Job Description

We are looking for an Operations Manager to provide operational leadership, financial oversight, and project coordination for the Division of Nutrition and Physical Activity (DNPA), supporting statewide commodities programs and multiple federally and state-funded nutrition initiatives. This position will be Full-Time and Hybrid in Indianapolis, IN.

What You’ll Do

• Manage complex DNPA budgets including forecasting, tracking, reconciliation, invoice review, and financial system transactions
• Oversee operational and financial processes supporting statewide commodities programs and federally funded nutrition initiatives
• Coordinate contract workflows, vendor agreements, purchasing activities, and related documentation
• Monitor entitlement balances, funding allocations, expenditures, and compliance requirements
• Develop and maintain financial tracking models, dashboards, reporting tools, and operational documentation
• Serve as the division's primary resource for financial management, budgeting systems, and operational troubleshooting
• Analyze financial and operational data to identify trends, risks, and opportunities for process improvement
• Provide technical assistance and operational support to DNPA team members and external partners
• Collaborate with finance, vendors, regional partners, and internal stakeholders to ensure efficient and compliant program operations
• Lead and support division-wide projects, process improvement initiatives, and reporting efforts
• Prepare and review federal, state, and programmatic reports to support compliance and operational effectiveness

What You'll Need

Required:

• Bachelor's degree in Public Administration, Finance, Business Administration, Public Health Administration, or a related field, or 7+ years of related professional experience
• Experience managing budgets, forecasting, financial reporting, and operational processes
• Experience working with financial management systems and business operations workflows
• Advanced Microsoft Excel skills including data analysis, reporting, and spreadsheet development
• Experience supporting federally funded programs, grants, or government-funded initiatives
• Strong analytical and problem-solving skills with the ability to manage complex operational challenges
• Experience coordinating contracts, vendors, purchasing activities, or procurement-related processes
• Strong written and verbal communication skills with the ability to work effectively across multiple stakeholder groups
• Ability to manage multiple priorities and projects while maintaining accuracy and compliance

Preferred:

• Experience with PeopleSoft Financials
• Experience supporting nutrition, public health, commodities, or food assistance programs
• Knowledge of federal grant administration and compliance requirements
• Experience developing operational processes, documentation, and reporting frameworks
• Experience with project management and process improvement initiatives
• Experience working with state government agencies or public sector organizations
• Knowledge of commodities entitlement tracking and related program operations

Physical Demands 

• Ability to safely and successfully perform the essential job functions consistent with the ADA and other federal, state, and local standards
• Ability to conduct repetitive tasks on a computer, utilizing a mouse, keyboard, and monitor
• Must be able to communicate with customers/team members over the phone and in person
• Sedentary work that involves sitting or remaining stationary most of the time with occasional need to move around the office to attend meetings, etc.

The pay range for this position is listed above. Exact compensation may vary based on several factors, including location, experience, and education.
