Foth is seeking a team-focused, innovative, and results-oriented Environmental Regulatory & Grants Specialist to support coastal and waterfront infrastructure projects through regulatory permitting, environmental compliance, funding strategy, and grant administration. This position can be based in any Midwest Foth office and requires limited travel.

The ideal candidate is a highly organized and proactive professional with strong technical writing and communication skills who enjoys navigating complex regulatory environments, building stakeholder relationships, and helping clients successfully secure and manage funding for critical infrastructure and environmental projects. This role requires someone who is a self-starter with the ability to work independently.

Primary Responsibilities:

  • Develop, write, review, and submit competitive grant applications and supporting documentation while ensuring compliance with sponsor requirements
  • Manage grant administration activities from application through award and post-award reporting, including tracking milestones, deliverables, deadlines, and program metrics
  • Lead environmental permitting and regulatory compliance efforts for coastal and waterfront development projects, including docks and marinas, shoreline stabilization, stormwater systems, environmental restoration initiatives, and related infrastructure projects
  • Prepare, manage, and coordinate local, state, and federal permit applications and regulatory approvals throughout the project lifecycle
  • Conduct and oversee environmental analyses and documentation, including NEPA reviews, Environmental Impact Statements (EIS), Environmental Assessments (EA), Biological Assessments, technical reports, and field observations
  • Research, identify, and pursue federal, state, and private funding opportunities, with an emphasis on infrastructure, maritime, transportation, energy, and community development programs
  • Provide technical assistance and funding strategy support to municipalities, agencies, and project teams throughout the grant lifecycle
  • Build and maintain strong relationships with regulatory agencies, funding organizations, clients, government officials, contractors, and other project stakeholders
  • Coordinate environmental investigations, technical fieldwork, and multidisciplinary project teams to support successful project delivery
  • Prepare reports, implementation plans, communications, presentations, RFQ/RFP responses, and other client-facing materials
  • Monitor evolving regulatory requirements, industry trends, and funding programs to ensure compliance and identify new opportunities
  • Support operational planning, reporting, workload coordination, procurement activities, and contract administration as needed 
  • Required Qualifications:

  • Bachelor’s degree in Environmental Science, Environmental Policy, Planning, Natural Resources, or a related field
  • Minimum 7 years of experience in environmental permitting, regulatory compliance, grant development, environmental consulting, or a related field
  • Demonstrated success obtaining and managing local, state, and federal permits and coordinating regulatory review processes
  • Experience managing grant-funded programs and/or preparing successful grant applications
  • Regulatory permitting experience involving environmental compliance requirements and agency coordination
  • Experience reviewing engineering, architectural, or construction plans
  • Demonstrated project coordination, technical writing, and stakeholder engagement experience
  • Preferred Qualifications:

    • Experience supporting coastal, waterfront, maritime, transportation, or infrastructure projects
    • Experience preparing, administering, or managing federal and state grant programs
    • Involvement with local zoning, planning commissions, or land use review processes
    • Experience obtaining or managing EPA NPDES permits and other environmental permits
    • Established working relationships with regulatory agencies, funding organizations, or public-sector stakeholders
