Job Summary:
Inspection Service Contract Attorneys Provide counsel, assistance, and consultation to Inspection Service Counsel and management in matters involving Inspection Service programs and policies on a nationwide basis. This may involve general legal advice across several functional areas or may be focused on one specific area of proactivity depending on the assignment. The functional areas include operational policies, procedures, and personnel matters. Guidance and consultation may be on policy related issues involving criminal, civil, administrative, mail security, and personnel matters as well as training.
Essential Functions and Responsibilities:
- Functional knowledge of USPS policies, procedures, jurisdiction, and federal law enforcement investigations. In depth perspective on the history and development of policies, programs, and procedures.
- Demonstrated extensive experience in developing and presenting training related to federal law enforcement.
- Litigation experience in civil and criminal cases and administrative matters involving Federal agency policies, procedures, and personnel.
- Demonstrated ability to interact with management officials of USPS, DOJ and other partners on investigative and mail security related matters.
- Knowledge and demonstrated ability in interagency law enforcement projects, negotiating, drafting, and reviewing memorandums of understanding with various law enforcement agencies, other government entities, and non-governmental organizations.
- Experience in mail fraud, money laundering, structuring, prohibited mailings, and related investigations.
- Knowledge and experience in Criminal/Civil Asset Forfeiture law and the policies and procedures of the DOJ Asset Forfeiture Program.
- Proven ability to develop and deliver effective training in the area of consumer mail fraud, forfeiture, prohibited mailings and general legal education.
- Thorough working knowledge of employment law issues related to discipline, EEO and MSPB related litigation and collective bargaining issues.
Work Duties and Tasks/Including but not limited to:
Litigation Consultation
- Provide litigation consultation and support on complex litigation matters involving USPIS and USPS.
Legal Training
- Develop and deliver training materials. Provide training and counsel to inspection service personnel on policy and procedures involving human resource and employment law issues.
Labor Law
- Support the Office of Counsel’s Labor Law litigation team, providing advice and expertise on litigation strategies, corrective actions, and other labor law matters.
Policy Review & Development
- Support the development of organizational policies and procedures, reviewing and editing drafts, and applying legal knowledge and expertise to the process.
Reporting Responsibilities
- Provide oral briefings as requested by the Inspection Service Counsel to various personnel within the Postal Service. Prepare written reports as well as other types of media.

- Complete and deliver all assignments and work product in a timely and professional manner.
Minimum Qualifications & Skills:
- Juris Doctorate from an accredited law school and a member in good standing of a state bar.
Clearance:
Applicants selected may be subject to a government background investigation and may be required to meet the following conditions of employment.
Security Requirements/Background Investigation Requirements:
- Must be a U.S Citizen.
- Favorable credit check for all cleared positions
- Successfully passing a background investigation including drug screening.
- Residency requirement - 3 consecutive years in the last 5 years.
Physical Requirements/Working Conditions:
- Standing/Walking/Mobility: Must have mobility to attend meetings with other managers and employees.
- Climbing/Stooping/Kneeling: 10% of the time.
- Lifting/Pulling/Pushing: 10%
- Fingering/Grasping/Feeling: Must be able to write, type, and use a telephone system 100% of the time.
- Sitting: Sitting for prolonged and extended periods of time.
