The Opportunity

We are seeking a motivated and technically skilled professional to join our water resources team. In this role, you will support a variety of stormwater infrastructure assessment, planning, and asset management projects for public sector clients across Virginia. The ideal candidate brings field experience with stormwater collection systems and stormwater management facilities (SWMFs), familiarity with Virginia stormwater programs, and a genuine interest in helping communities manage and improve their infrastructure.

Roles and Responsibilities

Provide leadership in water resources, stormwater infrastructure management, and regulatory compliance consulting, including:

  • Stormwater asset management program support, including:
    • Development and maintenance of stormwater asset inventories and databases
    • Condition rating, risk scoring, and prioritization of stormwater collection system assets and SWMFs
    • Support for capital improvement planning (CIP) and maintenance management programs
    • Workflow management and reporting within Enterprise Asset Management platforms such as HxGN EAM (formerly Infor EAM), Open Gov’s Cartegraph, and Trimble Cityworks
    • Integration of field data into GIS-based asset management platforms
    • Stormwater collection system and infrastructure assessments, including:
      • Inventory and condition assessment of stormwater collection system components (pipes, inlets, outfalls, channels, and associated structures)
      • Stormwater Management Facility (SWMF) inspections, maintenance evaluations, and performance assessments
      • Identification of system deficiencies, maintenance needs, and capital improvement priorities
      • Inspection report, asset management plan, and planning document preparation and review (QA/QC)
      • Stormwater training development, coordination, and delivery
      • Client and project staff coordination

Required Experience

  • Bachelor's degree in environmental science, civil/environmental engineering, or a related field
  • Experience developing and/or implementing Stormwater Asset Management Plans and associated Capital Improvement Plans (CIPs) to support long-term infrastructure planning and regulatory compliance
  • 5 to 10 years of practical experience with stormwater collection system inspection and/or asset management, including familiarity with SWMFs such as detention/retention basins, bioretention facilities, and other BMPs
  • Knowledge of stormwater infrastructure, including collection system components and SWMF design and function
  • Strong proficiency with Microsoft Office
  • Ability to clearly communicate, both orally and in writing
  • Ability to perform fieldwork in difficult terrain and year-round weather conditions
  • Excellent organizational skills
  • Valid driver's license
  • Authorized to work in the United States

Preferred Experience

  • Experience with the following:
      • Stormwater collection system condition assessment methodologies and rating systems
      • Infor EAM, Cartegraph, Cityworks, or similar Enterprise Asset Management platforms
      • Regulatory compliance assistance and conducting compliance inspections
      • SWMF as-built plan review and field verification
      • Reading site plans and facility design details
      • Field data collection and GPS techniques using Esri products (Field Maps and/or Survey 123)
      • Esri Desktop ArcGIS for asset inventory and spatial analysis
      • Working with local government and/or state transportation agencies
        • Certifications:
            • NASSCO PACP/LACP pipeline inspection certification (or willingness to obtain)
            • Virginia DEQ SWM & ESC Inspector certifications
            •
