Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.
The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.
The Outbreak Prevention and Response Officer- multisectoral coordination and community health systems will support Haiti’s effort to prevent, detect and respond to infectious disease threats, aligned with the US Department of State’s America First Global Health Strategy and Global Health security priorities in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives. The position will strengthen multisectoral collaboration and the integration of the polyvalent community health workers in surveillance, early warning, and community resilience
The role supports the assessment, design, coordination, and implementation of an integrated, inclusive, and operational approach to outbreak prevention, detection, and response aligned with national policies and the US priorities. The position supports implementation of evidence-based interventions consistent with the Multisectoral Health Framework approach.
COMMUNICATIONS
REPORTING:
The Outbreak Prevention and Response Officer will provide a detailed monthly report to the U.S. Department of State at the end of each month. Additionally, the Advisor may be required to submit additional reports at the discretion of the U.S. Department of State and LEAP Global. The format for reporting may be adjusted with concurrence from the COR.

● Provide high-level advisory support to the Ministry of Public Health and Population (MSPP/DPSPE) to shape national strategies, policies, and priorities for outbreak prevention, detection, and response, ensuring alignment with global health security objectives and U.S. Government priorities.
● Lead the design and oversight of integrated, evidence-based approaches to strengthen community surveillance systems, early warning mechanisms, and outbreak response capacities at national and subnational levels.
● Guide the identification and prioritization of high-impact public health threats, including those with regional and cross-border implications, using advanced data analytics and risk-based frameworks.
● Oversee the development and implementation of scalable, cost-effective strategies and tools (e.g., WASH-FIT, community-based surveillance, health information systems), ensuring sustainability and government ownership.
● Lead the development of national health promotion and evidence-based communication strategies to drive behavior change, strengthen community trust, and improve outbreak response outcomes.
● Serve as a senior convener to strengthen coordination across human and animal health sectors, government entities, civil society, faith-based organizations, and private sector partners, in line with the Multisectoral Health Framework.
● Provide strategic guidance to strengthen and institutionalize workforce development initiatives, including the Field Epidemiology Training Program (FETP), ensuring long-term sustainability and integration into national systems.
● Advise on the effective integration, training, and deployment of community health workers and field epidemiologists to enhance early detection, reporting, and community-level response.
● Champion results-driven programming by establishing robust monitoring, evaluation, and learning frameworks, and promoting transparency and accountability across all interventions.
● Represent the program at high-level technical forums, facilitate stakeholder consultations, and lead the validation and dissemination of national strategies, tools, and guidelines.
● Provide strategic oversight for risk communication and community engagement efforts to ensure culturally appropriate, evidence-based messaging during public health emergencies.
COMMUNICATIONS:
● Regular conference calls with multisectoral stakeholders, U.S. Embassy and GHSD Washington to review progress, discuss activities and address emerging issues.
● The Senior Advisor should provide information and avail him/herself for calls/meetings with the State Department/U.S. Embassy as requested.
● The advisor will provide monthly reports to US Embassy/U.S. Department of State
REPORTING:
The Senior Advisor will provide a detailed monthly report to the U.S. Department of State Haiti Health Team Lead and Infectious disease submitted by the 5th day of the following month. Additionally, the Advisor will submit a weekly progress report to the Haiti health foreign assistance team to include outbreak progression details, and a short paragraph about main accomplishments for that week and top priorities for the week ahead.
Qualifications
● Minimum of a master’s degree in public health, infectious disease, epidemiology, ecology, veterinary medicine or a related field.
● At least seven (7) years of public health and/or animal health and/or related experience in developing countries including at least three (3) years of experience working with USG or other donor on international public health outbreaks.
● Verbal and written professional proficiency in French and intermediate written English;
Preferred Qualifications
● Training in Field Epidemiology (FETP), infectious disease, Evidence-based Communication, or WASH/IPC preferred.
● Demonstrated leadership in multisectoral coordination, national-level strategy development, and large-scale program oversight.
● Proven ability to influence policy, manage high-level stakeholders, and lead complex, multi-partner initiatives.
● Demonstrated experience strengthening multi-sectoral coordination, CBS/EWS, and health promotion/Evidence-based communications at national.
● Hands-on experience working with CHWs and departmental health teams.
● Experience collaborating with MSPP, CDC, USG or similar.
● Experience in PEPFAR, PMI and other multilateral infectious disease and epidemic control programs.

General Description of the Programme
GOAL is an international humanitarian agency established in 1977 and currently operational in 13 countries world-wide. GOAL has an annual budget of approximately €130m and is supported by a range of donors including the Irish Government, UK Government, USAID and the European Union.
GOAL has been operating in Haiti since the country was devastated by a major earthquake in January 2010. GOAL is transitioning to a much longer-term programming approach linking relief and recovery to development through an integrated community-led development programme approach. GOAL Haiti has developed a strong focus on urban development and building of resilience within urban communities. The EU has recently launched an urban development programme under the 11th FED: URBAYITI. This program aims at improving resilience, infrastructures and services of three communes in Haiti.
Overview of the role
The Financial Controller is responsible for the financial management, internal control systems, management of funds, and reporting requirements of the organization. In particular the successful candidate will ensure timely submission of required donors reports, monthly management accounts to GOAL Dublin, statutory reports and other ad hoc reporting to relevant authorities, as well as budget preparation and monitoring of the programme. As a key member of the senior management team, the Financial Controller will contribute to the overall development and running of the country programme.
