As Expert HLR & VAS Planning, you will plan, design and engineer the HLR and VAS network in line with the annual plan and corporate strategy, covering configuration management, project implementation, CAPEX management and engagement with internal and external stakeholders and vendor support teams. You will report directly to the Manager HLR/VAS Planning, with 12 people reporting directly into the role.

This is an intermediate-level role for someone passionate about using digital technologies and AI to optimize network performance and customer experience. You will bridge traditional network planning with AI-driven solutions, contributing directly to the efficiency, reliability and future-readiness of our network.

What you’ll own

• Design, plan, maintain and optimize the HLR, HSS, SMSC, Smart Care/CEM and other VAS platforms, monitoring performance and fixing bottlenecks to keep service delivery and availability strong.
• Manage end-to-end project lifecycles, delivering milestones on time with efficient CAPEX/OPEX use, including forecasting, procurement, deployment, capitalization and invoice processing.
• Plan and execute network configuration changes with minimal disruption, and implement cybersecurity policies on network nodes per security governance guidelines.
• Automate routine HLR & VAS tasks through scripting (e.g. Python, Perl) and support the deployment, monitoring and basic troubleshooting of AI/ML models for predictive maintenance, anomaly detection and traffic optimization.
• Analyze operational data (SQL/Oracle) to guide performance improvements and capacity planning, and report on network health and the impact of digital initiatives.
• Collaborate with Network Operations, IT, Product Development and Customer Support, keep documentation current and stay up to date on HLR/VAS and AI/ML trends.

Requirements

You may be a strong fit if you

• Have hands-on VAS & HLR Planning experience with SMSC, anti-spam and firewalls and/or HLR/HSS, plus strong configuration and troubleshooting skills.
• Know GSM and messaging call flows, IP protocols and signalling in depth.
• Have practical experience in automation and scripting (Python, Perl or JavaScript), and are proficient in SQL/Oracle with Tableau or Power BI familiarity.
• Have basic knowledge of AI/ML in network planning, cloud platforms and virtualization.
• Bring a drive for results, excellent communication and presentation skills, a balanced view of competing viewpoints and strong team-player and leadership qualities.
