We are seeking a detail-oriented and proactive Project Manager to lead, oversee, and coordinate stormwater/water resources infrastructure projects from inception to completion. The ideal candidate will have a strong background in project management and civil engineering principles, hydrologic and hydraulic modeling, preparation of technical drainage studies, stormwater infrastructure design and the development of construction documents, with a focus on ensuring projects are delivered on time, within budget, and in compliance with all regulatory requirements.

As a leadership position within the company, the Project Manager promotes and develops new and repeat business opportunities that are in alignment with Lumos & Associates' strategies and goals.

Responsibilities

• Provide supervision and guidance for overall objectives, critical issues, new concepts, and policy matters within team,
• Consult with Group Manager and Engineering Director concerning unusual project situations and obtain approvals as appropriate.
• Provide leadership in the development of new business and promoting repeat and referral business with existing clients.
• Prepare and review project proposals, qualification statements, promotional materials, and professional services agreements.
• Lead and coordinate project teams, including engineers, designers, and technical staff.
• Develop project scopes, schedules, budgets, and monitor progress to ensure timely completion.
• Serve as the primary point of contact for clients, regulatory agencies, and stakeholders.
• Lead the analysis and preparation of technical drainage reports for diverse projects including open channels, closed conduit systems, drainage master planning, erosion control and water quality improvements, stormwater pump stations, green infrastructure planning and design, and transportation drainage design.
• Oversee the preparation of construction documents for stormwater/water resources infrastructure projects including project management, project design, construction specifications, construction cost estimates, bidding assistance and construction services in compliance with local, state, and federal regulations.
• Perform watershed and stormwater system master planning and develop capital improvement or mitigation projects.
• Conduct project meetings, including client meetings, progress updates, and coordination with contractors and subcontractors.
• Perform hydrologic and hydraulic analysis and ensure design compliance with environmental and engineering standards.
• Conduct regional flood planning, and preparation and review of FEMA flood studies as well as CLOMRs and LOMRs.
• Oversee the preparation of technical documentation and presentations for clients and regulatory bodies.
• Ensure projects comply with environmental regulations and sustainable design practices, including low-impact development (LID) techniques.
• Provide leadership and mentorship to junior engineers and project team members.
• Manage project risks, resolve technical issues, and ensure quality control throughout the project lifecycle.

Requirements

• Bachelor's degree from four-year College or University with emphasis in Civil or Environmental Engineering.
• 8+ years of progressive experience in relevant water resources engineering consulting/project management.
• Registered as a Professional Civil Engineer in Nevada/California/Idaho; ability to obtain Professional Civil Engineering license in resident state within 6 months of hire date.
• Proven expertise in developing and managing new business opportunities and client proposals.
• Proven experience managing stormwater management projects, including design, permitting, and implementation.
• Proficiency in stormwater modeling and design software (e.g., HEC-RAS, HEC-HMS, SWMM, StormCAD, HY-8, AutoCAD, HydroCAD). Experience with advanced H&H modeling software including Infoworks ICM, XP-SWMM, two-dimensional modeling packages is preferred.
• GIS proficiency (ArcGIS or similar).
• Strong knowledge of hydrology and hydraulics principles
• Familiarity with FEMA floodplain mapping, CLOMR/LOMR processes.
• In-depth understanding of local, state, and federal stormwater design standards, regulations, and permitting processes.
• Proven experience successfully building trust, empowering people/teams, and making cross-functional cooperation happen in a highly engaged manner.
• Prior experience in managing a staff (supervise, train, coach, develop, motivate, interview, hire, terminate) and lead by example.
• Valid driver’s license with a clean driving record (3 or fewer demerit points).

The QA/QC Field Engineer is an integral member of the on-site Quality team, providing essential support throughout the full lifecycle of the construction project. Working closely with site leadership and cross-functional teams, this role is responsible for managing day-to-day quality control activities on site, from preconstruction document review through to construction, commissioning, and punch list closure. The QA/QC Field Engineer is on the front line in identifying, preventing, and resolving technical issues across multiple scopes in a complex, mission-critical environment, collaborating directly with design professionals, clients, trade contractors, and craftspeople to maintain the highest standards of quality and compliance.

Responsibilities:

• Schedule and coordinate inspectors, trade contractors, and associated personnel to support efficient quality control workflows across the project.
• Perform on-site inspections across assigned scopes throughout all phases of the project including construction, commissioning, and punch list.
• Attend and contribute to QA/QC meetings and Quality Team meetings, providing detailed updates on inspection findings and open issues.
• Ensure all trade contractors are operating in accordance with their approved QA/QC plans and installing work in compliance with project documents, applicable codes and standards, and best work practices.
• Perform on-site inspections of Owner Furnished Equipment as required.
• Interpret and verify installations for compliance with local authority permitting, applicable codes, and site-specific specifications.
• Collaborate closely with clients, architects, engineers, consultants, and subcontractors to address complex coordination issues and bring all quality issues to closure.
• Provide clear and timely communication across all channels – verbal, written, and electronic – to keep all stakeholders informed of quality status and outstanding items.

