Credence has an immediate opening for a B-2 Systems Engineer at the principal level to support the B-2 Division who is responsible for the modernization, test, production, fielding and sustainment of B-2 aircraft and related systems.  The B-2 is a high demand, low density fleet that is 20+ years old, is undergoing numerous concurrent acquisitions to solve obsolescence issues, and delivers critical aerial denial/anti-access and nuclear capabilities at Tinker AFB, OK. 

Responsibilities include, but are not limited to the duties listed below:

  • The B-2 Systems Engineer Principal shall support the institution of a collaborative process bridging warfighter (sponsor) identified capability needs (requirements) to planning for the acquisition of materiel solutions which satisfy the need.  This support shall include researching program information, providing systems engineering insight, conducting analyses, and briefing preparation.
  • Support interfaces and processes with development planning, technology, intelligence, acquisition, sustainment, and user communities.
  • Independently apply knowledge and experience to the scope of enterprise activities which spans requirements/acquisition and sustainment and includes understanding doctrine, assisting in identifying and defining requirements, developing horizontally integrated acquisition, sustainment, and investment strategies, integration of technologies, integration of intelligence, and development of sustainment strategies.  Capability requirements and option sets will be architecture-based to ensure the necessary interoperability and appropriate linkages to other capabilities.  The integrated option sets developed may cut across multiple platforms, programs, and phases as well as across multiple enterprises.
  • Support development of strategies for crosscutting capability requirements.  The Contractor shall assist with initiating, writing, reviewing, developing and implementing documentation including but not limited to TEMPs, SEPs, RFPs, SOOs, test plans, LCMP, Pre-Milestone A and Pre-Milestone B documentation as appropriate.
  • Provide technical support to Systems Engineering Technical Reviews (SETR), including but not limited to IBR, SRR, SFR, PDR, CDR, FCA, SVR, PCA and TRRs.  Support includes rigorous technical review of SETR deliverables, assessment of design maturity against satisfying SETR entrance/exit criteria, and technical recommendations to the program manager, lead engineer and chief engineer.
  • Prepare Airworthiness Plans, Certification Basis, Compliance Reports, Military Flight Releases, and Military Type Certificates and brief Airworthiness documents through board reviews and to the Delegated Technical Authority/Technical Airworthiness Authority.
  • Develop action plans to resolve Deficiency Reports (DRs) and brief action plans at review boards and at the MIPRB to the Chief Engineer.
  • Develop action plans to resolve system safety risks, develop Safety Action Records (SARs), develop System Safety Risk Assessments (SSRAs) and brief action plans at review boards, System Safety Working Group (SSWG), System Safety Group (SSG) and to the Chief Engineer and System Program Manager.
  • Develop Operational Safety, Suitability and Effectiveness (OSS&E) documents and brief OSS&E documents at review boards and to the Chief Engineer and System Program Manager.
  • Prepare Permanent, T1, and T2 modification packages and brief through board reviews and up to the Chief Engineer and System Program Manager.
  • Provide technical support to software reviews, including but not limited to Integrated Functional Capability (IFC) Readiness Assessments (IRAs), IFC TRRs, IFC Demos, and IFC Fielding Recommendations.
  • Support the identification, assessment, and analysis of the future capability solution sets required to support capability requirements.  These activities will be critical subject areas during reviews including but not limited to program reviews and IBRs. 
  • Assist in reviewing systems engineering initiatives brought about by policy changes to buying commercial items (such as acquisition of non-destructive inspection, commercial-off-the-shelf items, and FAA-certified items) and commercial practices (e.g., performance-based business environment).
  • Assist in managing capability and systems engineering studies that involve multiple divisions.
  • Assist in communicating system engineering solutions, risk analysis, and future solutions within the AFLCMC to include programs as well as MAJCOMs, other enterprises, and the Air Staff.
  • Assist in transition of programs into and the termination of programs out of the B-2 Division for use in the field enhancing warfighter capabilities.
  • Planning across family of systems and system of systems especially in the development of capability manager strategies (e.g. spectrum battle management and Joint All Domain Command and Control systems).
  • Support the development, improvement, and administration technology processes to include applied technology councils, small business innovative research, and/or other initiatives to identify, assess, and submit proposals to the technology community to pursue further.
  • Assist with reviewing planning documents (e.g., Mission Need Statement, Operational Requirements Document, ICD, CDD, or CPD) for realistic industrial base execution. The Contractor shall assist in promoting the use of MS&A throughout the acquisition life cycle process and foster the development and maintenance of common use M&SA tools useful to the Government and industry.
  • Shall assist in integration of intelligence information and infrastructure to ensure cross-enterprise capabilities planning and system acquisition.
  • Provide a wide range of recommended solution sets for capabilities integration planning.  The Contractor shall organize large and small group briefings for discussions gaining cross Divisional engineering expertise.

Requirements

Education, Requirements and Qualifications:

  • Must have a Top-Secret clearance with the ability to be read onto SCI.
  • ABET accredited Master’s or Doctoral Degree in a related field and a minimum of twenty (20) years of experience in the respective technical/professional discipline being performed, at least twelve (12) years of which must be in the DoW/DoD;
  • OR ABET accredited Bachelor’s Degree in a related field and a minimum of twenty-five (25) years of experience in the respective technical/professional discipline being performed, at least fifteen (15) years of which must be in the DoW/DoD;
  • Personnel fulfilling the identified requirement positions shall possess a current collateral Secret or Top-Secret clearance as specified in the DD Form 254 for this task order, the LOE Matrix, and the PWS for WBN, WBD, WAO, WAX, WAV, WBZ, OZJ, AF/IO, and JPO support unless otherwise stated. 
  • Regardless of clearance level, personnel shall maintain their required clearance throughout the contract period of performance to provide support for multiple tasks and meetings at various classification levels. 
  • The Government will assist the candidate with attaining access to classified facilities as required.
