[What the role is]

The Operations Planning and Monitoring Department (OPMD) spearheads strategic operations planning, monitoring and coordination within the Place Management and Operations Division (PMOD). Working closely with the operational teams, OPMD maintains and refines Concept of Operations (CONOPS) and operational frameworks, while leveraging data and sensing capabilities to support anticipatory operations, operational oversight and evidence-based decision-making.

OPMD also strengthens operational readiness, emergency preparedness and forward planning, while supporting key public cleanliness and hygiene initiatives such as Clean Tables, Clean Toilets and the Environmental Sanitation (ES) Regime. The department works with operational teams, and relevant stakeholders to support effective and resilient operations.

[What you will be working on]

As Assistant Director (Operations Planning and Monitoring), you will:

Lead a team responsible for operations planning, performance monitoring, emergency preparedness and anticipatory operations within PMOD. Working closely with operational teams, you will translate Divisional priorities into operational plans and frameworks, coordinate implementation, and provide management with an integrated view of operational performance, risks and emerging developments.

You will drive PMOD’s forward planning and operational readiness capabilities, including sensing and horizon scanning, scenario and contingency planning, business continuity and emergency preparedness while leveraging data, AI and technology to support effective and resilient operations across markets and hawker centres.

You will be responsible for the following:

• Review and refine the Concept of Operations (CONOPS) and operational frameworks, translating policies and management priorities into practical guidelines, responses and escalation protocols, and facilitating coordinated implementation across operational teams.

• Drive operational performance monitoring and reporting, developing management indicators, dashboards and reporting arrangements to provide an integrated view of operations, and analysing performance, ground feedback, risks and emerging issues to support timely management decisions and follow-up actions.

• Develop anticipatory operations capabilities through sensing, horizon scanning and analysis of emerging trends, threats and operational risks, translating these insights into forward plans, mitigation measures and recommendations to support early management intervention.

• Strengthen emergency preparedness, operational readiness and business continuity across markets and hawker centres, including scenario and contingency planning, development and review of response plans, activation and escalation arrangements to support coordinated responses to potential disruptions.

• Maintain an integrated operational readiness picture by consolidating information on emerging risks, potential impacts, dependencies, and capability requirements, and provide timely assessments and recommendations to support decisions on preparedness and response measures.

• Drive the adoption of data, AI and technology-enabled solutions, including sensing, remote monitoring and automation, to enhance situational awareness, anticipatory operations, and operational planning.

[What we are looking for]

The job might be for you if you possess the following qualities:

• At least 6 years’ experience in operations planning, operations management and emergency preparedness.

• Prior experience in government procurement and contract management would be an advantage.

• Strong analytical, planning and problem-solving skills, with the ability to assess operational issues, draw insights from data and translate them into practical recommendations and actions.

• Strong project and stakeholder management skills, with the ability to coordinate multiple workstreams and work effectively with internal teams and other stakeholders.

• Good written and verbal communication skills, with the ability to present issues and recommendations clearly to different audiences.

• Meticulous and organised, with the ability to manage competing priorities and deliver quality work within tight timelines.

• Able to work independently, collaboratively and take ownership of assignments from planning through to implementation and follow-up.

• Self-driven, resourceful and adaptable, with an interest in continually improving operational processes and service delivery.

• Comfortable working with data, AI and technology-enabled solutions to support operational planning, monitoring and decision-making.

• Proficient in Microsoft Office applications. Experience with data visualisation, dashboarding or other digital tools would be an advantage.

• Able to work beyond normal office hours, including weekends, when operational needs arise.
