Role Duties and Responsibilities

Cyber Digital Transformation Division (CDT) drives the end-to-end transformation of NATO’s Military and Non-Military Instruments of Power, enabled by digital technologies, to enhance the Alliance’s ability to execute its core tasks in a Multi-Domain Operations (MDO) environment. In particular, increase Alliance Digital Interoperability, support the modernisation of NATO’s Standardization processes, and enable the adoption of data exploitation capabilities and AI.

The contractor shall support NATO’s digital transformation by developing and advancing communications and networking standards that enable persistent, secure, and policy- compliant consultation, command, and control networks in support of Multi-Domain Operations (MDO).

We are looking for a well-rounded professional with excellent technical and communication skills as well as experience in the military domain. NATO knowledge would constitute and asset.

Essential Skills, Experience and Certifications

• The contractor shall design, develop, integrate, and maintain ontologies supporting NATO operational and technical use cases. This includes ensuring compliance with agreed standards, enabling interoperability across systems, and managing ontology artefacts through controlled lifecycle processes, including versioning, validation, and updates.
• The contractor shall develop and maintain semantic artefacts, including taxonomies, thesauri, dictionaries, and code lists, to ensure consistency of terminology and structured data usage across NATO systems and initiatives. These artefacts shall align with NATO terminology directive and applicable standardization policies.
• The contractor shall contribute to the development, review, and harmonization of NATO data standards, ensuring alignment with ISO standards and NATO standardization artefacts. • The contractor shall define and implement governance processes for ontology lifecycle management, including roles, responsibilities, workflows, and quality assurance mechanisms. The contractor shall ensure that ontology and data artefacts are aligned with the NATO Enterprise Architecture Framework (NAF v4.1) and model-driven development practices.
• The contractor shall support the integration of ontologies into knowledge graphs and operational systems, enabling advanced data exploitation and supporting artificial intelligence and machine learning use cases. This includes ensuring compatibility with secure cloud environments and supporting DataOps and MLOps practices, where applicable.
• The contractor shall prepare and deliver briefings, presentations, and reports to NATO committees, capability panels, and working groups, and shall coordinate activities across stakeholders to ensure alignment, transparency, and effective progress of all assigned tasks.

Capco’s AI Lab

The AI Lab is a cross-disciplinary research and engineering centre that translates advanced AI research into robust, deployable solutions for clients and internal products. It runs applied research (ML and agentic/LLM systems, planning, simulation and evaluation), rapid prototyping and production engineering (APIs, CI/CD, observability, data platforms and cost/latency optimisation), and rigorous evaluation and safety work (benchmarks, red-teaming, monitoring, governance and compliance). The lab also supports client engagements and internal innovation by building demonstrators and reference architectures, transferring technology to delivery teams, publishing technical learnings, and maintaining the shared infrastructure, tooling and best practices that enable reproducible, secure and scalable AI deployment.

Responsibilities

• Design and implement scalable, production-grade Python services that leverage LLMs and Agentic architectures.
• Design and implement robust agent workflows and orchestration patterns to automate complex business processes in regulated enterprise environments.
• Build and maintain reliable AI-enabled backend systems, including orchestration layers, tool integrations, knowledge access mechanisms, and observability.
• Design modern knowledge access architectures for LLM systems, including retrieval strategies, semantic indexing, and structured interfaces to enterprise data sources.
• Apply strong software engineering practices (testing, CI/CD, monitoring, structured logging, versioning of prompts and models) to ensure reliability and maintainability of AI systems.
• Collaborate with cross-functional teams to integrate AI capabilities into enterprise applications and workflows.
• Work closely with stakeholders to translate business requirements into secure, compliant, and scalable AI-driven solutions.
• Contribute to system architecture decisions including agent orchestration, reasoning workflows, knowledge access strategies, and model integration patterns.
• Optionally contribute to user interfaces using Angular or React to support AI-powered applications.
• Ensure systems meet enterprise standards for security, reliability, and compliance.

Required Experience

• Fluent in English and fluent in Dutch or French.
• 5+ years of professional experience building enterprise-grade Python applications, with strong software engineering fundamentals.
• Proven experience designing and deploying Agentic or LLM-powered systems in production, ideally within enterprise or regulated environments.
• Strong expertise applying large language models to complex automation, information retrieval, and decision-support problems.
• Experience designing agentic architectures, including orchestration, tool usage, planning workflows, and system-level reasoning patterns.
• Experience building LLM systems that combine reasoning, tool access, and dynamic information retrieval, beyond simple prompt pipelines.
• Deep proficiency in Python, including modern frameworks, OOP, design patterns and best practices.
• Experience developing production APIs and backend services that integrate with enterprise systems and data sources.
• Demonstrated experience building reliable AI systems beyond prototypes, with attention to testing, monitoring, evaluation, and operational stability.

De software engineer zal een bestaande team van een vijf personen integreren bezig met de ontwikkeling van een python-applicatie in Django om de operationele noden te ondersteunen. Day-to-day zal het werk over de ontwikkeling van nieuwe features en het onderhouden van de bestaande features. Het hele project wordt ontwikkeld met behulp van Agile-methoden en is volledig on-premise. Beschikt over ervaring met het development van data-applicaties in Django/FastAPI, en een bewezen staat van dienst in het vertalen van klanten noden naar technische eisen.

• Schaalbare datapijplijnen ontwikkelt en onderhoudt met behulp van Azure Databricks.
• Samenwerkt met business data-analisten om databehoeften te begrijpen en oplossingen aan te leveren.
• Dataintegratie- en transformatieprocessen implementeert vanuit diverse bronnen, waaronder REST API's.
• Datastromen optimaliseert en problemen oplost met het oog op performantie en betrouwbaarheid.
• Zorgt voor datakwaliteit en consistentie over verschillende gestructureerde en ongestructureerde databronnen.
• Op de hoogte blijft van de nieuwste trends en best practices binnen data engineering, Databricks en dataintegratietechnologieën.

• Aantoonbare ervaring als Data Engineer met sterke focus op Azure Databricks en aanverwante technologieën binnen het Microsoft data-ecosysteem.
• Bekend met de lakehouse medallion architecture.
• Vaardig in SQL, Python en Apache Spark.
• Grondige kennis van REST API’s, inclusief hoe deze op een veilige en efficiënte manier te consumeren (bijvoorbeeld via Python/Databricks notebooks); ervaring met het binnenhalen en transformeren van JSON/XML-data vanuit web API’s is een grote plus.
• Ervaring met datamanagement & governance via Unity Catalog is een pluspunt.
• Bereidheid en kennis om zelf (technische) rapporten in Power BI op te bouwen.
