The Capital Markets Analyst supports the execution and processing of multifamily commercial loan transactions across a broad range of capital sources, including Agency lenders (Fannie Mae and Freddie Mac), banks, life insurance companies, debt funds, and CMBS lenders. This role plays a key part in coordinating underwriting, due diligence, lender communications, and closing activities for acquisition, refinance, supplemental, and portfolio financing transactions.
The Analyst works closely with cross‑functional internal teams—including accounting, investor relations, asset management, property management, construction management, risk management, and systems support—to ensure transactions progress efficiently and accurately from origination through closing.

Job Summary:
The Senior Program Controls Analyst is a crucial member of the Program Planning & Controls team, working closely with the department senior manager and Program Controls Cost and Scheduling analysts to ensure cost-schedule integration, effective program planning, and disciplined execution across a dynamic portfolio of programs. These programs serve DoD, NASA, and commercial customers, encompassing Firm-Fixed Price, Cost-Plus, and commercial contracts, some of which necessitate ANSI/EIA-748-compliant Earned Value Management Systems (EVMS).
In addition to supporting daily program controls and performance management, this role acts as a vital driver for the transition implementation of a corporate tools initiative that transitions our legacy business forecasting and planning tools to a single enterprise solution: ForProject, along with its reporting add-on, Empower.
The Senior Program Controls Analyst will interface with corporate finance, ensuring that program-level financial performance aligns with and supports the overall business. The Senior Program Controls Analyst also helps ensure that program tools, reporting practices, and processes are compatible with and contribute to the organization's broader financial health and planning.
The position reports to the Senior Business Operations Manager and is part of the Business Operations department based in San Diego, CA. This role is fully onsite.

Preferred Qualifications:
The good faith base salary range for this role is $95,000–$135,000 at the time of this posting. Where you fall within the range depends on your experience, skills, and location. This range reflects base salary only and does not include benefits or bonus/incentive. This range may be adjusted in the future.

Reporting to the Senior Director, Market Optimization & Trading, the Manager of CRR & FTR Trading is responsible for developing, executing, and optimizing Clearway’s congestion management strategies through active participation in ERCOT and CAISO’s Congestion Revenue Rights (CRR) and Day-Ahead markets and the PJM Financial Transmission Right (FTR). This role focuses on identifying, analyzing, and monetizing congestion opportunities while managing the company’s nodal risk and basis exposure across its generation portfolio. This role will also be tasked with developing hedging and risk management strategies across other parts of the portfolio.
