Hiring Range: $79,185 - $95,056 Annually 

Pay Range: $79,185 - $110,905 Annually

Pima County's Conservation Lands & Resources (CLR) Department is seeking a Geographic Information Systems (GIS) Analyst II to support land management, planning, and resource protection by developing, maintaining, and analyzing spatial datasets that inform decision making. This role helps ensure natural and cultural resources are monitored, protected, and managed effectively across Pima County’s conservation lands.

 

The GIS Analyst II in the CLR Department works closely with a diverse team of staff who provide stewardship over a variety of mountain parks, trails, ranches, heritage sites, and other conservation areas. In this role, you will work with CLR staff to identify, collate, and organize a variety of legacy datasets and information across divisions to develop and manage an integrated geodatabase(s) of natural resource and recreation-related data that can be used to inform management, conservation, and recreation-related decisions and reporting requirements. This position will support land management, planning, and resource protection through data analysis, map production, and support for mobile data capture solutions and workflow. This role will train and assist staff in the field on County lands to most effectively collect mobile data. This GIS Analyst II will also work closely with and coordinate with other departments, including Pima County’s ITD GIS team and the Regional Flood Control District.

Essential Functions:

  • Designs, develops, tests, deploys, and maintains automated geo-processes;

  • Administers, configures, and trouble-shoots backend Enterprise GIS hardware and software to ensure functionality and performance meets business needs;

  • Directs the development and implementation of quality control procedures for GIS processes, procedures, services, and products;

  • Evaluates and makes recommendations to management for acquisition of GIS software, hardware, and peripheral equipment;

  • Performs complex geospatial data building, modeling, and analysis using advanced spatial data manipulation or cartographic procedures;

  • Designs and coordinates the integration of GIS spatial databases with non-spatial enterprise business databases.

  • Interprets aerial or ortho imagery for mapping purposes;

  • Reviews existing or incoming data for currency, accuracy, usefulness, quality, or completeness of documentation, making all necessary corrections and adjustments;

  • Documents GIS procedures, metadata, and operating standards and leads and trains GIS technicians, GIS analysts, and related staff in the operation of GIS analytical procedures;

  • Supervises and evaluates assigned GIS staff, to include making recommendations on hiring, termination, and other related personnel activities.


Minimum Qualifications:


Bachelor's degree from an accredited college, university or technical school in geographic information systems, remote sensing, cartography, geography or related field as determined by the department head at the time of recruitment, AND two years of technical experience in geographic information creation and analysis.


(Relevant experience and/or education from an accredited college or university may be substituted.)


OR:


Two years of experience with Pima County as a Geographic Information Systems Analyst.

Preferred Qualifications
: (Be specific in describing your experience in your application. Ensure the descriptions provided illustrate your competencies, specifically addressing the required and preferred qualifications.): 

  • Minimum four (4) years experience monitoring, inventorying, collecting or managing natural resource, cultural resource, or recreation-related data or projects.

  • Minimum four (4) years experience storing, managing, or analyzing geospatial data in an ArcGIS platform.

  • Minimum three (3) years experience creating written, oral, and web-based communication products such as technical reports, presentations, protocols, maps, and web-based content that support or address natural, cultural, or recreation-related resource management or research.

  • Minimum three (3) years experience supporting and using various mobile data collection software and hardware addressing natural resource, cultural resource, or recreation-related field work.

  • Graduate degree in geographic information systems or related field.

Selection Procedure: 
Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum qualifications. All applications will be assessed based on an evaluation of the listed education and experience. Candidates meeting the minimum qualifications may be further evaluated/scored against any advertised Preferred Qualifications. The hiring authority will interview and select the successful candidate from a referral list provided by Human Resources. Additional assessments/testing may be required as part of the selection process.  

 

Supplemental Information:

Licenses and Certificates: Valid driver license is required at time of application. Valid AZ driver license is required at time of appointment. The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicant’s suitability to operate county vehicles in accordance with Pima County administrative procedures. Failure to obtain and maintain the required licenses and certifications shall be grounds for termination. Any offer of employment resulting from this recruitment is contingent upon Fleet Services’ review and approval of the candidate’s driving record. Some positions may require appropriate licenses or certifications at time of appointment or within a specified timeframe, e.g., Certified Business Analyst Professional (CBAP).

Special Notice Items: The County requires pre-employment background checks. Successful candidates will receive a post-offer, pre-employment background screening to include verification of work history, education, and criminal conviction history. A prior criminal conviction will not automatically disqualify a candidate from employment with the County. Some positions may require completion of a satisfactory personal background investigation by the court or law enforcement agencies, due to the need for access to County Attorney and Court facilities, records, and communication systems. Pima County determines whether a position is eligible for visa sponsorship at the time of recruitment. Eligibility is based on the requirements of the position and applicable laws and regulations. Not all positions with Pima County are eligible for visa sponsorship.

Frequently remains in a stationary position. Occasionally moves about inside an office. Occasionally moves office equipment weighing up to 25 pounds.
