Description du poste

Ce rôle assure la précision et la cohérence des données dans Roster/CLIF en identifiant et en corrigeant les erreurs, en réconciliant les dossiers des agriculteurs (commandes et livraisons) et en générant des rapports pour soutenir la prise de décision opérationnelle et stratégique.

Le titulaire du poste contribue directement à l'amélioration de la qualité des données, à l'efficacité opérationnelle en rationalisant les processus entre les départements, et à l'impact sur les agriculteurs en s'assurant qu'ils reçoivent les bons services.

Responsabilités

Gestion des systèmes et de CLIF

• Créer les produits de prêt dans Fineract et configurer les offres dans Odoo.
• Gérer la création des agriculteurs et les affectations aux groupes/sites/collines dans Roster/CLIF.
• Gérer les téléchargements (uploads) des commandes et livraisons dans CLIF.
• Identifier et corriger les erreurs dues aux téléchargements(uploads), créer des tickets pour tout problème système et signaler les problèmes au responsable direct.

Nettoyage des données et identification des erreurs

• Détecter, signaler et suivre la résolution des problèmes liés aux données dans Roster/CLIF, y compris les entrées en double, les transferts incorrects et les mauvaises configurations d'affectation.
• Identifier et corriger les noms d'agriculteurs erronés pour assurer l'alignement avec la documentation officielle et les dossiers de terrain.
• Communiquer et faire rapport sur les erreurs à la direction et au personnel respectif de la CDM, du Recouvrement, du Centre d'appels et des Enquêtes de cas.

Validation et réconciliation des dossiers agriculteurs

• Identifier les dossiers d'agriculteurs manquants dans les contrats d'enrôlement et de distribution et prendre des mesures pour les compléter ou les corriger.
• Faciliter la création de nouveaux dossiers d'agriculteurs dans CLIF sur la base d'une documentation vérifiée.
• Collaborer avec les enquêteurs de cas, les bookkeepers et le centre d'appels pour valider les écarts dans les informations des agriculteurs.

Collaboration inter-fonctionnelle et supervision

• Servir de lien entre les équipes de terrain, les bookkeepers, les agents du centre d'appels et les enquêteurs de cas pour coordonner et superviser les corrections de données.
• Suivre les demandes de correction de l'initiation à l'achèvement pour assurer des mises à jour précises et opportunes dans CLIF.
• Collaborer avec l'équipe Finance et Stratégie (FAS) pour réconcilier et rapporter les chiffres de revenus, en assurant l'alignement avec les relevés bancaires.
• Utiliser des outils tels que Power BI, Tableau et autres pour développer des rapports conviviaux pour les parties prenantes, clairs et adaptés aux besoins de l'équipe.

Reporting et communication des données

• Générer des rapports quotidiens pour la direction afin de soutenir la prise de décision rapide et la supervision opérationnelle.
• Produire des rapports hebdomadaires adaptés à la direction et aux équipes de terrain, mettant en évidence les indicateurs clés de performance et les progrès des activités.
• Créer des rapports programmés tels que les factures et les résumés de revenus pour l'équipe de terrain et pour la communication avec les agriculteurs.

Gestion d'équipe

• Gérer et développer une équipe composée de 1 employé JL5 (Coordinateur CDM), 4 employés JL3 (Superviseurs CDM) et plus de 20 employés occasionnels.
• Mettre en œuvre des méthodes basées sur les données pour mesurer la performance de l'équipe, fixer des objectifs quotidiens/hebdomadaires et suivre les progrès de manière cohérente.
• Identifier des gains d'efficacité dans le travail d'équipe et faire des recommandations sur les besoins en personnel/ressources pour répondre à la demande.
• Trouver des moyens créatifs de motiver l'équipe et responsabiliser les membres qui n'atteignent pas les objectifs.

Nous recherchons un professionnel passionné avec une expérience de 2 a 4 ans dans la gestion de données et d'équipe. Les candidats qui répondent aux critères suivants sont vivement encouragés à postuler :

• Diplôme de Licence/Bachelier en statistique, Économie de gestion, Gestion et comptabilité, Mathématique -Logistique, Gestion de stock et Chaîne d'Approvisionnement, Administration des Affaires ou un autre domaine connexe.
• Expérience avérée en gestion de données, analyse de données et reporting.

• Excellentes compétences en communication écrite et verbale.

Description du poste

Ce rôle assure le suivi des données de remboursement, le maintien de leur qualité et précision  ainsi que la plateforme de gestion des  données Mobile Money à travers les programmes. Le titulaire du poste sera chargé de concevoir des outils de saisie de données intelligents, d'améliorer les flux de travail et de tirer parti de l'automatisation et de la collaboration inter-équipes.

