, and operational effectiveness.
  • Monitor industry trends, regulatory developments, emerging risks, and best practices to inform long-term planning and decision-making.
  • Identify opportunities to optimize portfolio performance, resource utilization, risk management, and service delivery.

Business Enablement & Continuous Improvement

  • Lead the development and maintenance of portfolio-wide processes, standards, and operating frameworks to drive consistency and efficiency.
  • Establish performance monitoring, reporting, dashboards, and key metrics to support effective governance and decision-making.
  • Drive process improvements, technology enablement, and operational standardization initiatives to enhance service quality and business performance.
  • Strengthen organizational resilience by identifying and mitigating operational risks and business continuity challenges.

Stakeholder Engagement & Reporting

  • Build and maintain strong relationships with internal and external stakeholders, including regulatory agencies, airport authorities, landowners, and business partners.
  • Lead cross-functional collaboration to align priorities, resolve complex issues, and advance strategic portfolio initiatives.
  • Chair governance forums, facilitate decision-making, and negotiate solutions on strategic, operational, financial, and compliance matters.
  • Develop and deliver executive briefings, business cases, performance reports, and recommendations to support informed decision-making.

Financial Planning & Portfolio Performance

  • Lead portfolio financial planning, resource allocation, and investment prioritization activities.
  • Develop business cases, funding proposals, and financial analyses to support strategic investments and continuous improvement initiatives.
  • Monitor portfolio expenditures, performance metrics, and resource utilization to identify risks, opportunities, and optimization strategies.
  • Partner with Finance and portfolio leaders to support budgeting, forecasting, reporting, and performance reviews.

Leadership

  • Lead and develop teams responsible for governance, business enablement, and portfolio support functions.
  • Establish priorities, allocate resources, and oversee the successful delivery of portfolio objectives.
  • Foster a culture of accountability, continuous improvement, collaboration, and service excellence.
  • Build organizational capability through coaching, succession planning, talent development, and knowledge sharing.

What you bring:

  • University Degree in business administration, real estate, facilities management, public administration, Engineering or a related field or a combination of equivalent education training and experience.
  • Advanced training or certification in governance, process improvement, project management, or business analysis (e.g., PMP, Lean, Six Sigma).
  • Professional designation in real estate, facilities, or asset management.
  • In-depth knowledge of governance frameworks, policy development, and enterprise operating models.
  • Strong understanding of real estate, fleet, and/or asset management environments in large, complex organizations.
  • Knowledge of performance management systems, KPI development, and service measurement frameworks.
  • Knowledge of process design, workflow optimization, and business transformation methodologies.
  • Familiarity with regulatory, compliance, and audit requirements in a corporate or regulated environment.
  • Knowledge of financial and strategic planning concepts, including investment analysis and resource allocation principles.
  • Minimum of 6 years of experience in governance, business enablement, process management, asset management, or organizational transformation roles.
  • Proven experience developing and implementing frameworks, standards, or enterprise-wide operating models.
  • Experience working across multiple functions and influencing senior stakeholders in a matrix or enterprise environment.
  • Experience leading or contributing to business transformation, process improvement, or systems implementation initiatives.
  • Experience in real estate, facilities, fleet, or other asset-intensive environments

Working Conditions:

  • This position is a hybrid position with a minimum – 3 days per week on site. 
  • Standard office environment with exposure to computer glare and keyboarding.
  • Exposure to tight deadlines, conflicting demands, and changing priorities.