Skills Required:

• Minimum 4 years’ experience in a construction QA/QC role.
• Demonstrated experience conducting on-site inspections and managing quality control processes across construction phases.
• Experience reviewing and interpreting construction documents, specifications, and applicable codes and standards.
• Strong commitment to quality compliance with OSHA standards and site-specific safety requirements.
• Ability to work closely and collaboratively with trade and craft personnel in a field environment, maintaining professionalism and a cooperative attitude under pressure.

Position Description

Oklo is seeking a Construction Field Engineer / Construction Supervisor to support onsite execution of first-of-a-kind advanced nuclear and infrastructure projects, including Aurora at INL, the Meitner facility, and other projects as assigned. This role is field-forward and execution-driven, providing direct support to the Oklo CPM and broader project team across construction planning, field oversight, technical administration, and turnover.

The ideal candidate brings strong hands-on construction experience, comfort operating in regulated and high-consequence environments, and the ability to bridge engineering, quality, safety, and craft execution. This role is critical to ensuring construction activities are executed safely, compliantly, and in alignment with design, quality, and schedule objectives.

This is an on-site position in Idaho Falls, ID. 

Specific responsibilities may include:

Field Execution & Construction Oversight

• Support daily field execution activities across civil, structural, mechanical, electrical, and specialty subcontract scopes
• Perform construction supervision, field inspections, and oversight to verify work is executed in accordance with drawings, specifications, codes, and approved procedures
• Support receipt inspection of materials and equipment, verifying compliance with procurement requirements, certifications, and quality documentation
• Assist with site logistics planning, laydown coordination, access control, and work sequencing
• Coordinate onsite activities between subcontractors, Oklo CPM, engineering, quality, safety, and operations
• Monitor construction progress, identify field constraints, and proactively escalate issues impacting safety, quality, cost, or schedule
• Support verification of material traceability, storage requirements, and preservation controls in accordance with quality requirements
• Assist with work package readiness, including verification of approved drawings, permits, inspections, and prerequisite work
• Support field walkdowns, pre-task planning, daily coordination meetings, and shift turnovers
• Assist with resolution of field-generated issues, including constructability concerns, access constraints, and sequencing conflicts
• Support site housekeeping, work area control, and compliance with site-specific safety and security requirements

Construction Administration & Technical Support

• Support design and construction document control, including:
• Requests for Information (RFIs)
• Submittals and shop drawings
• Construction tracking logs (RFIs, submittals, NCRs, punchlist, inspections)
• Assist with constructability reviews and design reviews in coordination with engineering and quality teams
• Support development, implementation, and execution of Inspection and Test Plans (ITPs)
• Coordinate and participate in inspections with Quality Assurance, third-party inspectors, and Authority Having Jurisdiction (AHJ) representatives as required

Quality, Safety & Compliance

• Support implementation of Integrated Safety Management System (ISMS), Conduct of Construction, and site-specific safety requirements
• Verify work is performed in compliance with applicable codes, standards, permits, and regulatory requirements
• Assist with identification, documentation, and resolution of quality issues and nonconformances
• Promote a strong safety culture through field presence, engagement, and adherence to approved work practices

Turnover, Testing & Closeout

• Support testing, commissioning, and turnover activities for completed systems and structures
• Assist with compilation, review, and validation of turnover documentation packages
• Track punchlist completion and support readiness for beneficial use and operational handover
• Coordinate with engineering, quality, and operations to ensure acceptance criteria are met

General Project Support

• Provide direct support to the Oklo CPM with planning, reporting, and administrative tasks as required
• Support schedule updates through field input and progress verification
• Assist with cost awareness, change identification, and field-driven issue resolution
• Participate in continuous improvement of construction processes, field workflows, and documentation standards

Minimum Qualifications:

• 8+ years of construction experience across heavy civil, infrastructure, industrial, or mission-critical facilities
• Experience supporting construction activities in regulated or high-consequence environments (DOE, nuclear, aerospace, industrial, or similar)
• Strong understanding of construction drawings, specifications, means and methods
• Experience with RFIs, submittals, inspections, ITPs, and turnover documentation
• Proven ability to coordinate field activities across multiple disciplines and stakeholders
• OSHA 30 required; additional safety and quality certifications a plus
• Must be based in or relocate to work onsite in Idaho Falls; travel to other Oklo project locations as needed