L'objectif est de servir plus d'agriculteurs, d'améliorer la qualité des données de remboursement dans Fineract en identifiant et en corrigeant les erreurs, et d'améliorer l'efficacité opérationnelle en rationalisant les processus avec les autres départements (FAS, FOps, Centre d'appels, Enquêtes de cas).

Responsabilités

Gestion des systèmes et Fineract

• Créer des produits de prêt dans Fineract et coordonner les téléchargements (uploads) de remboursements.
• Partager les numéros de compte des agriculteurs avec le terrain et gérer les remboursements dans CLIF.
• Gérer les bordereaux bancaires dans Dataiku.
• Identifier et corriger les erreurs dues à la saisie, 
• Assurer le suivi et la résolution des problèmes liés au système.

Nettoyage des données et identification des erreurs de remboursement

• Détecter, signaler et suivre la résolution des problèmes liés aux données de remboursement, y compris les entrées en double, les bordereaux bancaires ou reçus incorrects.
• Identifier et corriger les remboursements erronés des agriculteurs pour assurer l'alignement avec la documentation officielle et les dossiers de terrain.
• Communiquer et faire rapport sur les erreurs à la direction et au personnel respectif de la CDM, de l'équipe de recouvrement, du centre d'appels et des enquêtes de cas.

Création et maintenance des modèles de saisie de données

• Maintenir et améliorer les modèles pour les processus de saisie des données de remboursement (bordereaux bancaires, reçus, Mobile Money et réclamations de remboursement).
• Construire de nouveaux modèles de saisie pour améliorer les contrôles qualité, assurer la précision et réduire les erreurs de saisie.
• Utiliser, développer et améliorer des macros et scripts d'analyse et de nettoyage de données (R, Python, Dataiku ou Google AppScript).

Collaboration inter-équipes et amélioration des processus

• Travailler avec les équipes de Gestion des Données Clients (CDM), Enquêtes de cas, Centre d'appels et Recouvrement pour identifier les lacunes et les inefficacités.
• Coordonner avec les Opérations de Terrain (FOps) pour aligner les améliorations de la collecte des remboursements avec les réalités du terrain.
• Intégrer les retours d'information du terrain et du back-office pour améliorer la convivialité et l'efficacité des outils.

Soutien à l'expansion du Mobile Money et Automatisation

• Coordonner l'exécution des initiatives liées au Mobile Money (MM) et travailler avec la CDM Globale pour mettre en place des systèmes de reporting MM.
• Être responsable du rapport sur le statut des remboursements et des remboursements aux agriculteurs (y compris via KOBO).
• Utiliser des plateformes d'automatisation (Dataiku, Superset) pour optimiser les flux de travail et réduire le travail manuel.

Gestion d'équipe

• Gérer et développer une équipe composée de 5 employés JL5 (Coordinateurs RBM), 28 employés JL3 (Bookkeepers) et plus de 20 employés occasionnels.

About the Role

As Business Investigator & Client Protection Specialist, you will be responsible for investigating financial and operational discrepancies and ensuring client protection principles are upheld throughout operations. You will address cases that impact farmers and clients - such as underpayments, overpayments, incorrect balances, misconduct, or inappropriate collection practices - and ensure fair, timely, and documented resolution. You will oversee two sub-departments: Case Investigation and Hotline.

Responsibilities

Investigation & Case Management

• Investigate discrepancies related to repayments, collections, distributions, inventory, and client accounts
• Handle cases involving client impact, including:
  • Under- or over-collection from farmers
  • Incorrect client balances or repayment records
  • Unauthorized charges or coercive collection practices
  • Staff or partner misconduct affecting clients
• Manage investigations end-to-end: case intake, analysis, field verification, documentation, and closure

Client Protection & Safeguarding

• Apply Client Protection Principles in all investigations
• Ensure fair treatment, transparency, confidentiality, and non-retaliation
• Prioritize cases with direct client harm
• Recommend and track remedial actions for affected clients (refunds, balance corrections, corrective communication)
• Escalate safeguarding or severe misconduct cases according to internal protocols

Data Review & Analysis

• Reconcile data from multiple systems (Mobile Money platforms, bank statements, Kobo, client databases)
• Identify patterns, anomalies, and recurring client-impact issues
• Conduct root-cause analysis to prevent recurrence

Field Investigations

• Conduct field visits to verify transactions and client experiences
• Interview staff, agents, and clients using ethical and client-centered approaches
• Collect and preserve evidence while respecting client dignity and confidentiality

