The Technical Lead / Solution Architect provides technical leadership for the design, development, modernization, integration, security, and lifecycle management of enterprise applications supporting mission-critical business operations. This position serves as the principal technical authority for the application portfolio and is responsible for establishing technical strategy, solution architecture, engineering standards, and modernization roadmaps while ensuring successful delivery of secure, scalable, cloud-based solutions.
Working closely with the Program Manager, Senior Lead Developer, Business Analyst / QA Lead, and Government stakeholders, the Technical Lead provides architectural oversight, mentors technical staff, supports modernization initiatives, and ensures all application development activities align with industry best practices, Federal requirements, and organizational objectives. This is a hybrid position based in Washington, DC.
Key Responsibilities
Solution Architecture
- Develop and maintain enterprise application architecture and technical roadmaps.
- Design secure, scalable, and maintainable cloud-native application architectures.
- Define application integration strategies, API architectures, and data flows.
- Evaluate emerging technologies and recommend technical solutions that improve performance, reliability, maintainability, and security.
- Develop current-state and future-state architecture documentation.
Technical Leadership
- Provide technical leadership to software development teams throughout the software development lifecycle.
- Establish software engineering standards, development methodologies, and coding best practices.
- Conduct architecture reviews, design reviews, and code reviews.
- Mentor developers and promote continuous technical improvement.
- Resolve complex technical issues and provide guidance on system design decisions.
Application Modernization
- Lead modernization of legacy applications and transition to modern cloud-based technologies.
- Support migration of applications and services to Microsoft Azure Government.
- Identify technical debt and develop modernization strategies.
- Recommend improvements to application architecture, database design, security, and performance.
- Support implementation of API-first and service-oriented architectures.
Cloud & DevSecOps
- Define cloud architecture and deployment strategies utilizing Microsoft Azure.
- Support implementation of CI/CD pipelines and DevSecOps practices.
- Guide infrastructure automation and configuration management activities.
- Ensure secure software development practices are incorporated throughout the development lifecycle.
- Support release planning and deployment activities.
Security & Compliance
- Ensure application architectures comply with applicable Federal cybersecurity requirements.
- Support secure coding practices and vulnerability remediation.
- Provide technical support for Authority to Operate (ATO) activities.
- Support implementation of Zero Trust principles, identity management, and application security controls.
- Review application designs for compliance with accessibility, privacy, and records management requirements.
Stakeholder Collaboration
- Collaborate with Government stakeholders to understand business objectives and translate them into technical solutions.
- Provide technical recommendations during planning and prioritization activities.
- Support technical demonstrations, architecture briefings, and executive presentations.
- Assist with technical estimation, risk identification, and project planning.
Minimum Qualifications
- Bachelor's degree in Computer Science, Information Systems, Software Engineering, or a related technical discipline.
- Minimum of ten (10) years of experience designing, developing, and implementing enterprise software solutions.
- Minimum of five (5) years of experience serving in a technical leadership or solution architecture role.
- Experience leading Agile software development teams.
- Experience designing cloud-based application architectures using Microsoft Azure.
- Experience with enterprise system integration and RESTful API design.
- Strong understanding of modern software architecture principles and secure software development practices.
- Excellent written, verbal, and presentation skills.
- Ability to obtain and maintain a Tier 2 (Moderate Risk) Background Investigation.

Compensation
Salary Range: $180,000 – $215,000 annually (commensurate with experience)
