Job Overview

The Georgetown University Office of Emergency Management (OEM) provides the framework to guide Georgetown University and its stakeholders in preparing for, preventing, mitigating, responding to, and recovering from emergencies and disasters.

This position performs a broad range of emergency management functions, including outreach, planning, training, and exercises, and plays a critical role in the University’s response to and recovery from emergencies. The incumbent will function in a backup capacity to senior members of the OEM, including the Director, and must be available 24/7 during emergencies and planned events requiring OEM support.

The position is primarily responsible for supporting emergency management activities at Georgetown’s Capitol Campus while also providing support across all University campuses and facilities in Washington, DC. The incumbent will collaborate with a wide variety of internal and external stakeholders, including students, faculty, staff, public safety personnel, government agencies, and community partners, in the performance of their duties.

Working under the guidance of the Director of OEM and senior emergency management staff, the incumbent will develop, implement, and evaluate outreach and education programs to enhance preparedness and resilience across the University.

Additional duties include, but are not limited to:

  • Developing, revising, and operationalizing emergency plans, including the University Emergency Operations Plan (EOP) and Continuity of Operations (COOP) Plan

  • Developing, implementing, and evaluating emergency preparedness training and exercises

  • Supporting after-action reviews and improvement planning

  • Assisting with emergency communications and maintaining the readiness of the University Emergency Operations Center (EOC)

  • Staffing the EOC during emergencies and planned events

  • Performing other emergency management duties as assigned.

Work Interactions

This position reports to the Director of OEM or designee and will be required to build and maintain strong

relationships with internal and external stakeholders to foster collaboration and coordination in advancement of the OEM mission to ensure the preparedness and resilience of the University community and infrastructure to a variety of threats and hazards. This position will work with all levels of university leadership and staff, faculty, and students, and will regularly represent OEM in interactions with various stakeholders. The incumbent will be stationed at the Capitol Campus, but will rotate through and spend meaningful time at the Hilltop Campus.

Requirements and Qualifications

  • Bachelor’s degree from an accredited higher education institution plus a minimum of one year of experience (two years preferred) in the following areas:

  • Emergency management or related field

  • Community outreach and education

  • Developing emergency plans and continuity of operations (COOP) plans

  • Designing, implementing, and evaluating preparedness-related training and exercises

  • Utilizing the National Incident Management System (NIMS), the Incident Command System (ICS),

  • Comprehensive Preparedness Guide (CPG) 101, and the Homeland Security Exercise and Evaluation program (HSEEP)

  • Working in an emergency response or emergency operations center setting

  • Excellence in written and oral communication and the ability to collaborate with a wide-range of stakeholders, including University leadership, staff, faculty, and students

  • Working under stressful, emotionally charged conditions in a collaborative, fast-paced environment.

  • Working with absolute discretion in sensitive situations

  • Ability to work both independently and collaboratively in a constantly changing, fast paced environment

  • Ability to work with external stakeholders from public sector emergency response and emergency management organizations

  • Ability to perform moderate levels of physical activity, such as lifting and moving up to 20 pounds of materials and supplies.

  • Standing or sitting for long hours will be necessary.

  • Significant pedestrian travel around campusand off campus locations, at times on uneven terrain, is also required.

Pay Range:

The projected salary or hourly pay range for this position which represents the full range of anticipated compensation is:

$47,586.00 - $87,558.13

Compensation is determined by a number of factors including, but not limited to, the candidate’s individual qualifications, experience, education, skills, and certifications, as well as the University’s business needs and external factors.