Reporting & Documentation

• Prepare investigation reports including: findings and evidence, root causes, client impact assessment, financial implications, corrective and preventive actions
• Maintain a secure and confidential investigation tracker
• Provide periodic summaries to management on case status and trends

Controls & Prevention

• Recommend improvements to SOPs, controls, training, and communication
• Support the implementation of fraud detection and client protection controls
• Contribute to strengthening accountability and ethical standards across operations

About the Role

The Field Operations Department supports the implementation of the One Acre Fund program in the field through a cascading team structure that reaches thousands of field agents. These agents work closely with farmers and deliver Tubura’s core services, including training, credit management, and organizing product distribution at the hill level.

As a Field Operations Associate within this department, you will have the opportunity to learn from large-scale field operations while contributing to continuous program improvement. The role includes two main components: operational management and innovation at scale.

Operations management

• The FOP Associate will focus on delivering services to farmers.  He/She begins as generalists, with overall responsibility for executing our program within a given region of operation in Burundi. Over time, He/she can continue to grow as a general leader, potentially managing Field Operations for an entire country. He/She may also choose to specialize, for example in designing and rolling out training programs.
• Program associates also build the infrastructure necessary to sustain and scale the program. These teams proactively remove barriers to scale across a wide range of areas, processing millions of payments made by farmers, communicating with farmers through tens of millions of SMS messages, recruiting hundreds of new staff each year, and physically transporting more than 20,000 tons of agricultural inputs to various delivery sites. Program Associates also drive continuous improvements to accelerate growth, for example by implementing mobile money system integration at the country level.

Innovation at scale

• Associates identify innovative agricultural, nutrition and environmental products to help increase farmers ‘ incomes. The ideas they develop may eventually support thousands of households. The team will design pilot trials, implement them with thousands of households, analyse the data, and continuously refine the product offerings provided to farmers. 
• Associates also work to improve our core operational model. By running trials with tens of thousands of farmers, they analyze targeted questions such as: does shifting from group liability loans to individual liability loans improve repayment rates and member satisfaction? They may also explore more radical ideas to determine whether there are more effective ways to deliver high-quality services to farmers. They test different program variations with the goal of improving our adaptability, impact, and financial sustainability.

Responsibilities

• Understand and solve problems: observe field operations, meet with field staff supervisors, conduct surveys, carry out desk research, analyze key performance indicators (KPIs), and more. Then design simple and sustainable solutions to complex challenges.
• Plan and execute large-scale projects: define clear objectives, develop project timelines, design work plans, create field tools and talking points, build incentive systems, engage stakeholders, and monitor and supervise project execution in the field.
• Strengthen the team: recruit staff using One Acre Fund’s unique “experiential recruitment” system, mentor key deputies, and progressively delegate responsibilities as your team grows stronger.
• Collaborate with other teams: work closely with other One Acre Fund teams in the field to deliver a smooth and positive customer experience for members in the simplest and most effective way possible.

Qualifications

• Bachelor’s degree in Economics, Public Administration, Management, Agriculture, or a related field. A Master’s degree is preferred.
• Strong proficiency in standard Microsoft Office applications (Excel, Word, PowerPoint) is highly preferred.
• Experience launching and managing projects in areas such as economics, business/market research, general research, administrative management, project management, or related fields, including data management and analysis, is preferred.
• Demonstrated leadership experience, whether in a professional or extracurricular context.
• Willingness to commit to living in a rural area. This is a long-term career-track role.
• At least two years of professional work experience.
• Language requirements: English (required), French (strongly recommended), English and Kirundi are preferred.

LEAP Program Description

Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.

The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.

About the Position

The Senior Global Health Security (GHS) and Infectious Disease (ID) Advisor will support the MOH Emergency Operations Center (EOC or COUSP in French) and NACP (National AIDS Control Program) in carrying out life-saving humanitarian assistance (LHA) in full alignment with the new Presidential Executive Order (EO) directives.  The primary focus of the Advisor will be technical support with a special emphasis on preventing, detecting, and responding to infectious disease threats which impact public health. The Advisor will also provide support for the National HIV response to improve capacity for PEPFAR transition.

