Clean Energy Supply Senior Lead - Energy and Sustainable Business Program

This is a hybrid position which requires 8 days per month in the office. You will be based in our office in WRI Indonesia, Jakarta. Existing work authorization is required at the time of application submission as WRI is unable to sponsor any visa work sponsorship for this position.

Program Overview

The Energy and Sustainable Business (ESB) program works to accelerate Indonesia’s transition toward a low-carbon economy while supporting continued economic development. In support of Indonesia’s net-zero emissions and energy transition goals, we work across both the demand and supply sides of the energy system: helping businesses reduce emissions and access cleaner energy, while also advancing the broader conditions needed to accelerate renewable energy deployment. In collaboration with industries and industrial parks, business associations, key ministries, PLN, financial institutions, and other partners, we provide technical assistance and capacity building to businesses, support policy and regulatory improvements that enable greater renewable energy integration into the grid, and help strengthen the investment ecosystem needed for renewable energy projects to scale. Combining policy and technical expertise with WRI’s convening power, the program seeks to bring together government, businesses, utilities, investors, and other stakeholders to translate Indonesia’s energy transition ambitions into concrete action, investment, and measurable emissions reductions.

The Clean Energy Supply (CES) is an intervention pillar under the ESB program aiming to ensure the availability and affordability of clean energy supply for all. It discuss key topics that are essential to enable a progressive energy regime, infrastructure, and business ecosystem supportive to more development of renewable energy across the country. Research topics include grid flexibility, green power procurement, integrated resources planning, renewable energy sources, and grid financing.

On green power procurement, we established the Clean Energy Investment Accelerator (CEIA) in 2017 as an innovative public-private partnership initiative that advances policy and financing frameworks to meet the clean energy needs of commercial and industrial energy consumers. We believe that as the largest energy consumer group, the commercial and industrial sector could use their buying power to drive energy transition through policy advocacy, business model and technology adoption. CEIA has led to our partnership with PLN since 2019 in diversifying green power procurement options to increase companies’ accessibility to credible renewable energy sources. The establishment of Renewable Energy Certificate (REC) by the end of 2019, followed by Green Energy as A Service in 2024 have marked important milestones in our efforts in briding companies’ aspiration with national priority. We continuously provide recommendation to improve green power products that will adjust to customers’ variety needs of clean energy, as well as the more robust international standards (e.g. GHG Protocol) and trade policies (e.g. CBAM). In support to 100 GWp solar PV plan by the government, the program is looking into diversifying more business model applicable to solar PV + BESS procurement where businesses can participate and achieve their RE targets.

On grid flexibility, we initiated a research on transport electrification impact to the Jakarta grid and how it will influence the future transport electrification planning in the city. We collaborate with the Cities Program to collect data, engage key stakeholders such as PLN and Transjakarta, and coordinate with the WRI Polsky Energy Center team to formulate global research on this topic. On integrated resources planning (IRP), we aim for national and subnational actors to be able to produce and use reliable and credible energy demand projections, which then enable more synchronized, adaptive, and reciprocal power planning in Indonesia. This will be done through increasing the availability of high-quality energy demand data, strengthening the modelling capacity of subnational government, and building a better coordination mechanism between key institutions to incorporate more accurate energy data. We collaborate with WRI India who has done successful intervention in several states in India.

We believe these interventions will play key roles in transforming the energy system and market. By making clean energy solutions more accessible and affordable for all, WRI Indonesia aims to increase Indonesia industry’s competitiveness in the market through greener operations and products which ultimately significantly contribute to Indonesia emissions reduction.

WRI Indonesia believe that sustainable development highlights the need for integrated approaches to finding solutions that are aligned with the challenge of achieving economic, social and environmental goals that are often interlinked. This can be daunting task, as the interlinkages are complex and context specific and depend, inter alia, on the issues under consideration, the geographic and temporal scales, sector of the industry, and the existing technologies. Therefore, the ESB program works across disciplines with the cities team, climate team and the ocean to combine low carbon technology systems, quantitative models, and other policy-making decision tools to achieve and support key national initiatives in Indonesia such as the acceleration of the achievement of national renewable energy targets and net zero ambition.

