The Community Restoration Evaluation Unit (CREU) is a specialized program within the Behavioral Health Division (BHD). The unit is responsible for managing Oregon’s statewide system for court‑ordered competency re‑evaluations for individuals placed in community restoration under ORS 161.

In this position, you will provide consultative, advanced operations and policy analysis that supports the Community Restoration Evaluation Unit (CREU) in meeting statutory and court‑ordered requirements for community restoration competency evaluations. You will strengthen CREU’s ability to operate as a reliable statewide program by advising on operational systems, policy alignment, and long‑range priorities that affect timeliness, consistency, and evaluation-related outcomes.

You will serve as a senior program and policy resource for significant program operations that affect BHD and a statewide behavioral health service structure by developing long-range plans, goals, objectives, implementation milestones, and policy recommendations; evaluating program effectiveness; and advising leadership on statutory, legislative, operational, and cross-system issues affecting community restoration evaluation services. This work supports the consistent, compliant, and sustainable statewide delivery of community restoration evaluation services.

What We Are Looking For

Minimum Qualifications: These qualifications must be reflected in your application for consideration.

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work.

OR;

Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.

• Skilled in producing high‑quality written reports, policy documents, and legislative briefings.
• Ability to design and implement system improvements, evaluate service models, and apply creative approaches to operational and policy challenges.
• Skilled in using data and feedback to inform decisions and modernize processes.
• Experience making sound decisions that uphold legal requirements, protect public resources, and maintain program integrity.
• Knowledge of Oregon public contracting laws, procurement rules, and contract administration practices; experience managing complex contracts, ensuring vendor compliance, and aligning resources with program goals and statutory mandates; and utilizing state budgeting practices, resource prioritization, and financial accountability.

• This is a hybrid (5% in-office) position. “Review Section 4: Working Conditions” in the position description (linked above) for more information.

• The salary listed is the non-PERS qualifying range. If the successful candidate qualifies for PERS, the salary range will increase by 6.95%. For more information, see the Classification and Compensation page.