The Senior GHS and ID Advisor will support the appropriate multi-sectoral Government Departments and Agencies - such as the Ministry of Health, Agriculture, and Environment-  for the effective adoption and implementation of life saving interventions focusing on preventing, detecting and responding to infectious disease threats with public health potential, such as zoonotic diseases. The Senior GHS & Infectious Disease Advisor will identify programmatic bottlenecks and facilitate solutions through coordinated technical support and facilitation of effort through the GHS projects, Pandemic Fund and the Global Fund. The Senior GHS and ID Advisor will be based within the EOC and will also work with the NACP.  The Advisor will receive direction from the Director of the EOC and as needed, from the NACP Director, who will serve as the onsite Manager/Supervisor.  Familiarity with Department of State/USG programming and C/AOR experience are highly desirable as the Advisor is expected to support the implementation of the Department of State GHS and HIV portfolio. French and English fluency are required for this assignment. The Advisor will report to the U.S. Department of State on a weekly and monthly basis.

Responsibilities

Support multisectoral ministries in effective delivery of life-saving humanitarian assistance (LHA) through utilization of domestic and donors’ (e.g. the Pandemic Fund, Global Fund when relevant such as COVID-19 response funds).

• Assist the relevant ministries with effective delivery of LHA GHS services, including but not limited:
  • community-based active surveillance,
  • systems capacity for detecting priority diseases/threats,
  • data systems for monitoring, analyzing, and reporting on threats,
  • infection prevention and control (IPC), including commodities and WASH in healthcare facilities,
  • case management; and Emergency Management including Emergency Operating Centers (EOC) and Point of Entry Screening,
  • Risk Communication and Community Engagement,
  • Emergency outbreak response.

• Provide technical support and actively engage with field work to implement programmatic and response interventions at national and sub-national levels.
• Assist in monitoring the progress of GHS program implementation and provide recommendations for improvements of service delivery.
• If relevant for the country, review and analyze performance reports submitted to the Pandemic Fund, Global Fund (GF), and other partners.
• Help organize regular discussions among the multisectoral stakeholders and partners to ensure alignment of technical approaches in the respective GHS portfolio.
• Provide support to the appropriate multisectoral ministries in identification of performance gaps, potential barriers and bottlenecks, and facilitate consensus on targeted interventions to improve performance on key indicators attributable to:
  • reduction in incidence and mortality for epidemic and pandemic prone diseases;
  • strengthening systems to prevent, detect, and respond to infectious disease threats;
  • rapid and effective responses to infectious disease outbreaks which are threats for public health.

Support the implementation and expansion of best practices in GHS and outbreak response nationwide.

• Support MOH and other relevant Ministries in routine review of service delivery processes and outcomes.
• Promote the dissemination of best practices and effective models nationwide.
• Promote prioritized interventions in effective community-based active surveillance, strengthening systems capacity for detecting priority diseases/threats, and data systems for monitoring, analyzing, and reporting on threats;
• Support of the adoption of infection prevention and control (IPC), including commodities and WASH in healthcare facilities; case management;
• Support and strengthen Emergency Management including Emergency Operating Centers (EOC or COUSP in French) and Point of Entry Screening; Risk communication.
• Support the relevant Ministries to rapidly and accurately report infectious diseases threats to the relevant, domestic and international system– such as the International Health Regulations (IHR) and World Animal Health Information System (WAHIS) for quick responses to pandemic threats.
• Assist the relevant multisectoral Ministries with emergency outbreak responses as needed.
• Assist the relevant multisectoral Ministries to achieve the relevant GHS related targets including the Joint External Evaluation (JEE); IHR States Parties Self-Assessment (SPAR); and the Pandemic Fund Framework which includes reporting on the 7-1-7 target (7 days to detect, 1 day to report, 7 days to complete the initial response)
• Assist and provide information to the Department of State to prepare U.S. Government workplans and reports.

Support the relevant Ministries in effective utilization of Pandemic Fund grants; other donors’ resources, and emergency outbreak responses efforts.

• Provide technical support to develop Pandemic Fund grant applications and support grant implementation review to ensure effective grant implementation and avoid duplication with US Government funded projects.
• Consult with relevant stakeholders on required technical assistance.
• Assist in monitoring the progress of grant implementation.
• Review and analyze performance reports submitted to the Pandemic Fund and other partners.
• Help organize regular discussions among the relevant multisectoral stakeholders, Ministries, and donors, and DOS to ensure alignment of technical approaches in the respective GHS portfolios.
• Support emergency outbreak response including assisting with mobilizing resources, coordination of efforts, and technical support for efforts to contain and respond to the outbreak.

Support the National AIDS Control Program (NACP or PNLP in French and other stakeholders) to improve the Government of Burundi’s capacity for PEPFAR transition.

• Provide technical support for the district oversight approach to improve the MOH’s capacity to oversee and delivery essential HIV services to reach and maintain HIV epidemic control
• Provide technical support for streamlining of health systems approaches and strategies (e.g. laboratory, reporting, supervision and training) in the context of reduced resources and preparation for PEPFAR transition.
• Consult with relevant stakeholders on required technical assistance.

