You will be a part of HPB's Integrated Outreach team, which aims to make healthy living a part of everyday life in Singapore. We do so by activating communities, empowering community leaders, and building a strong network of volunteers who champion healthier lifestyles within their neighbourhoods.
This transformative work shifts HPB's role from traditional programme provider to community enabler, embedding health promotion into citizens' lived environments across entire neighbourhoods. Through strategic community partnerships, place-based outreach, and volunteer mobilisation, we seek to foster sustainable health behaviours and stronger community ownership of health.
We are seeking a dynamic and strategic Assistant Director to drive strategies for place-based community health efforts, oversee the Health Ambassador Network (HAN), one of HPB's key volunteer platforms, and contribute to the division’s wider community outreach and partnership efforts. The role requires a proactive and agile individual who can connect insights across data, programmes, partners and ground operations; translate them into coherent strategies; and drive these strategies through to implementation and measurable outcomes.
[What you will be working on]
As a key member of Integrated Outreach team, you will be responsible for the following areas:
Strategic Planning and Performance
- You will lead the strategy for place-based community health efforts at the regional level, translating organisational priorities, population health needs and ground insights into actionable plans.
- You will proactively identify emerging issues and opportunities, connect insights across programmes, partners and communities, and develop integrated responses that advance HPB’s strategic objectives.
- You will use data, research and implementation learning to shape strategies, assess effectiveness and recommend timely course corrections and resource priorities.
- You will drive strategies from concept to implementation by aligning stakeholders, establishing clear delivery plans and ensuring sustained follow-through.
- You will provide guidance to officers involved in community outreach and volunteer management initiatives.
Community Outreach & Partnerships
- You will oversee the implementation and continuous improvement of community engagement and outreach strategies across the eastern region.
- You will build and drive partnerships with community stakeholders, grassroots organisations, healthcare partners, government agencies and other collaborators to advance HPB's health promotion goals.
- You will represent HPB in engagements and discussions with community leaders, partners and senior stakeholders to strengthen community ownership of health.
Volunteer Management & Engagement
- You will oversee the Health Ambassador Network (HAN), including volunteer recruitment, engagement, capability development, deployment, recognition and retention strategies.
- You will shape the strategic direction of HPB’s volunteer ecosystem, identifying opportunities to expand participation, enhance the volunteer experience and develop innovative engagement models and partnerships.
[What we are looking for]
An ideal candidate will be a proactive, resourceful and outcome-oriented leader with at least 8 years of relevant working experience, including 3 years in supervisory roles.
The candidate should connect the dots across complex issues and be equally comfortable shaping strategy and driving implementation. Experience in project and volunteer management will be an added advantage.
The candidate should also possess:
- Proven experience in stakeholder engagement, community development, volunteer management, programme management, or partnership development.
- Strong ability to build strategic partnerships and influence stakeholders across government, healthcare, community, and volunteer sectors.
- Strong strategic thinking, problem-solving, and analytical capabilities, with the ability to translate data and insights into actionable strategies.
- Strong organisational and operational management skills, with the ability to lead complex initiatives and drive outcomes in a dynamic environment.
- Excellent written, presentation, and communication skills, with confidence engaging senior stakeholders.
- Self-motivated, adaptable, and comfortable navigating ambiguity, complexity, and change.
Successful candidates will be offered a 2-year contract in the first instance.