Job Highlight

The Clean Energy Supply Senior Lead will play a leading role in shaping and strengthening the program intervention and research agenda of WRI Indonesia’s ESB’s clean energy pillar, contributing to the overarching WRI’s energy pillar’s goals and impact targets. The role will provide strategic and technical leadership accross a range of clean energy supply topic, including green power procurement, grid flexibility, integrated resources planning, solar PV and BESS, energy tariff, transport and power integration.

On day-to-day basis, the role will report directly to the Senior Manager for Energy and Sustainable Business while working closely with Clean Energy Demand and the ESB research team to strategize research priorities and workplan, identify research gaps and opportunities, coordinate the team’s research execution, engage with keystakeholders, and ensure the timely delivery of high-quality research outputs in line with WRI standards. Furthermore, the role will coordinate with WRI’s Polsky Energy Center and other WRI country offices to strengthen research collaboration and knowledge exchange on clean energy supply.

This position will be based in Jakarta with office-flex working arrangement and the possibility of doing travel. What You Will Do

Research & Development

• Provide direction and strategic insights to the development of CES pillar project interventions and research
• Lead and facilitate policy and technical studies to produce policy recommendation or technical guideline in the field of (but not limited to) corporate renewable energy procurement, energy transition for industrial decarbonization, integrated resource planning, energy tariff, grid flexibility and storage.
• Oversee CES research quality and alignment across topics in the WRI’s energy and sustainable business portfolio
• Co-develop technical analyses on green power procurement to provide insights/technical assistance to utility/corporates and relevant ministries
• Lead and oversee coordination with subject matter experts (e.g. consultants/experts, universities, governments, research institutions) to produce research products
• Lead strategic discussions relevant to the advancement of WRI’s CES research excellence and portfolio expansion, and its alignment to the broader WRI Energy and Sustainable Business Program
• Regularly coordinate with WRI Polsky Energy Center’s CES Pillar Lead to provide update and maintain support from global or other international offices.
• Contribute to develop WRI Indonesia’s communication product such as blogpost and brief writings to advance the impact of Energy and Sustainability Business initiatives in coordination with Communications team.

Projects Management and Engagement

• Work with project leads to oversee the overall implementation and budget spending of CES projects and ensure its achievement according to donor requirements and WRI Indonesia standard
• Provide day-to-day leadership to the CES team, including assignment of responsibilities, performance monitoring, coaching, coordination, and problem-solving.
• Monitor CES research results and impacts by working collaboratively with WRI’s monitoring and evaluation, and communication team
• Oversee external experts, consultants, and service providers supporting the CES activities.
• Contribute in proposal writing and reporting to donors
• Serve as the senior representative of the ESB program in engagements with donors, government institutions, PLN, financial institutions, investors, developers, corporate stakeholders, and other partners.
• Develop and maintain strategic collaboration and partnerships that can strengthen CES interventions and project implementation

What You Will Need

• Bachelor’s Degree in Energy Economics, Economics, Energy System, Natural Resources Management or related field of study. Master’s degree is preferred.
• Minimum 6 (six) years of experience working in the issue of renewable energy, power systems, energy transition, or other closely related field.
• Proven in-depth knowledge of renewable energy and power sector issues, with experience in areas such as renewable energy procurement, power system planning, grid flexibility, energy storage, energy markets and tariffs, or industrial energy transition.
• Demonstrated experience in designing and overseeing robust, transparent, and reproducible data collection and analysis processes, with appropriate consideration of impact to people, nature, and climate, and clear documentation accessible to relevant team members and reviewers
• Strong ability to formulate research questions, select appropriate research approaches, and lead literature reviews and evidence synthesis to generate robust and relevant findings
• Ability to communicate research approaches and findings effectively to both technical and non-technical audience, and to integrate research with engagement and communications activities to translate evidence into clear and actionable insights and achieve intended outcomes.
• Strong ability to work independently and collaboratively, manage competing priorities, and maintain effective coordination and positive working relationship with team member and external counterparts.
• Strong organizational and time management skills, with the ability to adapt to changing priorities, manage multiple assignments and deadlines, and deliver high-quality work product.
• Business proficiency in Bahasa Indonesia and English
• Ability and willingness to travel as assigned.
• Legally able to work in Indonesia
  

Contract Arrangement 

Full-time with fixed-term employment agreement for 6 (six) months with a possibility of extension up to 31 December 2027 subject to individual performance, project needs, and budget availability.
