What We Offer

The City and County of Denver offers competitive pay commensurate with education and experience. New hires are typically brought into the organization between $93,566.00 - $112,000.00/year.

Location & Schedule

The City and County of Denver supports a hybrid workplace model. Employees work where needed, at a job site several days a week and off-site as needed. Employees must work within the state of Colorado on their off-site days.

In this position you can expect to work on site at the Wellington E. Webb Building (201 W Colfax Ave.). You can expect to work in office 3 days per week. Employees must work within the state of Colorado on their off-site days. Occasional after-hours work for community meetings, and special events support will be required.

We offer a flexible spending account option specifically for parking; if you elect this option, you can use pre-tax dollars for parking. We also offer a City-sponsored RTD EcoPass to all City employees– allowing the use of public transportation for free as a City Employee.

Denver’s Sidewalk Program is a $40 million+ annual program established under voter-approved Ordinance 307, which shifted responsibility for sidewalk construction, reconstruction, and repair from adjacent property owners to the City. Funded by a property service charge, the Sidewalk Program is building a comprehensive, accessible sidewalk network across all Denver neighborhoods by addressing sidewalk gaps, substandard widths, and damaged sidewalks citywide. 

The Sidewalk Program is housed within DOTI's Transportation Implementation Division, Project Delivery Administration. This division delivers the City's capital transportation program through design and construction project management, program management, procurement, third-party coordination, and contract oversight. 

DOTI is seeking an experienced engineer to support the growth and development of the sidewalk program. As a program engineer you will partner closely with planning, engineering, and project management staff to help lead technical documentation & design, contract administration, project management/delivery, and stakeholder engagement for a diverse portfolio of sidewalk projects.  

This is an opportunity to make a direct and lasting impact on Denver's pedestrian network by delivering safe, equitable, and accessible sidewalk infrastructure that benefits every Denver resident and the traveling public. 

Specific duties of the Engineer include: 

Technical Documentation & Design 

  • Understand and apply DOTI design standards and guidance for sidewalk, roadway, traffic, and drainage design. Familiarity with CDOT standards and specifications is also preferred.  
  • Serve as the reliable source for sidewalk design and implementation questions, providing regular and accurate reporting to leadership, internal/external partners, and the public. 
  • Create design documentation such as design/construction cost estimates, decision and risk matrices, and design/construction variance requests. 
  • Prepare technical memorandums and standard operating procedures to support the creation of program standards and approaches.  

Contract Administration 

  • Administer professional services contracts including review and approval of pay applications, change orders, submittals, RFIs, and schedule updates. 
  • Formulate scopes of work and support the development of project work plans in coordination with the Sidewalk Implementation Plan and other city initiatives/agencies.  

Project Management/Delivery 

  • Work alongside the Sidewalk Senior Engineer and Transportation Implementation leadership to manage work of design consultants from pre-design through construction. 
  • Communicate project milestones, coordinate plan reviews/comment resolutions, and provide an overall technical foundation for project success.  
  • Support the development and update of policies, processes, standard operating procedures, and programmatic agreements related to Sidewalk Program construction procurement and delivery. 
  • Construction administration and occasional field observations may be required. 

Stakeholder Engagement 

  • Develop communication plans and project status reports for key stakeholders, providing regular updates on project activities, risks, and mitigation strategies. 
  • Foster collaborative partnerships with City, regional, state, and federal agencies, community groups, public/private utilities, and industry organizations to support continuous program improvement.

  • Ability to follow strict and ethical policies and procedures that guide municipal project delivery work. 

Required Minimum Qualifications

  • Education requirement: Bachelor's Degree in Engineering.
  • Experience Requirement: Four (4) years experience as an entry level Engineer.
    Education/Experience Equivalency: No substitution of experience for education is permitted. Additional appropriate education may be substituted for experience requirements.
  • License/Certifications: Requires a valid Driver's License at the time of application. Requires registration as a Professional Engineer (PE) by the Colorado State Board of Registration for Professional Engineers at the time of application. Registration in another state will be accepted in lieu of this requirement, provided that the applicant has Colorado registration at completion of probation. Licenses and certifications must be kept current as a condition of employment.
