Assistance and Advisory Service (AAS)

The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.

To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

Role Duties and Responsibilities

• extracting data from input files, transforming data according to the necessary formats and loading data into the Repository platform.
• Ensuring smooth data flow into Pledge data analysis model.
• Maintaining the current data pipelines and developing new data pipelines to incorporate new sources of data.
• Work with the Repository team to understand requirements for analysis and visualization.
• Develop and optimize data models and data views that allow for analysis of all relevant aspects of the data.
• Working with the Pledge team to create an interactive portal/data model to facilitate analysis of Allied returns.
• Support the data analyst in cleaning and standardising data from external sources (Repository and Pledge).
• Identifying inconsistencies, gaps, and missing elements in the data and flagging these to the data analyst and the project manager (PM).
• Investigate potential tools for data processing, data integration and visualization that could be used in a NATO environment.
• Advising the team on technical choices by clearly communicating the options to a non-technical audience.
• Support the data analyst in producing analytical products by creating dashboards and visual analytics.
• Potentially also use large language models to extract insights from unstructured data.
• Document data pipelines, codes and data models.
• Information sharing with the team and onboarding of new team members.

 Essential Skills, Experience and Certifications

• Strong analytical and technical skills.
• 2+ years experience working as a Data Engineer or in a similar role.
• Professional experience in planning and executing the data science lifecycle / data pipelines, including ingestion, pre-processing, quality assurance, analysing, post-processing and visualisation.
• Proficiency in Python for data processing.
• Knowledge of ArcGIS software.
• Very good written and spoken English.
• Proactive and highly detail-oriented.
• Ability to work collaboratively within a multi-disciplinary team and to communicate technical information to non-technical audiences.

 Desirable Skills, Experience and Certifications

• Proficiency in ArcGIS API for Python.
• Professional experience in configuring an ArcGIS Enterprise portal and its applications, such as ArcGIS Experience Builder, ArcGIS Dashboards, ArcGIS Notebooks, Survey123, and Workflow Manager, with preferred basic knowledge of ArcGIS Pro.
• Experience in visualization and building of web applications.
• Knowledge of NATO networks and data engineering/analysis tools available on those networks.

Role Duties and Responsibilities

Cyber Digital Transformation Division (CDT) drives the end-to-end transformation of NATO’s Military and Non-Military Instruments of Power, enabled by digital technologies, to enhance the Alliance’s ability to execute its core tasks in a Multi-Domain Operations (MDO) environment. In particular, increase Alliance Digital Interoperability, support the modernisation of NATO’s Standardization processes, and enable the adoption of data exploitation capabilities and AI.

The contractor shall support NATO’s digital transformation by developing and advancing communications and networking standards that enable persistent, secure, and policy- compliant consultation, command, and control networks in support of Multi-Domain Operations (MDO).

We are looking for a well-rounded professional with excellent technical and communication skills as well as experience in the military domain. NATO knowledge would constitute and asset.

Essential Skills, Experience and Certifications

• The contractor shall design, develop, integrate, and maintain ontologies supporting NATO operational and technical use cases. This includes ensuring compliance with agreed standards, enabling interoperability across systems, and managing ontology artefacts through controlled lifecycle processes, including versioning, validation, and updates.
• The contractor shall develop and maintain semantic artefacts, including taxonomies, thesauri, dictionaries, and code lists, to ensure consistency of terminology and structured data usage across NATO systems and initiatives. These artefacts shall align with NATO terminology directive and applicable standardization policies.
• The contractor shall contribute to the development, review, and harmonization of NATO data standards, ensuring alignment with ISO standards and NATO standardization artefacts. This includes supporting the modernization of standardization processes and improving interoperability across military and non-military domains.
• The contractor shall define and implement governance processes for ontology lifecycle management, including roles, responsibilities, workflows, and quality assurance mechanisms. The contractor shall ensure that ontology and data artefacts are aligned with the NATO Enterprise Architecture Framework (NAF v4.1) and model-driven development practices.
• The contractor shall support the integration of ontologies into knowledge graphs and operational systems, enabling advanced data exploitation and supporting artificial intelligence and machine learning use cases. This includes ensuring compatibility with secure cloud environments and supporting DataOps and MLOps practices, where applicable.
• The contractor shall prepare and deliver briefings, presentations, and reports to NATO committees, capability panels, and working groups, and shall coordinate activities across stakeholders to ensure alignment, transparency, and effective progress of all assigned tasks.
• The contractor shall provide support to unforeseen or ad hoc requirements within the scope of ontology engineering, data standardization, and interoperability, as requested and prioritised by CDT. Such support shall be subject to mutual agreement on scope, effort, and priority.

