Credence has an immediate need for a Detroit Arsenal Liaison Officer (DTA LNO) to serve as the onsite representative for Project Manager Positioning, Navigation, and Timing (PM PNT), providing integration support across the Detroit Arsenal enterprise.

Operating with a high degree of autonomy, the DTA LNO builds and maintains collaborative relationships with host-platform program offices, local prototyping facilities, technical teams, and senior leaders. The position is focused on accelerating capability fielding, reducing integration costs, identifying emerging risks, and resolving technical, schedule, funding, organizational, and process-related friction.

The successful candidate will be a proactive relationship-builder who can represent PM PNT’s priorities, navigate complex acquisition and integration environments, and identify issues before they affect program cost, schedule, or performance.

Host-Platform Representation

• Represent PM PNT at applicable host-platform Configuration Control Boards, working groups, technical interchange meetings, integration meetings, and recurring program synchronization events
• Communicate PM PNT’s technical, cost, schedule, and integration priorities to host-platform stakeholders
• Maintain awareness of host-platform decisions and activities that could affect current or future PNT integrations
• Ensure relevant decisions, risks, action items, and stakeholder concerns are communicated promptly to PM PNT leadership

Prototype and Production Monitoring

• Maintain direct onsite visibility into A-Kit orders, prototype builds, production activity, and delivery schedules at the Detroit Arsenal Prototype Integration Facility
• Monitor prototype and production progress to identify emerging technical, material, scheduling, or coordination issues
• Engage directly with facility personnel, engineering teams, and program stakeholders to clarify requirements and resolve discrepancies
• Provide PM PNT leadership with timely, accurate updates regarding build status, delivery projections, constraints, and dependencies

Testing and Installation Support

• Serve as PM PNT’s onsite representative during applicable testing activities and PNT equipment installations
• Observe testing and installation activities to identify technical issues, integration challenges, schedule impacts, and areas requiring additional coordination
• Facilitate communication among PM PNT, host-platform offices, test organizations, engineering teams, and installation personnel
• Track testing and installation issues through resolution and ensure that appropriate PM PNT stakeholders remain informed

Early Risk Identification and Reporting

• Identify unreported or emerging schedule delays, funding changes, technical risks, resource constraints, and stakeholder concerns before they reach formal reporting channels
• Evaluate the potential effect of identified risks on program cost, schedule, technical performance, and fielding objectives
• Provide clear, concise, and actionable risk information to PM PNT leadership
• Recommend appropriate mitigation strategies, leadership engagement, or follow-up actions

Process Improvement and Cost Reduction

• Assess host-platform workflows, approval processes, integration activities, and coordination practices
• Identify process inefficiencies, unnecessary handoffs, duplicative efforts, and avoidable delays
• Develop targeted recommendations to reduce non-recurring engineering costs, improve coordination, shorten integration timelines, and accelerate capability delivery
• Support implementation and evaluation of approved process improvements

Leadership Engagement

• Recognize situations in which unresolved friction or program risk requires O-5/O-6-level engagement
• Coordinate face-to-face discussions between CR PNT and host-platform leadership when senior-level intervention is appropriate
• Prepare leadership for engagements by clearly summarizing the issue, stakeholder positions, program impacts, and desired outcome
• Track decisions and action items resulting from leadership engagements

Organizational and Stakeholder Assessment

• Develop a strong understanding of the internal dynamics, priorities, concerns, decision-making processes, and attitudes within host-program offices
• Identify key stakeholders, influencers, decision-makers, and potential barriers to successful integration
• Provide PM PNT leadership with objective, professionally presented assessments of the local stakeholder environment
• Use organizational awareness to improve communication, strengthen relationships, and anticipate challenges

Issue Resolution and Relationship Management

• Proactively resolve routine discrepancies, interpersonal conflicts, competing priorities, and administrative or bureaucratic obstacles
• Build trusted working relationships across program offices, engineering organizations, test teams, production facilities, and leadership groups
• Facilitate productive communication among stakeholders with differing technical, organizational, or programmatic priorities
• Elevate issues when they cannot be resolved at the working level or present a material risk to the program

Advocacy for PM PNT

• Serve as a knowledgeable and credible advocate for PM PNT’s mission, priorities, requirements, and integration strategy
• Protect established cost and schedule baselines across current integrations, including MAPS and DME
• Support planning and stakeholder alignment for future integrations, including NorthStar and CMFF
• Ensure that PM PNT’s requirements and operational objectives are accurately understood and appropriately considered during host-platform decisions

Requirements

• Experience supporting Department of Defense acquisition, systems integration, platform integration, engineering, testing, production, or program-management activities
• Ability to represent a government program office in meetings with technical, acquisition, programmatic, and senior-leadership stakeholders
• Experience identifying and communicating cost, schedule, technical, funding, and organizational risks
• Demonstrated ability to operate independently in a complex, mission-focused environment
• Strong stakeholder-engagement, relationship-management, negotiation, and conflict-resolution skills
• Ability to understand technical and programmatic information and communicate it clearly to both working-level personnel and senior leaders
• Experience coordinating activities across multiple program offices, organizations, or functional disciplines
• Strong written and verbal communication skills
• Ability and willingness to work onsite at Detroit Arsenal on a near-full-time basis

Preferred Qualifications

• Previous experience supporting PM PNT or another Army program executive office or project-management organization.
• Familiarity with Army ground-vehicle platforms, PNT capabilities, platform integration, A-Kit development, prototype production, or fielding activities.
• Experience participating in Configuration Control Boards, technical working groups, integration meetings, test events, or prototype reviews.
• Knowledge of MAPS, DME, NorthStar, CMFF, or related PNT technologies and integration initiatives.
• Experience working within the Detroit Arsenal acquisition, engineering, testing, or prototyping environment.
• Familiarity with non-recurring engineering cost drivers and integration-process improvement.
• Experience briefing O-5/O-6-level military leaders, government executives, or senior program officials.

Work Environment

This position requires a sustained onsite presence within the Detroit Arsenal footprint. The DTA LNO must be available to attend in-person meetings, observe prototype and production activities, support local testing and installations, engage directly with host-platform stakeholders, and respond quickly to emerging integration issues.

Limited remote work may be available when consistent with mission requirements and management approval; however, candidates should expect this position to be performed onsite nearly 100% of the time.
