Avalere Health is seeking a Consultant to join our Policy practice. We rely on deep subject matter expertise and a sophisticated understanding of the business challenges facing our clients to assess how the evolving policy landscape impacts pharmaceutical manufacturers, health plans, providers, and patients.
Our team provides strategic advisory services and analytic support across regulatory analysis, health policy strategy, evidence generation and review, legislative analysis, and policy modeling using qualitative and quantitative research methods.
Consultants are critical members of the Policy practice, leading complex workstreams, managing multiple client engagements, and translating policy developments into actionable business strategies. They collaborate closely with project leaders and multidisciplinary experts to deliver high-quality client solutions while contributing to account growth, practice development, and the mentorship of junior team members.
A candidate's experience, expertise, and demonstrated consulting capabilities will determine whether they are hired at the Consultant I or Consultant II level.
What you'll do
Healthcare & Policy Expertise
- Serve as a trusted subject matter expert on federal and state healthcare policy issues affecting pharmaceutical manufacturers, biotechnology companies, health plans, providers, and other healthcare stakeholders.
- Monitor and analyze legislative, regulatory, and market developments, translating policy changes into meaningful business implications and strategic recommendations for clients.
- Develop expertise across key policy areas including Medicare Part B and Part D, the Medicare Drug Price Negotiation Program under the Inflation Reduction Act, Medicare Advantage, Medicaid, and the 340B Drug Pricing Program.
- Frame complex client challenges, synthesize diverse information sources, and develop practical, evidence-based strategic recommendations.
- Apply qualitative and quantitative analyses to generate actionable insights that address client business and/or policy objectives.
- Anticipate client needs and proactively identify areas in which Avalere can support such clients.
- Manage day-to-day client relationships across multiple engagements, serving as a trusted advisor and primary point of contact for designated workstreams and/or accounts.
- Present complex analyses and recommendations confidently to client audiences, including senior executives.
- Build long-term client relationships by delivering exceptional service, managing expectations, and identifying opportunities to expand engagements.
- Manage project workstreams or project teams to successfully deliver high-quality work products on time and within budget while balancing competing priorities across multiple engagements.
- Coordinate cross-functional teams and collaborate effectively with subject matter experts across Avalere Health.
- Review and guide the work of Associates and other project team members by providing initial guidance on project tasks and feedback on draft materials and integrating SME and project leads input into final deliverables.
- Translate complex policy analyses, research findings, and data into compelling, client-ready deliverables and executive-level presentations.
- Ensure recommendations are supported by rigorous evidence and communicated through clear, concise, and persuasive narratives.
- Distill complex and multi-faceted topics into clear and relevant points that can be conveyed to clients verbally and in writing
- Mentor, coach, and provide ongoing feedback to Associates and other junior team members.
- Review work products to ensure analytical rigor and high-quality client deliverables.
- Foster a collaborative, inclusive team environment and contribute to the continued growth of the Policy practice.
- Incorporate data-driven approaches and technology-enabled ways of working, including responsible use of AI and advanced analytical tools, to improve client outcomes and team efficiency.
- Identify innovative methods, products, or analytical approaches that enhance project delivery and client impact.

About you
Minimum Requirements
- Bachelor's or Master's degree in Health Policy, Public Policy, Law, Public Health, Health Economics, Healthcare Management, Public Administration, Business Administration, or a related field.
- 4+ years of relevant experience in healthcare consulting, pharmaceutical or biotechnology companies, health plans, advocacy organizations, government agencies, think tanks, or similar organizations.
- Strong knowledge of the U.S. healthcare policy landscape and its commercial implications, particularly Medicare Part B and Part D, Medicare Drug Price Negotiation under the Inflation Reduction Act, Medicare Advantage, Medicaid, and the 340B Drug Pricing Program.
- Demonstrated ability to translate complex policy analysis, research findings, and data into actionable business recommendations.
- Experience managing multiple concurrent projects, including budgets, timelines, scope, and client expectations.
- Excellent written, verbal, and presentation skills with the ability to communicate complex concepts clearly to technical and executive audiences.
- Strong analytical and strategic problem-solving capabilities with the ability to work independently with limited oversight.
- Experience developing client proposals, statements of work, or supporting business development activities.
- Experience leading client-facing presentations and executive discussions.
- Experience leveraging advanced Excel, visualization tools, AI-enabled workflows, or other analytical technologies to improve project outcomes