Required:

• 3+ in Windows desktop application development using Windows App SDK, WinUI (or similar), C#, XAML — and ideally additional experience with native Windows code (C++, Win32/WinRT/COM).
• Deep understanding of Windows application architecture, including interop between managed code (.NET) and native code.
• Proven track record of designing, building, and shipping production-quality desktop applications, with an emphasis on reliability, performance, scalability, and maintainability.
• Strong experience with accessibility APIs on Windows (e.g. Microsoft UI Automation or similar), and a dedication to building accessible and inclusive software.
• Excellent software engineering fundamentals: OOP, design patterns, data structures, algorithms, memory management, multi-threading or asynchronous programming (where relevant).
• Experience leading technical design, mentoring other engineers, conducting code reviews, and making architecture-level decisions.
• Strong communication skills; ability to articulate tradeoffs, collaborate with cross-functional teams, and drive consensus.

Preferred / Bonus:

• Experience with writing automated tests for UI — unit tests, integration tests, UI automation tests; familiarity with relevant testing frameworks.

• Experience with localization/globalization, right-to-left UI support, internationalization, accessibility for multiple regions.

We are actively working on truly disruptive innovative next-generation Drone technology that we strongly believe will advance our mission to Protect Life.

The Axon SkyHero Firmware team specifically owns the “Lower Middleware” layers on a very powerful Embedded Linux System-on-Chip and the Flight Controller. “Lower Middleware” in this sense consists of high performance, low latency, user-space daemons on a robotics-optimized system bus. All firmware aspects related to “Flying” are handled by this team, and this team collaborates very closely with an adjacent team of Controls and Vision Engineers. This team also collaborates very closely with Platform Board Support Package (BSP), Camera Imaging, and “Upper Middleware” teams, and hardware engineering. Rust is the preferred language, but C/C++ is also used. Python is used for scripting and testing.

As a strong, senior engineer - either level 1 or level 2 senior engineer - on the SkyHero Firmware team, you’ll be responsible for developing and architecting a diverse set of robotics-based features related to “Flying” and actively helping Controls Engineers “Tune” the Drone. You’ll promote best practices for software testing. You’ll be collaborating on a series of very deep algorithms that provides “Advanced Flying and Maneuvering” capabilities, among other innovations that fuse a large number of sensors, actuators and/or motors. You will be authoring design documents, mentoring less-senior engineers, and doing your part to instill a culture of engineering excellence.

Reports to: Robotics Firmware Engineering Manager

• Be part of a high-performing team that designs and develops game-changing Robotics products to Protect Life
• Architect, design and develop software and algorithms for Drones, Rovers and other Robots
• Develop in C/C++, Rust in resource-constrained Embedded Systems and use a scripting language like Python to prototype
• Integrate Sensors and Actuator, complex logic and autonomous behavior
• Design and develop new use-cases on Robots, translating requirements into features and tests
• Implement Robotics use-cases in ROS2 and custom Robotics Frameworks

What You Bring

While all candidates will be considered, those candidates who have active Robotics experience on mobile phone-like System-on-Chips (SoC) using embedded Linux experience will have prioritization over those with Microcontroller experience only. We also prioritize candidates who demonstrates having shipped a product from start to finish; and, sticking with the product post-release so as to have learned from its in-market performance.

• Bachelor’s or Master’s Degree in Computer Science, Computer Engineering, Electronics Engineering, Robotics or equivalent
• Minimum 7+ years of industry experience building commercial products
• Minimum 7+ years experience with C/C++, Python and/or other systems programming languages such as Rust
• Demonstrated track record of bringing commercial devices to the market
• Experience with performant inter-process communication
• Strong experience with Userspace Linux Kernel development and performance optimization
• Strong understanding of Systems Architecture, with the ability to implement complex, multi-device, interrelated systems
• Strong understanding of Operating Systems, Concurrency and Networking concepts
• Strong understanding of CI/CD pipelines and QA processes
• Solid Software Engineering background (algorithms, data structures)
