We are seeking an experienced, hands-on Senior Project Manager / Deputy Program Manager to support the implementation and delivery of a complex enterprise administration platform. This individual will help drive day-to-day program execution, coordinate work across multiple teams, and ensure functional requirements are successfully translated into system capabilities.
The ideal candidate combines strong project management leadership with practical experience implementing or supporting policy, claims, billing, pension, benefits, or similar enterprise administrative systems. This position requires someone who is comfortable managing details, resolving dependencies, and stepping in wherever needed to keep the program moving forward.
This is an active project leadership position—not solely a reporting or administrative role. The successful candidate will work directly with business, technical, QA, training, conversion, customer, partner, and advisory teams to coordinate execution, resolve obstacles, and keep delivery moving.
Approximately one week of travel per month is required.
Day-to-Day Responsibilities
- Support the Program Manager in the daily execution of assigned Mcare program areas.
- Keep assigned workstreams organized, moving, and aligned with the overall program schedule.
- Work directly with team members and workstream leads to clarify priorities, remove blockers, connect the appropriate stakeholders, and move issues from discussion to action.
- Manage the implementation of approved functional requirements from planning through development or configuration, testing, review, and completion.
- Coordinate handoffs and dependencies among business, technical, QA, training, conversion, customer, partner, and advisory teams.
- Maintain visibility into milestones, dependencies, risks, issues, open decisions, readiness activities, customer reviews, and program deliverables.
- Track evidence of completion and provide project documentation needed to support deliverable and invoice reviews.
- Prepare and maintain project artifacts, including status reports, action trackers, decision logs, RAID updates, workstream plans, schedules, and governance materials.
- Facilitate project meetings, working sessions, status reviews, and stakeholder discussions.
- Prepare updates for customer and internal leadership meetings.
- Document decisions, assign and track follow-up actions, and escalate issues with clear context and recommended next steps.
- Reinforce a collaborative, accountable, and consistent operating rhythm across program teams.
- Apply practical project management processes that support delivery and governance without introducing unnecessary administrative overhead.
- Support additional organizational initiatives as needed, including RFI and RFP responses, customer demonstrations, internal project management improvements, and coordination or configuration activities involving new products, features, or capabilities.
Requirements
Required Qualifications
- At least eight years of progressively responsible project management experience.
- Active Project Management Professional (PMP) certification.
- Previous experience implementing or supporting at least one of the following:
- Policy administration system
- Claims administration system
- Billing administration system
- Pension administration system
- Benefits administration system
- Comparable enterprise administrative platform
- Experience leading or coordinating complex enterprise software implementation or modernization projects.
- Demonstrated ability to manage functional requirements through implementation, testing, customer review, and acceptance.
- Experience coordinating dependencies across business, technical, QA, training, customer, vendor, and implementation teams.
- Strong understanding of project schedules, risks, issues, decisions, dependencies, deliverables, and readiness activities.
- Experience preparing executive-level status reports, governance materials, action trackers, and RAID documentation.
- Strong meeting facilitation, stakeholder communication, organization, and follow-through skills.
- Ability to work effectively within a remote and geographically distributed team.
- Willingness and ability to travel approximately one week per month, with additional travel when necessary.
Preferred Qualifications
- Direct experience with insurance or pension administration programs; experience with both is highly preferred.
- Previous Deputy Program Manager or senior workstream leadership experience.
- Experience with large-scale government technology modernization programs.
- Familiarity with government governance, procurement, documentation, deliverable, invoicing, and audit requirements.
- Experience overseeing QA, training, conversion, accessibility, release coordination, or implementation-readiness workstreams.
- Experience contributing to RFI or RFP responses and customer demonstrations.
- Familiarity with enterprise system configuration, product implementation, and data or document conversion.