Communications:

• Regular conference calls with multisectoral stakeholders, US Embassy and DOS/Washington to review progress, discuss activities and address emerging issues.
• The Senior GHS and ID Technical Advisor should provide information and avail him/herself for calls/meetings with the US Embassy as requested.
• The Advisor will provide monthly reports to US Embassy/U.S. Department of State

REPORTING:

The Senior Advisor will provide a detailed monthly report to the U.S. Department of State, submitted by the 5th day of the following month.   Additionally, the Advisor will submit a weekly progress report to the U.S. Department of State (and participate in weekly calls) to include a short paragraph about main successes for that week. 

Qualifications 

• Advanced degree (MPH, MD, PhD, DVM, or equivalent) in public health, epidemiology, medicine, or a related field.
• Minimum of 7 years of technical and programmatic experience in global health security and infectious diseases.
• Demonstrated understanding of USG program implementation, USG interagency coordination, and donor landscape.
• Knowledge of the host country and government institutions and bureaucratic processes, policies, and regulations. This entails high-level knowledge of host government laws, policies, procedures, and institutional doctrines.
• Knowledge of research and analysis techniques to successfully study complex subjects and issues related to assigned program area.
• Familiarity with international frameworks such as IHR 2005, JEE, SPAR, UNAIDS and HIV epidemic control metrics and USG’s LHA guidance.
• Demonstrated experience working collaboratively across government ministries, donors, and implementing partners.
• Strong written and verbal communication skills in English and French.

Preferred Qualifications 

• Previous experience with USG-funded programs.
• Experience using digital platforms for surveillance, health information management, and emergency coordination.
• Knowledge of the One Health approach and integration of human, animal, and environmental health efforts.

About the Role

Planting trees is one of the most efficient actions to generate impact for rural families and improve the local environment. Growing trees can have many benefits for farm families - trees can improve land productivity and soil fertility. Trees can also serve as a critical economic resource for families.. Additionally, they contribute positively to local ecosystems and reduce the effects of climate change.

As the Burundi Agroforestry Lead, you will lead our national agroforestry program to make it more impactful, efficient, and environmentally responsible. Through your technical experience and leadership you will help farmers to plant ten million trees in your first year, with potential to double in scale over time. Your work will support our target of planting 1 billion trees by 2030.

You will also contribute to our Regenerative Agriculture Portfolio in Burundi; improve farmer's ability to use natural resources to deliver healthy soils and continued prosperity.

You will report to the Burundi Impact Lead.

Responsibilities

• Strategic Reviews and Development: We don't just want to run an efficient programme - we want to improve and scale it. We expect under your leadership we could double the size of the Agroforestry Programme, compliment with new varieties, and bring more impact for farmers; through operational reviews each season, and strategy setting.
• Refine and Improve Current Operations: incremental gain in the work we do will have a big impact at scale. Driving new initiatives to improve our agroforestry operations will result in additional impact for each farm household that we serve. Through root cause analysis, you will identify underlying issues and then launch improvement initiatives. For example, these could aim to improve Seedling Survival Rates, New Varieties of Trees, Improving Market Demand, or phytosanitary care.
• Secure our seedling supply chain through our in-house production models. You will assess performance across our country-wide programme and implement improvements to design and deliver trainings on best practices for nursery management and species management and implement tactics and tools to reliably track field performance.
• Planning and Coordination of Distribution: Taking seedlings from 900 nurseries across the country and distributing to 400,000 farmers is a major task; and requires digital management of distribution, close understanding of farmer needs and constraints, and effective working with our field operations team.
• Scope and Launch new Initiatives in Regenerative Agriculture: Investing in additional trees for our farmers will support healthy soils and more productive farms. You will also support new initiatives to grow farmer income through use of natural alternatives to inorganic fertilizer: such as restoring soil health, biodiversity and ecosystem resilience.

Qualifications

Across all roles, these are the general qualifications we look for. For this role specifically, you will have:

• 5+ years working in execution of major decentralised rural programmes, with demonstrated managerial responsibilities including field and performance management
• Field experience working with smallholder farmers
• A track-record of implementation preferred, taking projects from strategic to operational within a relatively short time
• Bachelors required; study or qualifications in Agroforestry or Regenerative Agriculture an advantage
• Nice to have: Prior experience in Agroforestry or Regenerative Agriculture
• Language: English required; French also strongly preferred. Other local languages (Kirundi) desirable.
